ABSTRACTS<strong>Summer</strong> <strong>School</strong><strong>in</strong> <strong>Public</strong> <strong>Health</strong> <strong>Policy</strong>,<strong>Economics</strong><strong>and</strong> Management1-WEEK COURSES (6-DAY COURSES)1 <strong>Public</strong> Mental <strong>Health</strong>: Evaluations of Programmes <strong>and</strong> PoliciesProf. Mart<strong>in</strong> Knapp, Prof. Emiliano AlbaneseThe first part of the course will identify the ma<strong>in</strong> policy issues <strong>in</strong> the mental health field, <strong>and</strong> discuss their implicationsfor evaluation. The course will then set out the aims of <strong>and</strong> broad approaches to the evaluation of mentalhealth programs, focus<strong>in</strong>g specifically on economic approaches to evaluation <strong>and</strong> mental health policy <strong>and</strong> practice.Areas to be covered <strong>in</strong> the second part of the course <strong>in</strong>clude research methods <strong>in</strong> mental health <strong>and</strong> psychiatricepidemiology, fundamentals <strong>in</strong> public mental health (concepts; impact <strong>and</strong> <strong>in</strong>terventions), the design of mentalhealth policy, plans <strong>and</strong> programs as well as the organization of mental health systems.2 Governance <strong>and</strong> Management of Comprehensive <strong>Health</strong> Networks Based on a Population ApproachProf. Denis Roy, Prof. Eric LitvakWith numerous strong trends threaten<strong>in</strong>g the viability of health systems implemented <strong>in</strong> the 20th century, we needto f<strong>in</strong>d new methods of operation. The problem is not lack of knowledge, technologies or resources. What we arelack<strong>in</strong>g is the collective ability to apply that knowledge for the greater benefit of the population. The concept of“population-accountable health networks” offers an answer. This general, <strong>in</strong>tegrated approach proposes key elementsthat we believe should form the basis of contemporary health systems, def<strong>in</strong>ed here as complex systems withthe ability to adapt <strong>and</strong> re<strong>in</strong>vent themselves provided they are given the tools to do so. This means new requirementsfor manag<strong>in</strong>g healthcare organizations as well as for govern<strong>in</strong>g the larger systems of which they are a part. Build<strong>in</strong>gfrom lectures, examples, discussions <strong>and</strong> up to date read<strong>in</strong>gs, the sem<strong>in</strong>ar will enable participants to acquire acomprehensive view of the concepts pert<strong>in</strong>ent to the modernization of the management <strong>and</strong> governance <strong>in</strong> health.3 Plann<strong>in</strong>g of <strong>Health</strong> Systems with Limited ResourcesProf. Don de Savigny, Prof. Marcel Tanner, Bernadette PeterhansThe course will engage participants <strong>in</strong> the latest tools <strong>and</strong> methods for assess<strong>in</strong>g population health needs, establish<strong>in</strong>ghealth <strong>in</strong>tervention priorities, <strong>and</strong> allocat<strong>in</strong>g health resources <strong>in</strong> a context of highly limited resources.The course work will be illustrated with examples, case studies, good practices, <strong>and</strong> lessons learned from theSwiss Tropical & <strong>Public</strong> <strong>Health</strong> Institute’s experience <strong>in</strong> develop<strong>in</strong>g <strong>and</strong> transition countries.Participants will be provided with an USB memory stick with all course literature, references, videos, software <strong>and</strong>simulation results.

The multidiscipl<strong>in</strong>ary nature of HTA: contribut<strong>in</strong>gsciences. The l<strong>in</strong>k between policy <strong>and</strong> HTA. Role <strong>and</strong> place of evidence-based healthcare <strong>in</strong> healthcaresystems. 2) Methods: An overview of HTA methods – divided <strong>in</strong>to ma<strong>in</strong> components: Evidence-based healthcare,general <strong>and</strong> cl<strong>in</strong>ical epidemiology, critical appraisal of cl<strong>in</strong>ical literature, systematic reviews - pr<strong>in</strong>ciples <strong>and</strong> pitfalls,benefit / risk assessment <strong>and</strong> considerations, grad<strong>in</strong>g evidence, role <strong>and</strong> place of quantitative <strong>and</strong> qualitative assessmentsassess<strong>in</strong>g organisational, patient <strong>and</strong> social aspects of technology application <strong>in</strong> healthcare, economicevaluation as part of HTA. 3) Application: us<strong>in</strong>g HTA <strong>in</strong> different contexts <strong>and</strong> jurisdictions, cross-border collaboration<strong>in</strong> HTA, Stakeholder <strong>in</strong>volvement <strong>and</strong> successful HTA <strong>in</strong>teraction with healthcare policy <strong>and</strong> decision mak<strong>in</strong>g.Examples <strong>and</strong> case studies are used to illustrate the ma<strong>in</strong> po<strong>in</strong>ts <strong>and</strong> considerable emphasis is placed on learn<strong>in</strong>gthrough group work <strong>and</strong> exercises.Second partThe course is designed as an <strong>in</strong>troduction to the concepts, methods, <strong>and</strong> application of economic evaluation <strong>in</strong>health care.
