Box 752001117 ZT SchipholThe NetherlandsTel: +31 (0)20 406 3521Fax: +31 (0)20 406 3532AFS: EHAAYOYXAIC-A02/1119 MAY 11INTRODUCTION OF RNAV1 MANDATE DESTINATIONAMSTERDAM/SCHIPHOL (EHAM)1 — INTRODUCTIONThis AIC-A provides notification to aircraft operators concerning the mandatory carriage <strong>of</strong> RNAV navigation equipment for aircraft inboundand outbound AMSTERDAM/Schiphol.For the purpose <strong>of</strong> this document P-RNAV and RNAV1 are considered to be equivalent.2 — INTRODUCTION OF MANDATORY CARRIAGE OF RNAV1 NAVIGATION EQUIPMENTIN THE SCHIPHOL TERMINAL CONTROL AREASFrom 15 November 2012 an RNAV1 approval is required for all IFR flights inbound and outbound AMSTERDAM/Schiphol. A P-RNAVapproval is considered to be equivalent to an RNAV1 approval. As a consequence, after 15 November 2012 all aircraft operators usingAMSTERDAM/Schiphol as <strong>destination</strong> or alternate must hold:a. a P-RNAV operations approval issued by their state <strong>of</strong> registry which is compliant with the JAA Temporary Guidance Leaflet No. 10(TGL-10) or equivalent (e.g. FAA AC 90-100); orb. a temporary exemption issued by CAA The Netherlands.These requirements are incorporated in Dutch law and adherence to it will be actively enforced by CAA The Netherlands.3 — RNAV1 APPROVAL REQUIREMENTSEASA is in the process <strong>of</strong> transposing JAA’s Temporary Guidance Leaflet No. 10 (TGL-10) "Airworthiness and operational approval forprecision RNAV operations in designated European airspace" into EASA regulatory material or Community Specifications.Until this transposition is completed all operators and aircraft operating IFR flights inbound and outbound AMSTERDAM/Schiphol shall beapproved in accordance with JAA TGL-10 or equivalent.EASA and/or civil and military certification authority <strong>of</strong> the operator’s state <strong>of</strong> registry will specify the requirements necessary for operatorsto obtain approval to operate on ECAC RNAV terminal area procedures.In exceptional cases, where approval requirements are not available from the state <strong>of</strong> registry or state <strong>of</strong> operator, ECAC member statesmay require that the operators obtain certification from a member state <strong>of</strong> ECAC.4 — TEMPORARY EXEMPTIONSThe Minister <strong>of</strong> Infrastructure and Environment can grant temporary exemptions until 14 November 2013. Operators that will not be ableto complete their RNAV1 approval process before 15 November 2012, but can submit evidence that this is due to circumstances beyondtheir control, can be granted such an exemption.State aircraft are exempt from this RNAV1 <strong>mandate</strong>.The RNAV1 <strong>mandate</strong> does not affect VFR operations and helicopter operations.5 — ADDITIONAL INFORMATIONRNAV1 corresponds to the ICAO PBN terminology for terminal airspace navigation applications based on a navigation infrastructurepredicated on the use <strong>of</strong> GNSS or DME/DME or DME/DME/IRU. In ECAC airspace, P-RNAV pre-dates RNAV1 and although it is directlyequivalent to RNAV1 in terms <strong>of</strong> performance and functionality, the underlying navigation infrastructure was assumed to be either GNSSor DME/DME. Consequently, an aircraft approved for European P-RNAV having only a DME/DME terminal airspace capability may notqualify for RNAV1 operations in another region, where the infrastructure has been based on aircraft being equipped with inertial referenceunits (IRU), i.e. supporting DME/DME/IRU.The implementation <strong>of</strong> H24 RNAV1 operations in the Schiphol TMAs is part <strong>of</strong> the <strong>introduction</strong> <strong>of</strong> Performance Based Navigation (PBN)in the Kingdom <strong>of</strong> the Netherlands.
