TIF DELIVERY PROGRAMMETIF <strong>in</strong>frastructure construction is planned tocommence <strong>in</strong> April 2013 with <strong>the</strong> start <strong>of</strong> <strong>the</strong>M9 Junction 6 enhancements and sitespecific <strong>in</strong>vestment activity. GrangemouthFlood Protection is a major undertak<strong>in</strong>g andrequires significant co-fund<strong>in</strong>g before <strong>the</strong>project can be commenced. The Council isundertak<strong>in</strong>g prelim<strong>in</strong>ary technical work witha view to works on this major schemecommenc<strong>in</strong>g <strong>in</strong> four years. Year eight plans aspike <strong>in</strong> expenditure to deliver <strong>the</strong> A801 AvonGorge Project. This also requires significantco-fund<strong>in</strong>g however it is o<strong>the</strong>rwiseconstruction-ready. As such, it could becommenced as soon as <strong>the</strong> additionalfund<strong>in</strong>g is <strong>in</strong> place.The ability to stage <strong>in</strong>vestment <strong>in</strong>to<strong>in</strong>dividual projects across <strong>the</strong> long termprovides an element <strong>of</strong> risk mitigation to <strong>the</strong>Council <strong>in</strong> committ<strong>in</strong>g to this considerablefund<strong>in</strong>g obligation.In addition to <strong>the</strong> £67m <strong>of</strong> TIF <strong>in</strong>vestment,<strong>the</strong>re is considerable potential for co-fund<strong>in</strong>gfrom o<strong>the</strong>r sources. It is envisaged thatdelivery <strong>of</strong> <strong>the</strong> A801 Avon Gorge andGrangemouth Flood Protection wouldrequire significant Scottish Governmentfund<strong>in</strong>g alongside TIF.Scottish Enterprise are a significantdevelopment partner. They have played amajor role alongside <strong>the</strong> Council <strong>in</strong>develop<strong>in</strong>g <strong>the</strong> TIF <strong>in</strong>itiative (and <strong>the</strong> UpperForth Development Framework) and, throughwork<strong>in</strong>g closely with <strong>the</strong> leaders <strong>of</strong> keysectors <strong>in</strong> <strong>the</strong> area, plan a number <strong>of</strong>additional <strong>in</strong>itiatives. Scottish Canals, CentralScotland Forestry Trust and Big Lottery Fundare key partners <strong>in</strong> <strong>the</strong> delivery <strong>of</strong> <strong>the</strong> Helixproject. O<strong>the</strong>r contributions <strong>in</strong>clude anelement <strong>of</strong> <strong>Falkirk</strong> Town Centreimprovements works that have attractedHeritage Lottery Fund<strong>in</strong>g.
