Dear Friends of CISE, 

It is my privilege to present to you the Annual Report and calendar for the 

Catholic Inner-city Schools Education Fund (CISE). In this report, you can 

find information about CISE’s mission, history, and finances, as well as lists 

of our many donors. Since its founding over 30 years ago, CISE has allowed 

thousands of inner-city students in Cincinnati to attend our Catholic schools. 

Through the efforts of our many supporters, we have placed our students on 

educational paths that have taken them to college and successful careers. 

In today’s world, the mission and ministry of CISE is so important. Our young 

people are faced with intense challenges and mixed signals from society. It is 

more vital than ever that we provide a safe, faith-based education for our children. 

By doing so, we remain hopeful that the next generation of leaders will 

continue to spread Christ’s message of compassion and love across the world. 

CISE could not exist if it were not for its many dedicated donors and supporters.

2009 Annual Campaign Results 

Thanks to the dedicated fundraising efforts of co-chairs Tom Heekin 

and Ed Rigaud and the generosity of our benefactors, the 2009 

CISE Campaign was a huge success. 

With the help of the CISE Board and the Young Executives Group, 

they generated total contributions of over $3,500,000, including 

nearly $2,200,000 in unrestricted funds. 

2010 Annual Campaign 

Paul Muething, along with his brothers, Jim, Tom, Mark and Steve are 

chairing the 2010 CISE Annual Campaign, which kicked off in 

September 2010 and will run through January 2011. 

Our Vision 

CISE opens doors for poor urban children to attend Catholic schools where 

Gospel values are taught and students receive an excellent education in an 

environment of respect, safety and discipline. 

Our History 

In 1980, during his tenure as Archbishop of Cincinnati, Cardinal Joseph 

Bernardin created the Catholic Inner-city Schools Education Fund (CISE) 

to help combat poverty in Cincinnati’s inner city neighborhoods. Working for 

social justice in a changing world, Cardinal Bernardin knew that the most 

valuable help that the local Church could offer the poor and disadvantaged 

in our community was a Catholic school education. Catholic schools, pillars 

of those neglected communities, had educated generations of immigrants and 

helped set them on the road to prosperity and full participation in American 

society. With the hope of doing the same for the urban poor, Cardinal 

Bernardin established CISE to give all children, regardless of their religious 

backgrounds and economic circumstances, the opportunity to receive a quality 

education at a neighborhood Catholic school.

Accelerated Reading (AR) is a perfect solution for addressing a wide range of abilities. 

At St. Francis de Sales, we use it in grades 1 through 8. In one sixth grade class, we have 

had a range of reading levels from second grade to tenth grade. There is no text book 

that can fit everyone. With AR, each child can succeed and advance at his or her own 

speed and be proud. We have seen children move up three or four grade levels in one 

school year!

Every Tuesday morning like clockwork, a highly successful and spontaneously formed group of about a dozen 

volunteers descend on the Library. These are our “reading buddies”. Each one has a student from grades 1, 2, 3, 

6, 7, or 8 to read with for forty minutes. Quite a bond is formed throughout the year. The pairs fan out all over 

the second floor hallway, stairway and library and create a wonderful reading buzz. Every student is eligible for 

the program, which is looked forward to and clearly enjoyed by all.

Counseling Program 


Dr. Becky Lilley, school counselor at Resurrection, considers every student in grade levels K-8 at risk for 

problems which interfere with success in school. A weekly Life Skills class is offered using evidence based 

curriculum. Students learn anger management, problem solving, empathy, conflict resolution, assertiveness 

and other skills. Special events such as a Mental Health Readathon and Recess Peace Table are reinforced 

with role playing, games, music and hands-on activities.

TaeKwonDo Program 


All students at St. Boniface participate in a TaeKwonDo class 

weekly. The goal of TaeKwonDo is to teach self discipline, respect 

and self-control while employing the techniques of self-defense. 

A partnership of TaeKwonDo, St. Boniface and the home life of 

the children is helping to bring about results needed by all of the 

students. The skills the school strives to instill in the lives of the 

students are the same as those the TaeKwonDo program stresses.

students every year. 


A generous grant from SC Ministry Foundation helps offset 

the cost of the CISE Summer School and New Student

HOSTS Program 


HOSTS stands for Helping One Student To Succeed. It is a structured mentoring program that helps close the achievement gap and 

accelerate student learning. With this powerful software program and one to one mentoring sessions, each student’s individual academic 

needs are met. We are currently serving 24 students, who receive 45 minutes of tutoring 3 times a week. This program, along with 50 

talented and dedicated mentors, has helped all of the students make significant gains in reading and language skills 

The HOSTS program was brought to St. Francis Seraph in memory of Charlotte Thiemann. It is totally funded by a memorial fund set up in her honor.

Art Program 


Holy Family School’s Art Program has grown over the past ten years. Our goal 

this year is to incorporate three-dimensional design such as clay, paper mache, 

jewelry making and abstract sculptures into the art curriculum. Mrs. Schoster, 

the art teacher, tries to incorporate art projects that coincide with the students’ 

other studies. Holy Family believes we have enriched the lives of our children 

through this art program.

Cardinal Bernardin’s legacy to the Cincinnati community is 

CISE. Members of the Cardinal Bernardin Society honor 

his visionary leadership by helping CISE secure the future 

of Catholic education for the children of Cincinnati’s urban 

neighborhoods by making a bequest or other planned gift to 

the CISE Foundation. Their legacy to disadvantaged children 

in our community will be one of hope, faith and love.
