<strong>The</strong> Editor of the PIISC Journa] Postal llistmy <strong>Society</strong> of Canada has asked for infoniuttion on metered mail that<br />

he can use in the journal. Why not write something for him? <strong>The</strong> article below is sort of an advertising piece for<br />

us and is included here for your infon,,ation, and to fill space.<br />

THE CANADIAN METER STUDY GROUP<br />

Postage meters were 1irt used for commercial mail in Canada in 1923- Today, postage octeTs represent aboUt 5’! percent of the<br />

dollar value of postage. Collectors have long realized that postally used high value stampt are no longer used on mail except [ox Christmas<br />

parcels- <strong>Meter</strong>s have in that sense replaced and aflixtixl the scarcity of high value postage stamps. It is of note that current collectors ‘if meter<br />

indicia do tail collect the various postage rams. This is ait attmctive area to enter and probably one in which we will six more activity in he<br />

[‘ii lire.<br />

Postage meter impressions are largely mechanical, there is little design opportunity since Canada Post dictates the appeatance. So<br />

the quest for re-enities and other minor errors sc not pan of the hobby. However, as you get older and your evedght declines you are thankful<br />

you can still see he ,na$ur meter design for collecting purposes. <strong>The</strong>re alt a few changes in ink and operator errots hut by and large the<br />

coIlcctii’ of meters is a 1-diher hunt dntm affair. lit the past this study has attracted few people. I now note an increase in interesl as people<br />

search for tither a venues br their collecting challenge.<br />

Early Canadian collectors of meter impressions includes Professor R. Del French. of McGill Universuly, who made a comprehensive<br />

lusting ui the firs’ Type I postage meter in <strong>The</strong> <strong>Stamp</strong> Herald in l27. AR. McNeil! and Werner Simon were also early wtiten, on Canadian<br />

nailer,. in 938 to 1944. Althen Harvey wrote on Canadian meters in Popular Slaoips from 44! to 943. Leland Brown began a meter column<br />

in Popular <strong>Stamp</strong>s mm 947 thrtuugh 1950. <strong>The</strong>se columns were the basis for the meter section in Holmes Philatelic Catalogue. At tie same<br />

time COD. Canttt wrote iii Canadian metered mail to BNA Topics.<br />

<strong>The</strong> Meler Posiage <strong>Stamp</strong> Catalogue published in 1953 by Barloot and Simon covered the world and included a comprehensive listing<br />

ol Canada and Newfoundland. This malor work has never beep updated.<br />

Ross twin began his collection in the early 9fls and in 972 published the Canadian <strong>Meter</strong> Postage <strong>Stamp</strong> Catalogue. A second<br />

edluon was published in 1975. In an efbort to dma, up oteresu in collecting postage meters impression. Ross maim wrote 07 columns in<br />

Snadiatu <strong>Stamp</strong> News which ran from October. 1971, to October 26, 982. <strong>The</strong> column came to an end becatise illustrations crucial to the<br />

ext werc olien tunilted or wrongly labelled. <strong>The</strong> collection of columns was reprinted in a booklet in 19g6.<br />

In 1981 a Jew people decided to form the Canadian <strong>Meter</strong> Study Group under the auspices of the Postal History <strong>Society</strong> of Canada<br />

Based on a list of contacts supplied by Ross Irwin the mniiial enquiry of interest was sent Li 32 Clayton kob became the stoop<br />

coordinator and Editor of the Newsletier<br />

In I Yvon Ltgns attempted to form a Plnlometnst <strong>Society</strong> based ott the French meter gioup Los Mecanotehsts which had 44<br />

inenihers. Van Philatelic of Montreal had published his Canada <strong>Meter</strong> and Permit Postage <strong>Stamp</strong> Specialized Catalogue in 1484.<br />

Al the end or Newsletler No. 1$ 19146 the CMSG study group decided to suspend operations and most joiited the new French<br />

organilation. Unfortunately this had a very short life. <strong>The</strong>re was no activity for a couple of years.<br />

At CAPEX in 914$, Leland Brown David Cooper. Ross Irwin and Ron Kitchen mel and decided to resiart the study group. Ross<br />

