RMAF <strong>Guide</strong> August, 2001governance structure, from <strong>the</strong> perspective <strong>of</strong> accountability <strong>and</strong> particularly in <strong>the</strong>context <strong>of</strong> policies, programs or initiatives which involve multiple partners. Who are<strong>the</strong> key stakeholders <strong>and</strong> what are <strong>the</strong>ir roles <strong>and</strong> responsibilities?b. ProcessMuch <strong>of</strong> <strong>the</strong> work required to complete <strong>the</strong> pr<strong>of</strong>ile is <strong>of</strong>ten carried out during <strong>the</strong> development <strong>of</strong> initialplanning documents <strong>for</strong> <strong>the</strong> policy, program or initiative. Thus, <strong>the</strong> pr<strong>of</strong>ile development process <strong>of</strong>tenconsists <strong>of</strong> <strong>the</strong> review <strong>of</strong> existing documentation, including Business Plans or MOUs. Some <strong>of</strong> <strong>the</strong>necessary in<strong>for</strong>mation however, will not have been developed <strong>for</strong> <strong>the</strong>se o<strong>the</strong>r purposes <strong>and</strong> will have to beprepared as part <strong>of</strong> <strong>the</strong> pr<strong>of</strong>ile.Managers, designers <strong>and</strong> delivery personnel, <strong>and</strong> o<strong>the</strong>r knowledgeable stakeholders should be consultedthrough interviews or o<strong>the</strong>r <strong>for</strong>ms <strong>of</strong> discussion. These consultations provide a perspective on whe<strong>the</strong>r <strong>the</strong>“document-<strong>based</strong>” pr<strong>of</strong>ile matches <strong>the</strong> “reality-<strong>based</strong>” pr<strong>of</strong>ile <strong>of</strong> <strong>the</strong> policy, program or initiative,according to those who know it best. As such, <strong>the</strong> consultations help to clarify whe<strong>the</strong>r <strong>the</strong>re have beenany adjustments to <strong>the</strong> design <strong>of</strong> <strong>the</strong> policy, program or initiative or to <strong>the</strong> target client group duringimplementation, as well as whe<strong>the</strong>r <strong>the</strong>re is agreement among all partners as to strategic outcomes.Fur<strong>the</strong>r, <strong>the</strong>se consultations can help to fill in gaps in <strong>the</strong> necessary pr<strong>of</strong>ile in<strong>for</strong>mation.c. ProductThe pr<strong>of</strong>ile should be a concise description <strong>of</strong> <strong>the</strong> policy, program or initiative which gives anindependent reader a clear underst<strong>and</strong>ing <strong>of</strong> what it intends to achieve, why, with what resources <strong>and</strong>what target population it intends to reach. It should also clearly describe <strong>the</strong> delivery strategy <strong>and</strong> <strong>the</strong>governance structure <strong>for</strong> <strong>the</strong> policy, program or initiative.10
