RFP #P0012 | Campus Master Planning<strong>Alabama</strong> A&M <strong>University</strong>1.0 INTRODUCTION1.1 Purpose<strong>Alabama</strong> A&M <strong>University</strong> is soliciting proposals for professional planning and design services to developa Campus Master Plan for the institution. The campus master planning process is to be comprehensive,encompassing all land and facilities at the <strong>University</strong>'s main campus in Normal, <strong>Alabama</strong>. The planningprocess is to be integrated with <strong>University</strong>'s Mission, Values, and Expectations statements (provided inAttachment B of the RFP). The planning process is to be inclusive, incorporating the input of a variety ofinternal and external constituencies. The planning process is to be data-driven, relying on a thoroughanalysis of the <strong>University</strong>'s existing land and facilities, followed by the specific targeting of space needsand other opportunities for development throughout the main campus.The <strong>University</strong> has identified a target fee of $175,000-$250,000 for the Campus Master Planning servicesincluded in this Request for Proposal.1.2 Background<strong>Alabama</strong> Agricultural and Mechanical <strong>University</strong> is a land-grant <strong>University</strong>. Its support comes from theState of <strong>Alabama</strong> and federal funds appropriated to assist in carrying on work stipulated by the MorrillActs of 1862 and 1890. The <strong>University</strong> is under the control of a board of trustees appointed by theGovernor with the consent of state senate, who serves as ex officio Chairman.The 137-year-old university was organized in 1875 as the result of a bill passed in the State Legislature in1873 and through the continued efforts of its first principal and president, William Hooper Councill, anex-slave. The school opened on May 1, 1875, as the Huntsville, Normal School with an appropriation of$1,000 per year, 61 students, and two teachers.Industrial education was introduced around 1878. It attracted wide attention, and the school wasassisted financially by the Slater and Peabody Funds and by private contributors. The work in industrialeducation was so successful that the State Legislature authorized the name to be changed to the “StateNormal and Industrial School at Huntsville.” The appropriation was increased by the State to $4,000 peryear.In 1891, the school became the recipient of a part of the Federal Land-Grant Fund provided by an act ofCongress, approved August 30, 1890. The purpose of this fund was to further training in agriculture andmechanical arts in the various states at the <strong>University</strong> level.The name of the school was changed again to “The State Agricultural and Mechanical <strong>University</strong> forNegroes,” and a new location was provided at Normal, <strong>Alabama</strong>, where the school would have ampleroom for the development of its trades and agricultural programs. In 1919, the institution became ajunior <strong>University</strong>, and its name was changed to “The State Agricultural and Mechanical Institute forNegroes.”Page 5