Irwitu took over, with Dave Cooper, the Edttor position of churning out a l6page Newsletter quarterly. Newsletter No. 19 is dated Spring<br />

l98l. In that Newsletter is the beginning of the CMSG postage meter catalogue and Types I.’ and 1.2 are listed. <strong>The</strong> group has inst completed<br />

issue No. 39.<br />

Another arcly ignored arca of collecting is that of postage meter ads. Some are postal directives. some arc eharily slogans, some<br />

thematic. ihere is a sloyan for everyone and is an interesting place to begin a coUecdon<br />

Posiage meter, were to pay excise tax on cheques and drafts from 933 to 1953. they welv used to indicate payment of<br />

unemployment insurance from 941 and a tax tin legal documents in Quebec and British Columbia. <strong>The</strong>se are very colleclahle and scarce items.<br />

Some members attempt to ei a meter impression for each town name- - there are a lot of then, now- <strong>The</strong> newest interest is keeping<br />

a record of the new Nixdort postage labels that are ustxi in Class A Retail Postal Outlets. <strong>The</strong> ink on the early abels have begun to fade so<br />

we may not have much to collect unless this lose of ink can he contn,lIcd<br />

Types of Canadian <strong>Meter</strong>s<br />

We will not tiy to describe the various cancellations as they can readily recognized as to type by serial<br />

number. We are advised by the Postage <strong>Meter</strong> Co. that the first type am all now obsolete. <strong>The</strong>y are all under No.<br />

1500. Next comes No. 4000 to 4300 and No. 04000 to 04020. Next comes No. 40000 to 40412 and 48000 to<br />

480t5. Next comes 46000 to 46200; 54000 to 54100; 82400 to 83800.<br />

This model is known as HX. <strong>The</strong> design is very similar to that of the HT machine hut of course can be<br />

identified by the number. HI machines number from 84000 to 84050. Up to this time the amount of postage and<br />

the dale circle Were about 2 inches apart, then came the 94 series with the date circle and the postage slug quite<br />

close together with the whole enclosed in a rectangle with the design of a crnwn and the meter number between the<br />

amount slug and the date slug.<br />

We art advised by the Company that there will be in operation shortly a new type of machine, their type<br />

R. <strong>The</strong> first machine is numbered l4X and one of the first installations will be in the office of a large Hamilton<br />

concern. We have been favoured with a trial impression from this model. <strong>The</strong> word Canada in not surrounded by<br />

maple leaves hut has a crown between the word and the value. <strong>The</strong> date slug has a border at the top of maple<br />

leaves.<br />

Many firms have made arrangements to have an advertisement appear on their meter cancellation Some<br />

fimiis change these with the season and these advertisements have made meter collecting much more interesting.<br />

<strong>The</strong> cancellation on this letter is typical of these advertisements. We hope you will appreciate the co-operation of<br />

the <strong>Meter</strong> Co. in making this cancellation possible. You can take our word for it this cancellation is going to be<br />

Russell McNeil! was a collector of metered mail in the 1940’s and SO’s. When Neopost came out with their new<br />

posge meter he wrote fur examples for his collection. <strong>The</strong> letter is interesting in the sense that a new company<br />

with very Few meters in service tended to expand their business. In any case they sent Russell a Copy of serial<br />

number 107 used by the Ontario Telephone Employees Credit Union.<br />

cover through four different postage meters.<br />

13 Model DM. I guess we call this a<br />

with POSTAGE DUE / DEPOT I / CALGARY shows the postage meter had various uses in the postal system.<br />

Our CMSG records show this meter was at Lethbridge n 1959.<br />

Another interesting cover. <strong>The</strong> ordinary postage ol 39C was applied and it looks like the LUMBY postoffice applied<br />

the meter tape with the registration fee of $2.70. Examining the cover I see the green registration tag code was<br />

applied first, them the meter tape and then the Lurnhy hand cancel, Notice the large serial number digits.<br />

Even postage meter companies use ‘junk’ mail, or postage-paid-in-cash system to advertise their wares. I was so<br />

impressed I even paid Si .O lot the item. It at least has a Postalia? meter impression.<br />

