Fiscal Impact:<br />
Implementation <strong>of</strong> the Draft 20<strong>09</strong> Revised Service Adjustments Plan (RevSAP) would result<br />
in an estimated annualized District-wide savings <strong>of</strong> approximately $9.6 Million, net <strong>of</strong><br />
anticipated fare revenues. Final adoption <strong>of</strong> this plan would result in an overall reduction <strong>of</strong><br />
8.4% platform hours, District-wide.<br />
Background/Discussion:<br />
This memorandum will provide a comprehensive overview <strong>of</strong> the history, process and<br />
service proposals associated with the 20<strong>09</strong> Service Adjustments Plan, in its original and<br />
proposed form. The first section details the processes and steps involved in the<br />
development <strong>of</strong> the Draft 20<strong>09</strong> Service Adjustments Plan (SAP). The second section<br />
provides information on the steps and rationale <strong>of</strong> how the SAP was revised (RevSAP) to reincorporate<br />
approximately 140,000 platform hours <strong>of</strong> restored service, using the same<br />
routing structure developed during the SAP process.<br />
Background Information and Context<br />
In January 20<strong>09</strong> the <strong>AC</strong> Transit <strong>Board</strong> <strong>of</strong> <strong>Directors</strong> received a report outlining an 18 month<br />
financial projection that indicated a $57 Million deficit by the end <strong>of</strong> June 2010.<br />
Subsequently, the District <strong>Board</strong> <strong>of</strong> <strong>Directors</strong> declared a Fiscal Emergency on June 24,<br />
20<strong>09</strong>.<br />
District Budget Process<br />
After a comprehensive review <strong>of</strong> all aspects <strong>of</strong> the District’s operations, including support<br />
and other non-core activities, District staff proposed a biennial budget that incorporated<br />
service cuts and a reduction <strong>of</strong> expenses in FY 20<strong>09</strong>-10 and FY 2010-11. With the intent<br />
to restore the District’s fiscal balance, staff developed a plan to manage through the<br />
challenging times ahead. There were three parts to the plan: (a) Preserving the budget<br />
base; (b) Protecting new initiatives; and (c) Guiding budget cuts that will occur:<br />

Preserving the Budget Base – After working with all District departments in the budget<br />
development process, total operating expenses on a net pr<strong>of</strong>orma basis for FY 20<strong>09</strong>-10<br />
are projected to be $323.4 million dollars (after service cuts, and including loss <strong>of</strong> fares<br />
and grant reimbursement <strong>of</strong> certain project labor). This would represent a $2.7 million<br />
dollar decrease from previously projected FY 20<strong>09</strong>-10 operating expenses, on a net<br />
pr<strong>of</strong>orma basis <strong>of</strong> $326.1 million dollars.<br />
Preserving the base means controlling costs. When compared to anticipated annual<br />
increases in expenses, staff actually produced $12.9 million dollars in cost savings in FY<br />
20<strong>09</strong>-10 through service cuts and other operating efficiencies. Also, operating cost<br />
savings projected by staff for FY 2010-11, compared to anticipated annual increases in<br />
baseline operating expenses, are $25.4 million dollars.<br />
Protecting New Initiatives – In order to remain a viable operation, the District must focus<br />
on core transportation and maintenance operations, rather than support business and<br />
services. Staff is committed to identifying more efficient ways to provide service. The<br />
following list <strong>of</strong> initiatives has been developed and is in the early stages <strong>of</strong> design and<br />
implementation:<br />
• Developing an indirect cost rate<br />
• Developing a “force” account<br />
• Maximizing the use <strong>of</strong> Grants<br />
• Using the new FHR system for finance and operational control<br />
• Revenue Service Restructuring<br />
• Tracking on-time service<br />
• Tracking Ridership<br />
• Maintenance cost reduction programs<br />
• Improved work rules utilization<br />
• Compensation and Benefits Restructuring Program<br />
Guiding the Budget Cuts That Will Occur – 1,944 positions are authorized in the FY<br />
20<strong>09</strong>/10 budget, and 1,921 are authorized FY 2010-11. This does not include Paratransit<br />
staff, reported separately in a budget for that unit, but it does include the Retirement<br />
Department staff. Had the original SAP been approved by the <strong>Board</strong>, the following<br />
positions would have been subject to lay<strong>of</strong>f by the end <strong>of</strong> FY 20<strong>09</strong>-10:<br />

Should the <strong>Board</strong> adopt the Revised Service Adjustments Plan, it is intended that no bus<br />
drivers will be laid <strong>of</strong>f and that the resulting reduction in maintenance employees will be<br />
limited to approximately 12 temporary service employees and 3 temporary janitors. The<br />
number <strong>of</strong> positions will be proportionately reduced but the actual lay<strong>of</strong>fs will be primarily<br />
<strong>of</strong>fset by attrition.

