Some of these reactionscan create stress, misunderstandings and, in some cases,family dysfunction. Unfortunately, they can even lead tomarriage and family break-up. Consequently, it is importantto help the spouses and significant others to understandand help the emergency services workers cope with CISreactions. The two most effective strategies to assist thespouses have been through education and general support.Providing the spouses with some basic knowledge of whatCIS reactions are and how to support their spouse at thistime can reduce many problems that may have been created.Similarly to the significant other, the family as a whole mayneed to be educated and supported. It is also importantfor the emergency services, hospital workers and dispatchto understand the impact of the CIS reactions, as well asthe nature of emergency services work itself can haveupon the family. Family education, understanding theemergency services CIS reactions and post-incident needs,and communication within the family are importantconsiderations. Special attention to the understanding andneeds of children are also important to relieve their anxietiesand fears. From the emergency workers perspective it isimportant to try to understand how this has affected them.To use this incident as an opportunity for growth helps toreframe the incident from a negative to a positive situation.The Manitoba CISM Network has developed handoutsthat can be given to the spouse and family after their lovedone has been to a defusing/debriefing or just for generalinformation after their loved one is experiencing CIS (Toobtain copies of these handouts please contact the OFC orgo to the OFC web site: http://www.firecomm.gov.mb.ca/cism_resources.html). The OFC is also currently working ona pamphlet specifically for understanding and coping withCIS for the responder and their families.18
BURNING ISSUESCODES & STANDARDSMantoba now has a new ManitobaFire Code, which was effectiveNovember 1, 2006, the same daythat The Fires Prevention and EmergencyResponse Act came into force. This Codeis based on the 2005 National Fire Codewith Manitoba amendments. Some ofthe Manitoba amendments address thefollowing areas:1. Heating System Inspections – Exceptfor one and two family dwellings, everyfuel – fired heating system must beinspected annually and records kept ofthese maintenance inspections.2. Fire Safety Plans – In addition to theoccupancies described in Article 2.8.1.1,a Fire Safety Plan is also now requiredfor building containing a residential carefacility and also every boarding andlodging house.3. Fire Drills – Residential care facilitiesmust have at least one fire drill a month– 2.8.3.2.1(a).4. Residential Care – see Section 2.15relative to such areas as means of egress,stairway separations, emergency lighting,flame spread and smoke alarms.5. Fire Alarm Maintenance – 6.3.1.1 –Fire alarm systems, voice communicationsystems and system components shall bemaintained only be a person acceptableto the authority having jurisdictionand must be maintained in operatingcondition at all times.6. Qualifications of Service Personnel– Any person who performs inspections,tests or maintenance on fire alarmsystems and components musta) have successfully completed the FireAlarm Technician Certificate Programapproved by the Canadian Fire AlarmAssociation.b) have successfully completed any otherprogram or course approved by the FireCommissioner.c) work under the on-site supervisionof a person who has completed theprogram or course required by clause (a)or (b), ord) work with a fire alarm company listedunder the Fire Alarm Certificate Serviceof Underwriters’ Laboratories of Canada(ULC).Contributed by Dennis Beachman,Acting Manager, Codes & Standards – OFCRECALLS/ADVISORIESNEWS from CPSCStarbucks Announces Recallof 8-Cup Coffee Brewers Dueto Possible Fire HazardWASHINGTON, D.C. - TheU.S. Consumer Product SafetyCommission, in cooperation withthe manufacturer named below,today announced voluntary recallsof the following consumer products.Consumers should stop usingrecalled products immediately unlessotherwise instructed.Name of Product: Starbucks BaristaAroma Stainless Steel 8-Cup CoffeeBrewersUnits: About 73,000Distributor: Starbucks CoffeeCompany, of Seattle, Wash.Hazard: The coffee brewer hasdefective electrical wiring that canresult in overheating, smoking,burning and melting, posing apossible fire hazard.Incidents/Injuries: Starbucks hasreceived 23 reports of melting in theplastic housing of the brewers. Noinjuries have been reported.Description: This recall includesthe Starbucks Barista Aroma 8-CupCoffee Brewer only. “Starbucks BaristaAroma” is embossed on the front ofthe brewer and the brewer has silvercontrol panel buttons and a chromefinish.