NEOPOST - TYPE 15<br />

Neopost postage meters had been used in Newfoundland from 3930. Upon Confederation, the Canadian<br />

Post Ott ice examined the meter and placed a limitation on any new meters until they had been approved for use in<br />

Canada Existing meters could be used but no new licenses were to be issued.<br />

Ronco-Neopost of Richmond, England, had iniroduced a new limited value postage meter in 1946. It had<br />

6 fixed values, On May 4, 1949, a Neopost 25 postage meter was submitted to the department for test. It failed.<br />

June 30. 1949 new design of indicia submitted. On July 20, 1949, the 6 valued postage meter was submitted for<br />

test. <strong>The</strong> values went to 25 times the lowest value. <strong>The</strong> die or indicia was in three sections - frank, townmark,<br />

and ad. A series of 9 indicia designs were submitted for approval in August 8, 1949. On October 3, 1949, final<br />

approval was given lollowing a control test of 6 months for a limited number of postage meters. A temporary<br />

license was issued. Reduce serial number space as postage too small.<br />

<strong>The</strong> Roneo-Neopost small hand operated postage meter was marketed in Canada by Protectal Postage <strong>Meter</strong><br />

Co., 88 Adelaide St W., Toronto, Six postage meters were used for the 6 month test period. <strong>The</strong> Model 105 had<br />

10 values up to 25c with a repeater key and tape.<br />

<strong>The</strong> first commercial use was for postage meter 122 which was sold to Sonegraph Ltd., Toronto, on<br />

January 9, 1951’ and 6 were sold in toronto by July 3, 1952. Machines 107, 109, 118, 122 and 134 were placed<br />

in 1952. It appears that all the postage meters placed in use following the test were in Toronto. <strong>The</strong> serial block<br />

begins at 101 and rises to 221. although it is not certain that all numbers were used.<br />

<strong>The</strong> Irwin Type 15.1 appear to be those postage meters that were originally designed for the test in 1950.<br />

Some of this type were resold to other users and continued in usa Only the first 7 postage meters are o this type.<br />

<strong>The</strong> model was marketed up to 1960 when about 25 were still in use. November 22, 1960, in use 101,<br />

lOS, 120. 321, 122, 202. 210, 214, 217, 220, 222. Available for rent were: 102,4,7,8,9, 18. 19, 31, 34, 135,<br />

184. 200, I, 4,5, 6,7.8,9, IS. 16, 21.<br />

NEOPOST TYPE 15.3<br />

International Neopost Co. Ltd., London, England, introduced a fixed value postage meter in 1925 and by<br />

1930 had placed a limited value meter on the market. It had a credit and debit meter and postage was accounted<br />

for in units. <strong>The</strong> meter was hand operated. Postage meter ads were used with the meter.<br />

In 1930. the Neopost postage meter was introduced into Newfoundland and found continued use. In<br />

November 3946 there were 26 in active use, By Confederation May 31, 1949 there were only 9 still in use.<br />

Canada Post approved the continued use of these postage meters but no new licenses could be issued until the meter<br />

had been approved for use in Canada. <strong>The</strong>re were concerns about the financial integrity of the machine.<br />

<strong>The</strong>re were foui Neopost postage meters still in use, and postage set regularly, in Febmary 3964 but all<br />

had gone by 1970. Postage had not been set for N13, N8. N28 or Imperial Optical since 1959. <strong>The</strong>y only used<br />

$300 a quarter in any case.<br />

value tenth to be much taller and the frame lines tends to be omitted below the value. <strong>The</strong> nine postage<br />

MIDGET POSTAGE METER - TYPE 16<br />

<strong>The</strong> Universal Postal Frankers "Midget" postage meter Was developed in England and placed in service in<br />

April 1926 <strong>The</strong> same year this popular postage meter was introduced in to Canada Types 2 and 3, with over 300<br />

being sold in the period 1927 to 1929.<br />

<strong>The</strong> Midget postage meter was introduced into Newfoundland in 1928 A proof indicia is dated 4 IX 28.<br />

