EDITOR’S NOTES
The Editor of the PIISC Journa] Postal llistmy Society of Canada has asked for infoniuttion on metered mail that
he can use in the journal. Why not write something for him? The article below is sort of an advertising piece for
us and is included here for your infon,,ation, and to fill space.
THE CANADIAN METER STUDY GROUP
Ross W. Irwin
Postage meters were 1irt used for commercial mail in Canada in 1923- Today, postage octeTs represent aboUt 5’! percent of the
dollar value of postage. Collectors have long realized that postally used high value stampt are no longer used on mail except [ox Christmas
parcels- Meters have in that sense replaced and aflixtixl the scarcity of high value postage stamps. It is of note that current collectors ‘if meter
indicia do tail collect the various postage rams. This is ait attmctive area to enter and probably one in which we will six more activity in he
[‘ii lire.
Postage meter impressions are largely mechanical, there is little design opportunity since Canada Post dictates the appeatance. So
the quest for re-enities and other minor errors sc not pan of the hobby. However, as you get older and your evedght declines you are thankful
you can still see he ,na$ur meter design for collecting purposes. There alt a few changes in ink and operator errots hut by and large the
coIlcctii’ of meters is a 1-diher hunt dntm affair. lit the past this study has attracted few people. I now note an increase in interesl as people
search for tither a venues br their collecting challenge.
Early Canadian collectors of meter impressions includes Professor R. Del French. of McGill Universuly, who made a comprehensive
lusting ui the firs’ Type I postage meter in The Stamp Herald in l27. AR. McNeil! and Werner Simon were also early wtiten, on Canadian
nailer,. in 938 to 1944. Althen Harvey wrote on Canadian meters in Popular Slaoips from 44! to 943. Leland Brown began a meter column
in Popular Stamps mm 947 thrtuugh 1950. These columns were the basis for the meter section in Holmes Philatelic Catalogue. At tie same
time COD. Canttt wrote iii Canadian metered mail to BNA Topics.
The Meler Posiage Stamp Catalogue published in 1953 by Barloot and Simon covered the world and included a comprehensive listing
ol Canada and Newfoundland. This malor work has never beep updated.
Ross twin began his collection in the early 9fls and in 972 published the Canadian Meter Postage Stamp Catalogue. A second
edluon was published in 1975. In an efbort to dma, up oteresu in collecting postage meters impression. Ross maim wrote 07 columns in
Snadiatu Stamp News which ran from October. 1971, to October 26, 982. The column came to an end becatise illustrations crucial to the
ext werc olien tunilted or wrongly labelled. The collection of columns was reprinted in a booklet in 19g6.
In 1981 a Jew people decided to form the Canadian Meter Study Group under the auspices of the Postal History Society of Canada
Based on a list of contacts supplied by Ross Irwin the mniiial enquiry of interest was sent Li 32 Clayton kob became the stoop
coordinator and Editor of the Newsletier
In I Yvon Ltgns attempted to form a Plnlometnst Society based ott the French meter gioup Los Mecanotehsts which had 44
inenihers. Van Philatelic of Montreal had published his Canada Meter and Permit Postage Stamp Specialized Catalogue in 1484.
Al the end or Newsletler No. 1$ 19146 the CMSG study group decided to suspend operations and most joiited the new French
organilation. Unfortunately this had a very short life. There was no activity for a couple of years.
At CAPEX in 914$, Leland Brown David Cooper. Ross Irwin and Ron Kitchen mel and decided to resiart the study group. Ross
Irwitu took over, with Dave Cooper, the Edttor position of churning out a l6page Newsletter quarterly. Newsletter No. 19 is dated Spring
l98l. In that Newsletter is the beginning of the CMSG postage meter catalogue and Types I.’ and 1.2 are listed. The group has inst completed
issue No. 39.
40. I
Tile contents of the Newsletters primarily poslage alders, their ue and description. Specialii.cd articles in which postage meters
phy an I ponant pad would include the monumental work of Will Whitehouse a listing about ISO different World War H patriotic slogans.
