SUSTAINABILITY AND PARTNERSHIPThe <strong>Falkirk</strong> TIF <strong>in</strong>itiative is a key step <strong>in</strong> <strong>the</strong>area’s economic transformation and <strong>of</strong>ferssignificant benefits to growth and jobcreation for <strong>the</strong> national economy.Projections for <strong>the</strong> economic benefits <strong>of</strong> <strong>the</strong><strong>in</strong>itiative for <strong>the</strong> <strong>Falkirk</strong> area and <strong>the</strong> widernational economy over <strong>the</strong> 25 yearprogramme are substantial. The TIF<strong>in</strong>frastructure <strong>in</strong>vestment programme wouldcreate some 5,800 construction jobs and isforecast to create a fur<strong>the</strong>r 8,300 long termjobs and £415m annual GVA fromsusta<strong>in</strong>able economic growth. Job creationand provision <strong>of</strong> tra<strong>in</strong><strong>in</strong>g places will be<strong>in</strong>tegral to <strong>the</strong>se works. The TIF willstimulate development on 27 sites, aidtown centre regeneration and help <strong>in</strong> <strong>the</strong>attraction <strong>of</strong> over 300,000 tourists annuallyto <strong>the</strong> area.Importantly, <strong>the</strong> TIF is an expression <strong>of</strong> faithto renew <strong>the</strong> area’s <strong>in</strong>frastructure and toattract <strong>in</strong>vestment by mult<strong>in</strong>ationalcompanies <strong>in</strong> key sectors (manufactur<strong>in</strong>g,chemicals and logistics) <strong>in</strong> <strong>the</strong> area. Thesesectors are vital to <strong>the</strong> health <strong>of</strong> Scotland’seconomy. The TIF also helps mitigate <strong>the</strong>potentially adverse jobs impact that mightarise should major <strong>in</strong>dustrial employersmigrate from Grangemouth if <strong>the</strong>se<strong>in</strong>terventions do not occur.Every £1 <strong>of</strong> Council <strong>in</strong>vestment via TIF isprojected to result <strong>in</strong> £8.66 <strong>in</strong>vestment from<strong>the</strong> private sector. The opportunity for TIF <strong>in</strong><strong>Falkirk</strong> to create a susta<strong>in</strong>able long term<strong>in</strong>vestment zone, with its own uniqueidentity to o<strong>the</strong>r parts <strong>of</strong> <strong>the</strong> UK lies at <strong>the</strong>heart <strong>of</strong> this bus<strong>in</strong>ess case. The Council isadvanced <strong>in</strong> its th<strong>in</strong>k<strong>in</strong>g and development <strong>of</strong>a market<strong>in</strong>g and <strong>in</strong>ward <strong>in</strong>vestment strategyto maximise this opportunity and willprogress this, adopt<strong>in</strong>g <strong>the</strong> message ‘MAKEIT. FALKIRK’, which respects <strong>the</strong> area’sstrengths <strong>in</strong> manufactur<strong>in</strong>g.The TIF seeks to deliver:Investment <strong>in</strong> <strong>the</strong> local andnational road networkInvestment <strong>in</strong> Grangemouth’sflood protection schemeTargeted site specific<strong>in</strong>frastructure <strong>in</strong>vestmentUnlocked and accelerat<strong>in</strong>gdevelopment activityFALKIRK TIF: NEXT STEPSThe TIF is viewed as a once-<strong>in</strong>-a-generationopportunity to position <strong>the</strong> <strong>Falkirk</strong> area as azone for <strong>in</strong>vestment through <strong>the</strong> provision <strong>of</strong>susta<strong>in</strong>able <strong>in</strong>frastructure, where <strong>the</strong>Council’s ambitions are matched by <strong>the</strong>private sector.The Council aims to act quickly. It isproposed that <strong>the</strong> <strong>Falkirk</strong> TIF goes live <strong>in</strong>April 2013 with <strong>the</strong> commencement <strong>of</strong><strong>the</strong> Junction 6 improvements as part <strong>of</strong> <strong>the</strong>M9 Corridor <strong>in</strong>vestment programme aswell as site-specific projects as part <strong>of</strong> <strong>the</strong>Helix project.Production.
