Procedure No.650-050-005 Effective January 1996<strong>Florida</strong> <strong>Scenic</strong> <strong>Highways</strong> Program Manual Revised June 2009State Highway System: means the following, which shall be facilities to which access isregulated:(a) The interstate system;(b) All rural arterial routes and their extensions into and through urban areas;(c) All urban principal arterial routes; and(d) The urban minor arterial mileage on the existing State Highway System as ofJuly 1, 1987, plus additional mileage to comply with the two percentrequirement.Transferable Development Rights (TDR): refers to a process by which landowners cantransfer development rights from a restricted parcel to another parcel or sell such rights.Transportation Equity Act of the 21 st Century (TEA-21): refers to the federal legislationwhich followed the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 andcontinued the implementation of the National <strong>Scenic</strong> Byways Program and its grantprogram.Unity: refers to how well the landscape and its resources blend together to form a "single,coherent and harmonious visual experience" [Jones & Jones, 1974].Viewshed: means the "area of the landscape that is visible from any point along the road"[Copps, 1995].Vividness: means the landscape displays features which are highly distinct and prominent.Its patterns of line and form, color and texture range in complexity adding a strikingcharacter to the visual experience.