There s also a very tngthy is-tiny of postage meters iced in the military as well as postage mclcrs used in post offices which have the PO
Another arcly ignored arca of collecting is that of postage meter ads. Some are postal directives. some arc eharily slogans, some
thematic. ihere is a sloyan for everyone and is an interesting place to begin a coUecdon
Posiage meter, were to pay excise tax on cheques and drafts from 933 to 1953. they welv used to indicate payment of
unemployment insurance from 941 and a tax tin legal documents in Quebec and British Columbia. These are very colleclahle and scarce items.
Some members attempt to ei a meter impression for each town name- - there are a lot of then, now- The newest interest is keeping
a record of the new Nixdort postage labels that are ustxi in Class A Retail Postal Outlets. The ink on the early abels have begun to fade so
we may not have much to collect unless this lose of ink can he contn,lIcd
Types of Canadian Meters
We will not tiy to describe the various cancellations as they can readily recognized as to type by serial
number. We are advised by the Postage Meter Co. that the first type am all now obsolete. They are all under No.
1500. Next comes No. 4000 to 4300 and No. 04000 to 04020. Next comes No. 40000 to 40412 and 48000 to
480t5. Next comes 46000 to 46200; 54000 to 54100; 82400 to 83800.
This model is known as HX. The design is very similar to that of the HT machine hut of course can be
identified by the number. HI machines number from 84000 to 84050. Up to this time the amount of postage and
the dale circle Were about 2 inches apart, then came the 94 series with the date circle and the postage slug quite
close together with the whole enclosed in a rectangle with the design of a crnwn and the meter number between the
amount slug and the date slug.
We art advised by the Company that there will be in operation shortly a new type of machine, their type
R. The first machine is numbered l4X and one of the first installations will be in the office of a large Hamilton
concern. We have been favoured with a trial impression from this model. The word Canada in not surrounded by
maple leaves hut has a crown between the word and the value. The date slug has a border at the top of maple
leaves.
Many firms have made arrangements to have an advertisement appear on their meter cancellation Some
fimiis change these with the season and these advertisements have made meter collecting much more interesting.
The cancellation on this letter is typical of these advertisements. We hope you will appreciate the co-operation of
the Meter Co. in making this cancellation possible. You can take our word for it this cancellation is going to be
much sought after in years to come. You may express your appreciation direct to the Canadian Postage Meters and
Machines Co.. Wellington St., Toronto, or to our President, who is expecting to hear from you.
Russell McNeil! was a collector of metered mail in the 1940’s and SO’s. When Neopost came out with their new
posge meter he wrote fur examples for his collection. The letter is interesting in the sense that a new company
with very Few meters in service tended to expand their business. In any case they sent Russell a Copy of serial
number 107 used by the Ontario Telephone Employees Credit Union.
Another interesting cover. The ordinary postage ol 39C was applied and it looks like the LUMBY postoffice applied
the meter tape with the registration fee of $2.70. Examining the cover I see the green registration tag code was
applied first, them the meter tape and then the Lurnhy hand cancel, Notice the large serial number digits.
NEOPOST - TYPE 15
Neopost postage meters had been used in Newfoundland from 3930. Upon Confederation, the Canadian
Post Ott ice examined the meter and placed a limitation on any new meters until they had been approved for use in
Canada Existing meters could be used but no new licenses were to be issued.
Ronco-Neopost of Richmond, England, had iniroduced a new limited value postage meter in 1946. It had
6 fixed values, On May 4, 1949, a Neopost 25 postage meter was submitted to the department for test. It failed.
June 30. 1949 new design of indicia submitted. On July 20, 1949, the 6 valued postage meter was submitted for
test. The values went to 25 times the lowest value. The die or indicia was in three sections - frank, townmark,
and ad. A series of 9 indicia designs were submitted for approval in August 8, 1949. On October 3, 1949, final
approval was given lollowing a control test of 6 months for a limited number of postage meters. A temporary
license was issued. Reduce serial number space as postage too small.
comments on this? He also has 330063 used with violet ink, an unusual colour these days, also
some in black as well. Is black a colour?
