Providing services for jammers and bug detectors to stoptransmission of the information through Mobile/ Cellphone / Bluetooth/ Wi-Fi Electronic Device Jammersand bug Detectors spy cameras during variousexamination conducted by the Institute on various dates.The schedule of bidding will be as follow:Last Date & time of submission Date & time of opening01-04-2013 (by 5:00 PM) 02-04-2013 (12:00 Noon)EarnestMoney`10,00,000/-Period ofserviceEligibility Criteria: -1. (a) Adequate experience of providing satisfactory services of at least 3 such types of assignments in therelevant field to government educational institutions or other related organizations during last3 years (Supported by work order/ client satisfaction report). Permission, if any, required, for theinstallation of the equipments at different places from the local authority/competent authorityto be arranged by the contractor itself. Third party damage caused if any due to installation &operation of equipments shall be the sole liability of the contractor.b) The Minimum Annual Financial Turnover should be `100 Lakhs or more in any of the last threefinancial years (Supported by Financial statements, Balance Sheet duly certified by the CharteredAccountant), etc. (2009-10, 2010-11 and 2011-12).c) Agency must be registered with appropriate statutory authorities as required under law for taxationetc. and must enclose copy of the same. Rules/Guidelines framed by Govt. if any shall be strictlyfollowed by the vendor relating to the said services. AIIMS will not be liable for any violation beingmade by the vendor.d) The agency must enclose a Demand Draft for `5000/- (Rupees Five thousand only) (non-refundable)towards Cost of Form in favour of "Director, AIIMS, payable at New Delhi” along with the Offer.e) Agency should not have been black listed by any Firm / Organization / School / Board / University /Institution etc. and no legal case pending in the court of law against the agency and an Undertakingin this regard to be submitted by tenderer.f) Earnest money should be deposited along with tender documents in separate envelope marked asEarnest Money in shape of Demand Draft of a nationalised bank issued in favour of Director,AIIMS, New Delhi payable at New Delhi. The earnest money shall be refunded (without interest)within one month of successful completion of the work.g) The Director, AIIMS, New Delhi reserves the right to cancel/reject in full or any part of the tenderwithout assigning any reason.h) All disputes concerning in any way with this tender are subject to New Delhi Court’s jurisdictiononly.i) In case the date of issue / receipt of tenders is declared / happens to be a public holiday, the tenderswill be issued / received on the next working day.(j) Conditional Tenders are liable to be rejected.(k) Tender form along with terms and conditions is available on Institute’s website www.aiims.edu &www.aiimsexams.org . 2. Agreement shall be drawn with the successful bidder.3. Scope of work:To install, commission and operationalise the required Number of Cell Phone JammingDevices and bug detectors to block all the transmissions (sending and receiving) of Mobile/Cell Phone/Bluetooth/other Electronic Devices including spy cameras and associatedaccessories in the Examination Centres as per list attached as Annexure-I on the day ofexamination, as per the requirement:i) The installation of jammers should be made at least one day in advance from the scheduleddate of examination and or in such a way that the Jammers are required to be functional for1½ hours before the scheduled time of commencement of the examination and ½ hourafter the completion of the examination.ii) To organize and provide required manpower to install and operate the Jamming Devices atthe Centres.iii) To provide uninterrupted service of jammers along with back-up and ensure properworking of Jammers during the conduct of examination.iv) During the period of examination, Jammer facility shall not be interrupted due to anytechnical fault/power failure, etc., and the Agency shall take due care of functioning ofJammers with adequate power backup during the conduct of written examination and asper the time period mentioned in the Work Order of respective assignments.The above scope of work also includes the following in addition to above:a) The bidder will have to ensure that sufficient no. of Jammers are supplied to block inwardand outward communication from cell phone / bluetooth services in the examination centrei.e. CDMA / GSM / 3G / 4G / Spy Camera / Wi-Fi / Bluetooth, etc.,b) The bidder will have to ensure that the jammers installed works properly, during the entireduration of the examination in the Centres or as ordered.c) The bidder will have to install industry standard Mobile / Cell Phone (including spy-Camera) Jammers and Bug Detectors in the Centre.e) The bidder shall ensure upgradation of Jammer service to include additional spectrum ortechnologies during contract at no extra cost. The bidder will have to ensure to block therequired band width / signals without fail.f) A General agreement will be made for a period of agreement and separate work order todeploy services will be issued before exam.4. Procedure for submission of Tenders:The following procedure shall be adopted for submission and opening of tenders. The sealedenvelopes shall be submitted as follows:Envelope No. 1: This envelope must be marked as Envelope No. 1 on the right hand topcorner. This envelope shall contain two parts.Part-I: Shall contain only the “Earnest Money Deposit” and will be opened first. Ifthe Earnest Money Deposit is not found to be in accordance with the procedureprescribed then the other sealed envelope containing Part-II shall not be opened andas such the tender submitted by the tenderer shall not at all be considered.Part-II: Containing the covering letter depicting “Technical Bid” will then beopened in case of such tenderers whose Earnest Money Deposit is in order. Thesewill be scrutinized and comments/conditions which have financial implications willbe evaluated. Comments/ conditions may be discussed with the tenderer, if deemednecessary. If required, a meeting in respect of technical bids shall be held on notifieddate, time and place.2