In Newfoundland, the mailing machine and the postage meter were each purchased and owned by the customer; in<br />

Canada. the mailing machine was purchased by the customer but the meter was rented. Advertising plates were<br />

availablu for the Midget postage meter.<br />

<strong>The</strong> first Midget postage meter in Newfoundland was purchased by the Avalon Telephone Company in<br />

1928. <strong>The</strong> serial number was "1 . and the meter printed values of Ic, 2c, and 3c. <strong>The</strong> Royal Cypher "GvR" was<br />

changed to "OviR’ between 1940 and 1946.<br />

Following Confederation with Canada, in 1949, this postage meter was converted by replacing the name<br />

NEWFOUNDLAND with CANADA.<br />

In 1953. after 25 years of use, the postage meter required parts. Pitney-flowes stated the meter was<br />

obsolete and parts were no longer available. It was retired from service. A very brief tour yeats of Canadian use.<br />

<strong>The</strong> latest known meter with NEWFOUNDLAND is 12 II 49, and the earliest date found with CANADA<br />

is 18 III 50. <strong>The</strong> latest is 9 JII 53.<br />

Many covers just hear the hank, with no townmark. Ad plates are in red and usually read: THE AVALON<br />

TELEPhONE CO LTD / ST. JOHN’S / NEWFOUNDLAND.<br />

<strong>The</strong> Universal Postal hankers Midget postage meter was developed in England aml placed in service in<br />

April 1926 <strong>The</strong> same year this popular postage meter was introduced in to Canada Types 2 and 3. with over 3<br />

being sold in the period 1927 to 1929<br />

<strong>The</strong> Midget postage meter was introduced into Newfoundland in 1928. A proof indicia is dated 41128.<br />

In Newfoundland, the mailing machine and the postage meter were each purchased and owned by the customer; in<br />

Canada, the mailing machine was purchased by the customer hut the meter was rented. Advertising plates were<br />

available or the Midget postage older.<br />

<strong>The</strong> first Midget postage meter in Newfoundland was pumbased by the Avaloo Telephone Company in<br />

928. <strong>The</strong> serial number was 1", and the meter pnnted values of Ic, 2c, and 3c. <strong>The</strong> Royal Cypher "GvR" was<br />

:hanged to GviR between 1940 and 1946.<br />

Following Confederation with Canada, in<br />

NEWFOUNDLAND with CANADA.<br />

1949, this postage mete, was converted by repkcing the name<br />

In 1953, after 25 years of use, the postage meter required parts. Pitney&wes stated the meter was<br />

obsolete and parts were no longer available. It was retired from service. A very brief four years ol Canadian use.<br />

<strong>The</strong> latest known meter with NEWFOUNDLAND is 12 II 49. and the earliest date found with CANADA<br />

is 18 Ill 50. <strong>The</strong> latest is 9 LII 53.<br />

Many covers just bear the irnk, with no townmark. Ad plates are in red and usually wad: TIlE AVALON<br />

H4Y IC9. A check of the Postal Code Directoty <strong>1994</strong>, p. 27 shows this to he the Montreal<br />

Priority Post lacility at 590 Albert ite Niverville, Dorval Airport, Montreal. Daniel interprets<br />

the letters as: Centre messageries prioritaires Montreal CMPM, and, Montreal Priority Courier<br />

comments on this? He also has 330063 used with violet ink, an unusual colour these days, also<br />

some in black as well. Is black a colour?<br />

Member JeanGuy Dalpe has written a comprehensive article on the Pitney Bowes series 163000<br />

meter. Published in Les Cahiers de l’academie - opus 9, pages 21 to 29. I have used some of<br />

his information in our listing of the 1560 and 163000 series in this Newsletter.<br />