DEAD LETTER OFFICE METERS
Ross
Irwin
The Postal Guide specified that letters and other articles,
except newspapers, which remained undeliverable in a post office,
or could not be forwarded to a destination, were to be sent at
least once a month to the District Dead Letter Office. The reason
for the non-delivery was to be stamped on the cover.
Every dead letter returned to the sender was subject to a
special charge of 3’ for the return plus any insufficient postage
or original prepayment. The rate was increased to 5Q and on
November 1, 1968, to 1Oi.
The Dead Letter Office opened the letter and if the senders
name or address could be found the letter and its original cover
was enclosed in an official post office cover and returned to the
sender.
The name of the office was changed to Undeliverable Mail
Despile the war the company developed. in 1940 the pen
company dinner to celebrate 20 years of management by
G.V. Wynne-Jones and commemorate company progress
and war efforts. A bonus scheme of half a weeks pay at
Christmas was Inoughit in and rationing problems were
eased by food parcels sent by our Australian agents and
Stamford. U.S.A employees. In December 1945 a branch
office was opened in Manchester with Mr JO. Wilson as
brst branch manager The same month a redesigned
Mid4el to be known as Simplex was introduced arid was
to piove as popular as Isp, edeLessot
As world-wide activities and the product range expanded
ii became obvious that iniforimty of image was vital. So in
the U K alter 38 years of tradiriq as Universal Postal
Bowits Liintied.
In October 1960 Mr W H Wheelei officially opened tIre
Meanwhile exp;irrsron went on intl despile extensions the
Edmonton offices and factories could not cope So the
company considered the advantages of New Town dove
Homnpstead and their eventual choice - Harlow The Htar
low headquarters were officially opened on 14th Novem
To keep employees - some commuting from Edmonton,
others new to Harlow - informed about developments,
the Managing Director’s Newsletter was started followed
in September 1966 by the employees own magazine. P El
Mail now known as the newspaper P.S. News.
Meanwhile the company was developing iii a new light
and a significant step In the shedding ol the restrictive
the postage meter people image was the company’s
entry in 1967 into the electrostatic copier field with their
Model 250-- the first in a range of desk-top moderately
priced copiers.
In the same year Mr. S 1 Roberts retired as rnariaqiiig
director on lie anniversary of his Joining tire cortlpany
when formed 45 years earlier He continued as vicechairman
on the board while Mr T J Gilligan. assistant
In April 1969 the lactory extension was completed to cope
with increasing home and export orders and cii the war ri
In this our Golden Jubilee our range includes postage
loyal employees
The toregoing was a special cover bearing the date 18 MAY / 1972 as
impressed by a Pitney Bowes Model A postage meter. The year 1922
was the introduction of meters in Great Britain. Inside the cover
was an illustrated booklet reproduced above, less the photographs.
Our Canadian and US branches apparently decided to ignore this
anniversary.
REVISI1ED AGAIN
Norbert roomer tells me there are a Iniost 800 Nixdorf numbers, and they are being
added to as Fast as Canada Post can pursuade any local store to invest in one.
Ihere are ditlicuities out there so hero i am adding to the qossip.
Did you realize that an RPO may have three or four oostal codes? he primary
posLat code is that printed on the receipt and is that of the RPO itself. When
I asked about it in Guelph the clerk noted the code was wrong so she was going
to change it in the software. The second postal code is associated with the
business in which the RPO is located. When you ask, this is the code they will
1e11 you is the outlet and is wrong. the third *is for the group mail boxes in
the RPU. Where there is a double bank of boxes there may he a second postal
code
I am olanninq a CMSG catalog page For Nixdorfs so am interested in your thoughts.
[he paqe has to be based on md ;c a appearance rather than machine type such as
N3, N4 and MS. There is a lot of variety from Nb I to N5i66. From that point
there seems to be a standard ized format other than errors in spelling, or use.
