ProcessMuch of the work required to complete the profile is often carried out during the development of initialplanning documents for the policy, program or initiative. Thus, the profile development process oftenconsists of the review of existing documentation, including Business Plans or MOUs. Some of thenecessary information however, will not have been developed for these other purposes and will have to beprepared as part of the profile.Managers, designers and delivery personnel, and other knowledgeable stakeholders should be consultedthrough interviews or other forms of discussion. These consultations provide a perspective on whether the“document-based” profile matches the “reality-based” profile of the policy, program or initiative,according to those who know it best. As such, the consultations help to clarify whether there have beenany adjustments to the design of the policy, program or initiative or to the target client group duringimplementation, as well as whether there is agreement among all partners as to strategic outcomes.Further, these consultations can help to fill in gaps in the necessary profile information.c. ProductThe profile should be a concise description of the policy, program or initiative which gives anindependent reader a clear understanding of what it intends to achieve, why, with what resources andwhat target population it intends to reach. It should also clearly describe the delivery strategy and thegovernance structure for the policy, program or initiative.10
