17• Three(3) Primary Schools;• One(1) High School;• Two local shops;• One old Post office( Vacant);• Boreholes , windmills <strong>and</strong> h<strong>and</strong> pumps;• Electricity is also supplied.With some capital investment, these rural nodes do have potential to serve as Rural Service Centres.2 SECTION 2: BACKGROUND ON IDP REVIEW PROCESSThe preparation of an Integrated Development Plan (IDP) by municipalities is a legislative requirement according to the MunicipalSystems Act (MSA) Act No. 32 of 2000. <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong> completed its IDP mid 2007 in line with Chapter 5, Section 25,of the MSA.It will be noted that, in terms of section 34 of the <strong>Local</strong> Government: Municipal SystemsAct, No. 32 of 2000, all municipalities are required to review their Integrated Development Plans (IDP’s) on an annual basis (<strong>and</strong>to the extent that changing circumstances, needs <strong>and</strong> dem<strong>and</strong>s) - in accordance with a prescribed process.The annual review process thus relates to the assessment of the <strong>Municipality</strong>’s performance against organizational objectives aswell as implementation delivery, <strong>and</strong> also takes into cognizance any new information or change in circumstances that might havearisen subsequent to the adoption of the previous IDP. The review <strong>and</strong> amendment process must also adhere to therequirements for public participation as articulated to Chapter 4 of the MSA (2000).In terms of the IDP Review Guidelines, IDPs are reviewed based on 4 primary areas of intervention, i.e. Annual IDP Review, theIDP Process, Amendments in Response to Changing Municipal Circumstances, <strong>and</strong> <strong>Co</strong>mment from the MEC.The process described <strong>and</strong> outlined in the flow chart below represents a continuous cycle of planning, implementation <strong>and</strong>review. Implementation commences after the Municipal <strong>Co</strong>uncil adopts the initial IDP whilst Public Participation remains pivotalthroughout the process of the IDP.In terms of the National Department of Provincial <strong>and</strong> <strong>Local</strong> Government’s document entitled Guide VI: Implementing the IDP,the process to be followed when undertaking an annual IDP Review is as follows:Final Integrated Development Plan (IDP) 2010/2011 for <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong>
