22CHAIRPERSON SPEAKSRAMESH SIPPY, FEATURE FILMSCinema reaches out to peopleas probably no other formof communication does.Whether aimed at a nicheor a more broad-basedaudience, from the maker’s point ofview a film is a very personal form ofexpression. If makers have the freedomto express themselves through theirwork, then audiences too, especiallywhen they have spent hard-earnedmoney to purchase tickets at the boxoffice, have the right to express theiropinions after seeing the very samework. My personal observation of thisyears’ product is a mixed feeling ofhighs and lows. While there definitelywas a sense of elation at seeing theemergence of new talent in the worksof writer-director Pandiraj whosevery first film Pasanga is not onlydelightfully written with an abundanceof sharp, witty one-liners, but alsoboasts of an energetic ensemble ofyoung boys and girls, aged 5 to 12/13years (purely my guesswork), fromwhom he has extracted some reallystrong, passionate yet unassumingperformances. Another debut writerdirectorwho caught my attention wasSanjay Puran Singh Chauhan, whosefirst film Lahore made an instantimpact. A well-crafted film with finewell-rounded performances, this filmis sensitively handled and makesa point of the dangers of allowingpolitics to enter into the arena ofsport, that there is more to life thanjust winning, and that sometimeslosing is winning.Of the more seasoned film-makers,Rituparno Ghosh, Shaji Karun and R.Balki showed through their work thatart and craft can be skilfully blendedwith talent that continues to maturewith time and experience. Equallytalented is the still young, master ofpopular cinema, Raj Kumar Hirani (3Idiots) who holds his audience in thepalm of his hands. Magadheera andLeader, both from Telegu cinema werewell-made and well-enacted; perhapstheir bent was overtly commercial(which must have been their intent). There were other good films too fromthese and other regions, and there werea few disappointing ones as well, but itis not possible to go into details of eachand every one of them.Among the actors, AmitabhBachchan’s performance in Paa stoodout. But that should in no way takeaway from the sterling performances ofMamooty, Aamir khan, Shahid Kapurand Atul Kulkarni. There was a fairamount of debate over the female actinghonours, but in the end the upcomingAnanya Chatterjee bagged the prize.Writers, cinematographers, choreographers, singers, musiccomposersand other technicians withoutwhom films can never be what they are,had many admirers in the jury and itwasn’t easy finding the winners.Chairing the jury for the prestigiousnational awards is indeed a very dauntingtask. However much you try, there willalways be those who disagree. But giventhe guidelines and parameters withinwhich one has to carry out this work, afinal verdict needs to be arrived at anddelivered. We deliberated, sometimesargued but finally, and almost always, unanimously agreed upon who the mostdeserving contender was.It is important to note that this wholeprocess of judging was made simplerbecause of the far more tedious work putin by the five regional selection juries. And most important of all was myteam of esteemed jurors, without whosevast knowledge, invaluable inputs, keensense of judgment and precious votes,I would not have been able to carryout this formidable task. I thank themprofusely. Of no less importance werethe efforts of the Directorate of FilmFestivals (Ministry of Information &Broadcasting). I would also like to thankall those movie-makers and their teamsfor participating in this most prestigiousannual event and hope that in the comingyears they and future generations ofmotion picture talents will come backwith even better films to enrich ourlives.

36CHAIRPERSON SPEAKSMIKE PANDEY, NON-FEATUREShe face of cinema has changedTforever.Human imagination fuelled bydigital cutting edge technology has notonly redefined the limits and creativeboundaries of the human mind, it hasentered a new dimension opening thedoors to another level of visual andsensory…. experience and perception, creating new milestones till nowunimaginable.Indian cinema too, is moving ahead, keeping pace with the moving timesand has improved tremendously. Ourcrafts men are amongst some of the bestcinema professionals of the world.India produces the highest numberof films in the world. Yet we havefailed to make our mark. Is it lack ofcraftsmanship, poor story telling ortechnique?Every year many Indian films aresent to compete in the foreign filmcategory for the Academy Awards asofficial entries for the coveted Oscars, with no success. The redeeming factor is that some ofour technicians have picked the Oscarfor their individual craft even whilepitted against the mainstream entries. This raises many questions. We needto do some soul searching. If we are to compete in a competitiveglobal arena we have to be at parand match story telling techniques, craftsmanship and presentation. Weneed to ponder and look at ourselvesclinically… analyze why we are stillstruggling. The short films and non-feature filmmakers in India too are going througha rough phase and afflicted with shortcomings. While watching the entries for theNational Awards, it was hearteningto see some well-crafted, simply told, powerful stories emerge as winners. On the other hand it was disturbing tosee a steep drop in the number of goodfilms this year. This year 114 non feature and short filmentries were received for the competition. The topics and themes were relevant, many dealing with serious issues. Butsome failed to engage and hold interest. It was sad to see films fall due to sloppycraftsmanship, and weak storytelling. Some were simply stretched too long andthis diluted the focus. Why were some filmmakers in sucha hurry? There was no build up. Theideas were abruptly disclosed andcrudely treated. Even some of themost experienced organisations hadproduced stodgy unimaginative fare.Thereconstructions of historical incidentswere shabby. The documentary is a genre whichcan be a powerful instrument of change,of communication and of information. It is possible to be riveted by a gooddocumentary film. There is a majorrevival across the world and short filmsand documentaries are being archived, treated as visual documentation part of anation’s history and National Treasure.I have always rooted for thedocumentary. This is why I am concerned about thequality of the entries this year. If this wasa selection of the best films... then wehave cause for alarm. Are we short of ideas? Is there a droughtof talent? Or are our training schoolsturning into assembly lines, churning outsubstandard professionals? In a rapidly developing country likeours, illiteracy is still a major hurdle.Television networks can be most effectivein carrying visual information to thepeople and even educate the grassrootsand change attitudes.Digital technology has made visualdocumentation cheaper and accessible toall. A little more commitment, care andwe can revive the structure; improve thecalibre and quality, setting a pace for therest of the world to follow.