Has anyone got a Pitney Bowes Type 1.3 "SAMPLE" with no license number? <strong>The</strong>re are quite<br />

a few of the Type 1.2 hut have not seen a Type 1.3, Let me know other wise it will he deleted<br />

from our listing.<br />

Noted in a dealer stock a very early Pitney Bowes Type 5 Model H with serial number 40017<br />

dated NOV 13’ 29. Also saw a Type 3 Midget serial 367? dated 6 IV 27, which is also quite<br />

early use.<br />

<strong>The</strong> City of Guelph passed a By-law 3180 dated March 10, 1949, to lease a Model H postage<br />

meter at $15.00 a month. <strong>The</strong> Pitney Bowes general agreement contained a listing of products<br />

meters and mailing machines from which to select. <strong>The</strong>se were:- A, AV, AM, RM, DL, I B,<br />

JA, RS! FS, J, RG. SM! F, FV / HE with SUA-RH / HE EX / HE, I-I with SUA; H, EX /<br />

H / RGC / RUC.<br />

DEAD LETTER OFFICE METERS<br />

<strong>The</strong> Postal Guide specified that letters and other articles,<br />

except newspapers, which remained undeliverable in a post office,<br />

or could not be forwarded to a destination, were to be sent at<br />

least once a month to the District Dead Letter Office. <strong>The</strong> reason<br />

for the non-delivery was to be stamped on the cover.<br />

Every dead letter returned to the sender was subject to a<br />

special charge of 3’ for the return plus any insufficient postage<br />

or original prepayment. <strong>The</strong> rate was increased to 5Q and on<br />

November 1, 1968, to 1Oi.<br />

<strong>The</strong> Dead Letter Office opened the letter and if the senders<br />

name or address could be found the letter and its original cover<br />

was enclosed in an official post office cover and returned to the<br />

sender.<br />

<strong>The</strong> name of the office was changed to Undeliverable Mail<br />

Office in the early 1950’s and the postage meter date was changed<br />

to the Roman style of month.<br />

Letter Offices and Undeliverable Mail Offices.<br />

Norbert roomer tells me there are a Iniost 800 Nixdorf numbers, and they are being<br />

added to as Fast as Canada Post can pursuade any local store to invest in one.<br />

Ihere are ditlicuities out there so hero i am adding to the qossip.<br />

Did you realize that an RPO may have three or four oostal codes? he primary<br />

posLat code is that printed on the receipt and is that of the RPO itself. When<br />

I asked about it in Guelph the clerk noted the code was wrong so she was going<br />

to change it in the software. <strong>The</strong> second postal code is associated with the<br />

business in which the RPO is located. When you ask, this is the code they will<br />

1e11 you is the outlet and is wrong. the third *is for the group mail boxes in<br />

the RPU. Where there is a double bank of boxes there may he a second postal<br />

code<br />

there seems to be a standard ized format other than errors in spelling, or use.<br />

<strong>The</strong> 30 odd N4 meters have mostly been changed over. <strong>The</strong>se were the original dot<br />

matrix printers using the new form of software. <strong>The</strong> change from 113 to N5 is not<br />

as quick. As you know the RPO’s had to but the expensive equipment. Canada Post<br />

woulci dearly love to get all out tets using the same laser printer to achieve some<br />

uniformity so cross the board changes can be made. <strong>The</strong>y are said to be<br />

subsidizing the change over. Norberts list shows a number of instances where<br />

the out let has abandonded their Class A category and reverted to the Class B<br />

‘toffee can’ system of cash management. This is probably a reflection of the<br />

increased fees Canada Post made for the use of the printer.<br />

Norbert has pointed out to ne that the hand stamps at most IWO’s<br />

are "Made in England" or "the UK". <strong>The</strong> RPO in the Industrial Park<br />

at Dartmouth, NS, has a "Trodat" made in Austria. See below. Even<br />

though the Nixdorf lable and receipt are "Dartmouth" the hand date<br />

stamp is "Halifax". Norbert has also observed some variation<br />

between names on label imprints and receipts and that in the Postal<br />

Code Directory.<br />

<strong>The</strong> Post Offce continued to offer discounted fractional rates to large<br />

mailers; however, these rates were no longer just hut included 0.1, 03, 0.7,<br />

0_8. OitneyBowes offered a itur,rted Model RE postage meter to meet these new<br />

rates introduced -in 1982.<br />

<strong>The</strong> Pitney-Bowes Model 0619 was introduced in Canada in iate 1982. This<br />
