605.7 Recruitment <strong>and</strong> RetentionSufficient efforts shall be made to recruit employment equity c<strong>and</strong>idates for all positions identified as such.• All job advertisements, for which such an Employment Equity position is being filled, shall clearly display thefollowing sentence:• “Preference shall be given to Employment Equity applicants”, In line with the existing <strong>Municipality</strong>’s Policy onStaff Provisioning, jobs shall be advertised internally first.• Should a suitable Employment Equity c<strong>and</strong>idate not be available internally, efforts shall be made to recruit anEmployment Equity c<strong>and</strong>idate externally.• Should an external Employment Equity c<strong>and</strong>idate not be available to fill apposition, an appointment of a non-Employment Equity c<strong>and</strong>idate shall be made.• The appointment of a non-Employment Equity c<strong>and</strong>idate as anticipated in can only be made with theresolution of <strong>Co</strong>uncil.5.8 Auditor - General <strong>Co</strong>mments<strong>Lekwa</strong> was unfortunately unable to provide financial statements for the last five years due to various reasons, amongstothers; The high turnaround of Chief Financial Officers The lack of capacity within the department of Finance The lack of resources.With the assistance of the Mpumalanga Department of Finance, Gert Sib<strong>and</strong>e District <strong>Municipality</strong> <strong>and</strong> external serviceproviders, the municipality was able to submit the outst<strong>and</strong>ing financial statements on 16 September of 2008 <strong>and</strong> noton 31 August 2008 as prescribed by legislation.The municipality unfortunately received a disclaimer from the Auditor-General for the financial statements submitted forauditing.The disclaimer was acknowledged <strong>and</strong> a recovery plan was drafted <strong>and</strong> adopted by <strong>Co</strong>uncil when the financialstatements were presented to <strong>Co</strong>uncil.The recovery plan included, inter alia, the following key principles;1. That all the issues raised by the Auditor-General be addressed as a matter of urgency2. That the closing balances for the 2007/2008 financial year be used as the opening balances for the2008/2009 financial year.3. That the vote numbers on the financial system be cleaned up where necessary <strong>and</strong> that the correct codes becaptured on the system. There was a problem with the system reversing debits <strong>and</strong> credits <strong>and</strong>/or incorrectlyassigning assets <strong>and</strong> liabilities.4. That the finance committee monitor <strong>and</strong> report to <strong>Co</strong>uncil on progress in terms of the recovery plan on amonthly basis.5. The assistance of the Gert Sib<strong>and</strong>e District <strong>Municipality</strong> was sought <strong>and</strong> they responded positively byseconding a senior official to act as Chief Financial Officer at <strong>Lekwa</strong>.6. The Gert Sib<strong>and</strong>e District <strong>Municipality</strong> also procured the services of a service provider (De Loitte <strong>and</strong>Touche) to assist in correcting issues raised in terms of the Auditor-Generals report. The service provider isalso assisting in setting up protocols <strong>and</strong> policy formulation where necessary.7. The service provider will also be assisting with year-end functions <strong>and</strong> in the compilation of financialstatements.8. Officials within the finance department are being capacitated to allow us to perform at an acceptablest<strong>and</strong>ard in terms of financial management <strong>and</strong> reporting. Training on GAMAP/GRAP is also beingundertaken to allow us to comply with legislative prescripts <strong>and</strong> implementation deadlines.9. We currently have an Acting Chief Financial Officer. The post has been advertised <strong>and</strong> processes are takingplace to allow us to fill the position with a suitably qualified person as soon as possible.10. We have also upgraded our financial software package to the latest version <strong>and</strong> training has been provided.Final Integrated Development Plan (IDP) 2010/2011 for <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong>