42CHAIRPERSON SPEAKSSAMIK BANDOPADHYAY, BEST WRITING ON CINEMAOne assumes that the exerciseof a yearly evaluationof books on cinema andcritical writing on cinemapublished in periodicals inIndia has been conceived as part ofan agenda aiming at raising the levelof appreciation and understandingof cinema, and in the process animprovement of the general qualityof cinema. Given the valorization ofBollywood in the media at the costof the more central cinematic valuesover the last decade in particular, there were very few books in theyear’s entries that attempted to locatefilms in a well defined contexthistorical, technological or artisticandthen read them closely. The twokinds of books that dominated were, firstly, carelessly documented andflamboyantly designed coffee tablebooks; and secondly, incompetentlyedited and shoddily produced, supposedly ‘archival’ monographspublished by government institutions. The exceptions were few and farbetween. It was in the regional languages, particularly in Kannada, Malayalamand Marathi, rather than in English andHindi that there were probing, criticalstudies of cinema in those languages, deeply rooted in histories, and withprofound insights into the local; theinsights naturally illuminating thefilms. As we were exposed to therichness of a lot of this writing, we feltthe need for translation of this materialinto other Indian languages. In fact, theDirectorate of Film Festivals of Indiacould take up project to publish anannual anthology of regional writingson cinema, maybe along with selectedbook excerpts, translated into English, offering readers in the country andabroad, a feel of Indian cinema in itsmany manifestations and Indian filmcriticism growing out of differentcultural histories. The portfolios of film criticismsent in by individual critics weremostly collections of film reviews inthe daily newspapers, rarely risingabove the level of smart pieces withquick judgement for an indifferentreadership. Several of these reviewershave mastered the skill of puttingthe film story across with exemplaryprecision, which the popular films toolack. Indian cinema deserves betterprofessional editorial values in themaking of publications in the field. Itis a shame that there were very fewbooks that were properly edited anddesigned and even ‘proofed’!Once one has gone through such anexercise, one feels frustrated at thesense of sheer inaccessibility of whatan enormous body of film watchersand film critics in India think aboutthe films they are exposed to, andwhat they expect from cinema. Theinaccessibility only grows with thegrowth of a jargon-bound languageof film criticism that moves fartherand farther away from the sensory, rugged, immediate experience ofcinema in the raw.flusek esa vkLokn vkSj le> dks c

It was difficult and challenging because of the range ofemotion and visuals it exhibited. The director, the writer, the actors, the cameraman, the editor all had performed brilliantly, now it was my turn. The thought itself wasoverwhelming, but the fact that I had gained so much having worked earlier on quitea few films with Aamir Khan gave me the comfort of knowing exactly what to do.Before I actually started working on 3 Idiots I had already mentally designed the finalsoundtrack. Director Raj Kumar Hirani’s inputs also further enhanced the impact of thefinal soundtrack. If you recall, you can observe that each and every dialogue in thefilm was prominent above all the other soundtracks, but it did not mean playing downthe sound and music effect altogether. I did not want the sound to anyway disrupt thesmoothness of all the emotions ranging from the humorous to the romantic to tragicto poignant and hence used the right levels for dramatic impact. Some scenes standout, like the scene between Sharman Joshi and Boman Irani when Sharman jumpsfrom the window, the pre-climax sequence and the number of elements playing up,physical as well as emotional everything had to be worked out very carefully for thefinal impact, and then the film finishes with a humorous tone.