The province is flow two letters: BC, AB, UN etc.
The 30 odd N4 meters have mostly been changed over. These were the original dot
matrix printers using the new form of software. The change from 113 to N5 is not
as quick. As you know the RPO’s had to but the expensive equipment. Canada Post
woulci dearly love to get all out tets using the same laser printer to achieve some
uniformity so cross the board changes can be made. They are said to be
subsidizing the change over. Norberts list shows a number of instances where
the out let has abandonded their Class A category and reverted to the Class B
‘toffee can’ system of cash management. This is probably a reflection of the
increased fees Canada Post made for the use of the printer.
Below, are flew items and changes Norbert has found
Norbert has pointed out to ne that the hand stamps at most IWO’s
are "Made in England" or "the UK". The RPO in the Industrial Park
at Dartmouth, NS, has a "Trodat" made in Austria. See below. Even
though the Nixdorf lable and receipt are "Dartmouth" the hand date
stamp is "Halifax". Norbert has also observed some variation
between names on label imprints and receipts and that in the Postal
Code Directory.
PTTNLY RU4ES FRACTIONAL METERS
TYPE 18
Uiechve Apr I 1 1964 the Post Office introduced a now rate of postage.
a tract ona I rate of 2 fur the f rst two ounces for 2,500 pieces of mail
Uvc-red in Canada - Ma i lers were encouraged to use a postage meter, pay 3c , and
:sk for a rebate. This created problems for both the Post Office and the users.
he Pitney-Bowes Model Pf postage meter, as used in the linhlod States, was
a 4- ‘ rk meter hay ng four print, wheels and was eas i ly adaptable br fr act i nra I
s. In Canuda the iridft a had to include the bilingual POSiLS and POSTAG[ in
th’ Erank. This meant there was only space for three print wheels. As early as
23, 1964, Pitney- Bowes had asked the Post Office if the die could he
good - What actual ly occurred was the die was enlarged by 3.6 mm to make
s;’ae for the fourth print wheeL It was named Pitney-Bowes Model Ri 7. ftc
r-v t lone’ meter was used on a P t ney-Bovies Model 4531 mailing machine -
ne Lownmark and datemark are iderit lea I to the P itney--Powes Mode P Typo
aoY age meter a I though the province is usually in full or. early meters. I he
maple loaf, MFTFP/COMP fLOP and P. B are also identical . The serial number uses
a La I thin sly In nimbi a up to serial number 156100 where it reverts to the Type
serial number sty
i rd ft-i a 23 mm by 51 mm. Postage meter ads are used with his
:!nach me - The er ial number block begins at 156000.
Oe fractHonai rate print wheel had only two printing areas. One was the
ate and the other was two dots, On the early meters the dots were spaced 2.5
however, mixed in with this spacing were a few that had dots 3.5 mm
a pa r L
inn rig about 1969 the dot spac rig was increased to 4.5 nil" apart. This
widp n1nrEq s on postage meters above 156180 where U.S. print wheels having
vy 1 ne instead of a star a used in front of the Value The
ynif icance of the wider spacing of the dots is reported to be that the
fract ional rate has been removed from the meter. I understand this to be a Model
5310 postage meter. The highest known serial number is 156284
ibis meter was used by large mass mail organ?zatthns. Thick material in
the envelopes and rapid cancelling makes it diFficult to find real good
coiiecahIec.opiesof this indicia.
The Post Offce continued to offer discounted fractional rates to large
mailers; however, these rates were no longer just hut included 0.1, 03, 0.7,
0_8. OitneyBowes offered a itur, rted Model RE postage meter to meet these new
rates introduced -in 1982.
The Pitney-Bowes Model 0619 was introduced in Canada in iate 1982. This
me or prints the fraotjonal rate as a decimal. It used a Model 4255 mailing
ear jd… ihe 5cr a’ blocK beoiris at 63000 The hlgresL known serie is
j53174. The iridhca of the Model 0619 is identical to the Model RT-7, except
fr-v inor chan-ucs to he noted in our catalogue.
