Embassy LatestInternational relations are part <strong>of</strong> your terms<strong>of</strong> reference as <strong>the</strong> Mayor. Have you preparedany plans for attract<strong>in</strong>g foreign <strong>in</strong>vestors toPrague, or perhaps a prospectus describ<strong>in</strong>g<strong>in</strong>vestment opportunities <strong>in</strong> Prague?The City’s economy has undergone majortransformation over <strong>the</strong> last ten to twelveyears. The private sector has already adapted to<strong>the</strong> new, liberalised conditions <strong>of</strong> <strong>the</strong> marketeconomy, and a number <strong>of</strong> <strong>in</strong>ternational companiesoperate <strong>in</strong> Prague. More than seventeenthousand self-employed persons are registered<strong>in</strong> Prague, and <strong>the</strong>re are several thousand companies,large and small, with foreign capital.I am aware that one <strong>of</strong> our weaknesses isunderdeveloped communication l<strong>in</strong>ks with<strong>in</strong><strong>the</strong> new bus<strong>in</strong>ess sphere and between bus<strong>in</strong>ess<strong>in</strong> general and <strong>the</strong> City adm<strong>in</strong>istration. Andfur<strong>the</strong>r to this <strong>the</strong> City’s market<strong>in</strong>g presentationhas so far been ra<strong>the</strong>r un<strong>in</strong>spir<strong>in</strong>g. Also,Prague is lack<strong>in</strong>g <strong>in</strong> some prestigious <strong>in</strong>ternational<strong>in</strong>stitutions, and related to this maybe <strong>the</strong> central authorities’ unclear <strong>in</strong>tentionsregard<strong>in</strong>g <strong>the</strong> ways and means <strong>of</strong> attract<strong>in</strong>g<strong>in</strong>ternational activities. We have a lot to improve<strong>in</strong> this area. But I can boast that fulfill<strong>in</strong>gcerta<strong>in</strong> goals has been successful. Accord<strong>in</strong>gto Healey and Baker surveys and polls thathave evaluated <strong>the</strong> attractiveness <strong>of</strong> bus<strong>in</strong>essenvironments <strong>in</strong> Europe’s top thirty cities,Prague has held <strong>the</strong> twentieth position forseveral years now.I th<strong>in</strong>k <strong>the</strong> priority objective <strong>in</strong> this area isto establish a Regional Development Agencythat will primarily provide advice and <strong>in</strong>formationto <strong>in</strong>vestors. And, <strong>in</strong> co-operationwith <strong>the</strong> City, identify suitable locations thatcan be <strong>of</strong>fered at trade fairs, for <strong>in</strong>stance,those <strong>of</strong> <strong>the</strong> stature <strong>of</strong> MIPIM <strong>in</strong> Cannes,which is Europe’s largest property and<strong>in</strong>vestment opportunity trade fair. By <strong>the</strong>way, Prague has successfully participated <strong>in</strong>this trade fair for several years now.Is <strong>the</strong>re a plan for improv<strong>in</strong>g Prague’sflood control?The year 2002 has shown that Prague needsto be ready to face floods and that rest<strong>in</strong>g onone’s laurels is impossible. It has also shownthat <strong>the</strong>re are preventative measures and mechanisms,such as <strong>the</strong> flood barriers thatactually saved <strong>the</strong> Old Town. So, this year isa year for analys<strong>in</strong>g and evaluat<strong>in</strong>g what couldhave been done better, but it is primarily ayear for build<strong>in</strong>g a good flood control system.In January, <strong>the</strong> Prague Council approved <strong>the</strong>time frame for <strong>the</strong> preparation and construction<strong>of</strong> flood control systems, <strong>in</strong>clud<strong>in</strong>g<strong>in</strong>dividual project phases and <strong>the</strong> proposedlocation <strong>of</strong> <strong>the</strong> flood control l<strong>in</strong>e. We havea detailed schedule for <strong>the</strong> preparation andimplementation <strong>of</strong> <strong>in</strong>dividual phases <strong>of</strong> <strong>the</strong>flood control systems, prepared based on <strong>the</strong>ma<strong>the</strong>matical models updated to reflect lastyear’s flood levels.At <strong>the</strong> Lisbon European Council <strong>in</strong> <strong>Mar</strong>ch 2000, EU Heads <strong>of</strong> Government placedemployment at <strong>the</strong> heart <strong>of</strong> <strong>the</strong> economic reform agenda, recognis<strong>in</strong>g its importancefor economic growth and, given <strong>the</strong> adverse demographic trends <strong>in</strong> Europe, for susta<strong>in</strong>ablepublic f<strong>in</strong>ance and pension systems.UK-<strong>Czech</strong> co-operationto boost employment levelsThree years on, good progress has been made: five million new jobs have beencreated, 2.75 million more women are now <strong>in</strong> work and new anti-discrim<strong>in</strong>atoryemployment legislation has been agreed. But more needs to be done to meet <strong>the</strong>Lisbon targets <strong>of</strong> 70% overall employment (<strong>in</strong>clud<strong>in</strong>g 60% for women and 50% for55-64 year olds) by 2010. Of course, <strong>the</strong> new Member States will play a crucial role<strong>in</strong> meet<strong>in</strong>g <strong>the</strong>se targets.Zdeněk Škromach and Malcolm Wicks sign Jo<strong>in</strong>t Declaration on employment strategies.The UK and <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong> have been compar<strong>in</strong>g notes on national employmentstrategies. In December, <strong>Czech</strong> Deputy Prime M<strong>in</strong>ister and M<strong>in</strong>ister <strong>of</strong> LabourAffairs, Zdeněk Škromach, held talks with <strong>British</strong> employment M<strong>in</strong>isters and visitedvarious employment and social services facilities <strong>in</strong> London. Malcolm Wicks, ParliamentaryUnder Secretary <strong>of</strong> State for Work and Pensions, paid a reciprocal visit toPrague and Most <strong>in</strong> February. He and Mr Škromach spoke at an employmentsem<strong>in</strong>ar organised jo<strong>in</strong>tly by <strong>the</strong> <strong>British</strong> Embassy and <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Labour andSocial Affairs. The two M<strong>in</strong>isters also signed a Jo<strong>in</strong>t Declaration on creat<strong>in</strong>gemployment opportunities.The M<strong>in</strong>isters identified a number <strong>of</strong> common problems: <strong>the</strong> decl<strong>in</strong>e <strong>of</strong> certa<strong>in</strong><strong>in</strong>dustrial sectors such as m<strong>in</strong><strong>in</strong>g and steel, <strong>the</strong> need to re-tra<strong>in</strong> <strong>the</strong> longer-termunemployed, to boost youth employment and to provide greater <strong>in</strong>centives for peopleto seek work. They also agreed various plans for practical co-operation: The UKDepartment for Work and Pensions will share with <strong>Czech</strong> colleagues’ <strong>in</strong>formationon <strong>the</strong> JobCentre Plus system, which <strong>of</strong>fers employment and social services <strong>in</strong> a“one-stop shop”. We will also pool ideas for re-tra<strong>in</strong><strong>in</strong>g workers and promot<strong>in</strong>g employmentprospects for people with disabilities. Experts from <strong>the</strong> Department <strong>of</strong>Work and Pensions will soon be start<strong>in</strong>g work with MoLSA on an EU PHARETw<strong>in</strong>n<strong>in</strong>g Project on Social Inclusion, which will focus on <strong>the</strong> implementation <strong>of</strong> <strong>the</strong><strong>Czech</strong> National Employment Strategy.