Envelope No. 2: Containing the “Sealed price bid” will be opened either on the same day oron a subsequent date which will be duly intimated to the tenderers. The price bid will beopened only of those agencies who meet the technical requirements of the tender document.The above said two envelopes shall be kept in one sealed envelope and be submitted at theExamination Section, AIIMS, Ansari Nagar, New Delhi – 110 608 on or before 01/04/2013upto 5:00 p.m. Bid not on the prescribed performa (Annexure-II) without requisite details/EMD and received after the closing date and time of Bid will be summarily rejected.5. The Director AIIMS does not bind himself to accept the lowest or any other tender andreserves to itself the authority to reject any or all the tenders received without the assignment ofany reason.6. Canvassing whether directly or indirectly, in connection with tenders is strictly prohibitedbefore and after the tenders submitted by the contractors who resort to canvassing will be liableto rejection.7. The Director AIIMS reserves to himself the right of accepting the whole or any part of thetender and the tenderer shall be bound to perform the same at the rate quoted by the8. Payment Terms:i) The payment shall be made after the successful completion of particular examination andsubmission of invoice by the bidder.ii) On award of work, the firm will be required to submit security deposit of 10% of thetender value in the form of FDR/Demand Draft /Bank guarantee in favour of DirectorAIIMS, New Delhi for the period of contract which will be refundable (without anyinterest) on successful completion of the given assignments and service paper.iii) The security deposit alongwith earnest money is liable to be forfeited wholly orpartially if any deficiency is found in the services or bidder fails to fulfill any agreedterms and conditions. The decision of Director, AIIMS shall be final & binding on thebidder in this regard.9. The bid for the works shall remain open for acceptance for a period of 45 days from the date ofopening of price bid. If any tenderer withdraws his tender before the said period or before issueof letter of acceptance, whichever is earlier, or makes any modifications in the terms andconditions of the tender the said earnest money as aforesaid shall be forfeited.10. Each tenderer shall submit only one tender; either by him or as partners in a joint venture. Atenderer who submits or participates in more than one tender will be disqualified.11. Interpretations, corrections and changes to the Tender Documents shall be made by Addendum,if required.12. Each tenderer shall ascertain prior to submitting his tender that he has received all Addendaissued and he shall so acknowledge their receipt in his Tender.13. The bidder has to provide completion certificate regarding Frequencies jammed during theExamination.14. The price charged for the said service, under the reference, by the supplier shall in no eventexceed the lowest price at which the supplier provide the services of same identical descriptionto any other person/organization/Institution during the currency of the contract as per fallclause adhered by D.G.S. & D. if at any time, during the said period the approved vendorreduces the said prices of such service to any other person/organization/Govt. Institution/Co.Operative Stores at price lower than the quoted price, he shall forthwith notify such reductionto the Director, All India Institute of medical Sciences and the charges payable for said servicesafter the date of coming into force of such reduction shall stand correspondingly reduced andshould attach an undertaking on affidavit as per enclosed format, otherwise quotation shall besummarily rejected.3

15. Payment of the approved contractor for jammers shall be made through cheque or electronicsclearing system (ECS). The 2 nd party shall also mention name of the bank, account numberwith IFSC code of the bank/branch on each bill submitted for payment.16. In Case of the tender documents download from the website:The bidders may download the tender documents directly from the website available atwww.aiimsexams.org , www.aiims.edu & www.tender.gov.in. In such case, the bidders arerequired to submit the tender cost of `5000/- (non refundable) by way of separate demand draftdrawn in favour of Director, AIIMS, New Delhi and the same should essentially be enclosedalongwith the techno-commercial bid in envelope/ in a separate envelope. The bidders shouldspecifically supercribe, ‘DOWNLOAD FROM THE WEBSITE’ on the top left corner of theouter envelope containing techno-commercial bid & price bid separately. In no case, the tendercost fee should be mixed with EMD amount-the tenders not following the above procedure willbe summarily rejected.Note:a) If the above-mentioned certificates/documents are not submitted alongwith the tender,application will not be considered and will be out rightly rejected.b) Any tenderer/supplier giving false information shall be disqualified and removed fromthe rate contact.
