575.3 Human Resource Development StrategyThe municipality has human resource development strategy based on the latest skills audit. There are processes <strong>and</strong>pieces of policies that constitute Human resource Strategy. The HR strategy responds to the long-term developmentplans of the municipality as reflected in the previous IDP. The HR profile of the municipality is reflective of the localcommunity <strong>and</strong> the country. It includes all activities relating to the rendering of a comprehensive human resourcemanagement function to <strong>Co</strong>uncil by ensuring an efficient personnel administration system, recruitment <strong>and</strong> selection,sound labour relations, human resources development, employment equity, occupational health <strong>and</strong> safety ofemployees <strong>and</strong> compliance with all relevant labour legislation.The staff of the municipality is informed <strong>and</strong> supportive of municipality vision <strong>and</strong> mission <strong>and</strong> strategic direction <strong>and</strong>has knowledge of vacancy rates in the municipalityThe function of human resource management within the municipality is administered as follows <strong>and</strong> includes: HumanResource Development, Employment Relations, Employment Equity, Human Resources Administration, OccupationalHealth <strong>and</strong> Safety <strong>and</strong> Personnel AdministrationNumber to employer of all municipal staff employed:- Professional (Managerial/Specialist) 19- Field (Supervisory/Foremen) 14- Office (Clerical/Administrative) 119- Non-professional (blue collar, outside workforce) 327- Temporary Staff- <strong>Co</strong>ntract Staff 125.4 Employment equity planThe municipality does have Employment Equity Plan for skills development in order;• To continue to eliminate all forms of discrimination that exists due to historical practices.• To correct the imbalances in the composition of the workforce with regard to race, gender <strong>and</strong> disability.• To promote a culture that supports <strong>and</strong> encourages employees to respect diversity.• To create opportunities for businesses owned by the designated groups, by awarding contracts for services,provided it is economic from the business point of view.• To continue to ensure that all categories of employment, including management <strong>and</strong> non-management withinthe <strong>Municipality</strong>, make consistent progress towards reflecting the demographic profile of South Africa atnational <strong>and</strong> provincial levels.• To ensure that resources including money, time, mentors, coaches <strong>and</strong> training are committed to developingall employees to have equal access to all categories of employment.• To focus on accelerating the development of existing staff, especially those from Designated Groupsprovided they meet the selection criteria.• This Employment Equity Plan will be valid until 30 June 2009. This is in line with <strong>Municipality</strong> EmploymentEquity Plan set <strong>and</strong> agreed to by all stakeholders. The plan will be reviewed in June 2009, <strong>and</strong> if required, anew plan will be developed <strong>and</strong> the time frame set.Numerical goals for the period of 2008-07-01 to 2009-06-30 as approved by The Mayoral <strong>Co</strong>mmittee on 2009-01-24per item B7(5),Final Integrated Development Plan (IDP) 2010/2011 for <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong>
