INTRODUCTIONThe effort to compile some of the data files published here was undertaken in the early1990’s. At the time, we had no Internet and the introduction of CD ROM technology tocomputer users had not yet occurred. Further, among the fellows who worked on theproject, only one had a computer. So when the work of compiling the data from ourcollections was complete, five sets of the tables were printed up (one for each contributor)and the project was closed. Or so it seemed until David Crotty heard about the data andapproached me to find out if it had been saved in digital format. Fortunately it had. Therewas just too much work represented to let it slip away.The idea of compiling lists of meters produced by the early manufacturers along withpermit numbers, the postage which they vended and the businesses which used them wasof course not new. Indeed, Archie Pike published a list of the early Type B and C metersof The Postal Meter Company (later Pitney Bowes) soon after the oval meters wereintroduced. His first list consisted of about 1500 lines of data and claimed to be completethrough May 19, 1922! It may well have been the only “complete” list ever compiled.because Pike’s information was supplied by none other than Arthur Pitney. It’s rumoredthat Pitney was taken to the woodshed for revealing corporate data. In any event, no suchrecords about its meters were ever voluntarily offered by the company again.Pike later added to his list in a supplement and in 1931, another list was published byWilliam Steiger. It consisted of about 8900 lines of data. and was also followed with asupplement with another 2300 lines. Steiger’s lists did branch out to include the otheroval meter manufacturers.To the best of our knowledge, no one subsequently undertook to update the data until theeffort in the 1990’s commenced. The enormity of the task will be appreciated by mostmeter collectors. Further, reference to the statistical tables which are appended make itobvious that metered mail took hold very quickly.It is worthy of note that neither Pike nor Steiger undertook to record dates of usage of themeters which they listed, and this seemed a fairly critical omission. As any collectorknows, postage meters (and especially the fixed rate ovals), were often moved from userto user, and each time this was done the “die” which printed the indicia had to be changedto reflect the new facts surrounding its use. A meter might see its first usage withCompany A. Since meters were leased, Company A might drop their lease and themachine would be re-tooled with a new permit number for Company B. While in serviceto B, it might then have to be re-valued to reflect a change in the amount of postage whichit imprinted as requested by the user or a change in postal rates. Indeed, this went on all ofthe time. We wanted to illuminate these changes by recording dates of usage.3