On August 26, 20<strong>09</strong> the <strong>AC</strong> Transit <strong>Board</strong> <strong>of</strong> <strong>Directors</strong> approved the Biennial Budget for<br />
the District for Fiscal Years 20<strong>09</strong>/10 and 2010/11. This was further ratified by Resolution<br />
<strong>09</strong>-048 passed by the <strong>Board</strong> on September 9, 20<strong>09</strong>, which provided the District with a<br />
balanced budget, as required by <strong>Board</strong> Policy 312. The budget passed was predicated on<br />
savings from service reductions totaling $18 Million, net <strong>of</strong> fares. Service Development<br />
staff then prepared a series <strong>of</strong> service reductions, adjustments and re-alignments in<br />
accordance with direction to reduce District services 15% (315,000 Platform Hours).<br />
Currently the District operates approximately 2,070,000 annual platform hours. The<br />
implementation <strong>of</strong> the Service Adjustments Plan would result in operations <strong>of</strong> 1,755,000<br />
annual platform hours.<br />
20<strong>09</strong> Service Adjustments Plan<br />
Staff developed the 20<strong>09</strong> Service Adjustments Plan (SAP) in accordance with <strong>Board</strong>adopted<br />
principles:<br />
• Allocation <strong>of</strong> service must reflect some consideration <strong>of</strong> geographic equity, but<br />
ultimately productivity and usefulness <strong>of</strong> the service should be given greater weight<br />
– Strategic Plan<br />
• Service must be prioritized to those areas with the greatest potential for transit use,<br />
with good patronage rewarded by better service and shorter waits – Guiding<br />
Principles<br />
• The District should maintain minimum route spacing/coverage – Service<br />
Deployment Policies<br />
On June 24, 20<strong>09</strong> the <strong>Board</strong> received a detailed report (<strong>GM</strong> <strong>Memo</strong> <strong>09</strong>-161) and<br />
presentation <strong>of</strong> the SAP that included routing, frequency and span changes. At that time,<br />
staff had estimated that the plan would reduce the daily platform hours to 5,700 per day for<br />
weekdays and just fewer than 2,900 per day for weekends. These targeted savings were<br />
confirmed through a run cut, developed by the Schedules Department. A final set <strong>of</strong><br />
proposals was presented to the <strong>Board</strong> on August 26, 20<strong>09</strong> (<strong>GM</strong> <strong>Memo</strong> <strong>09</strong>-161a), which<br />
included three (3) minor revisions to the original SAP. Information regarding ridership<br />
methodology, preliminary Title VI screening and related matters is available in <strong>GM</strong> <strong>Memo</strong><br />
<strong>09</strong>-161.<br />
Public Outreach and Public Comments Process<br />
The development <strong>of</strong> the SAP process involved an extensive and comprehensive public<br />
outreach process. Please refer to Attachment A1 for a brief narrative on the process as<br />
well as Attachment A2 for a complete report detailing the nature and scope <strong>of</strong> comments<br />
received. Additionally, the Districts External Affairs, Marketing and Media Affairs<br />
Department have provided a report (Attachment B) <strong>of</strong> the Summary <strong>of</strong> Publicity and<br />
Outreach for the Community Workshops and Public Hearings on the <strong>AC</strong> Transit 20<strong>09</strong><br />
Service Adjustments Plan.<br />
Transfer Policy – as stated in the public comments report, over half <strong>of</strong> the comments<br />
received proposed changes to the District’s transfer policy. This issue will be the subject<br />
<strong>of</strong> a December 20<strong>09</strong> <strong>Board</strong> presentation.

20<strong>09</strong> Revised Service Adjustments Plan (RevSAP)<br />
On September 25, 20<strong>09</strong> the <strong>Board</strong> considered a proposal to shift funds from the Bus<br />
Rapid Transit (BRT) Project to the District’s operating budget (<strong>GM</strong> <strong>Memo</strong> <strong>09</strong>-228).<br />
Subsequently, on October 28, 20<strong>09</strong> the <strong>Board</strong> affirmed its support for the diversion <strong>of</strong><br />
Congestion Mitigation Air Quality (CMAQ) funding to operating expenses. If the effort to<br />
divert the funds is successful, it would allow for the reinstatement <strong>of</strong> 140,000 annual<br />
platform hours <strong>of</strong> service, bringing the District’s annual platform hours to 1,920,000.<br />
Additionally, staff was able to provide solutions to concerns and issues identified<br />
through the public comments process <strong>of</strong> the original SAP. The RevSAP is an amalgam<br />
<strong>of</strong> “restored” service and efficient and creative solutions to identified problems.<br />
Generally, all trunk-line service has been restored to original frequencies and span, and<br />
the span for several lines has been restored. Finally, service to a key regional<br />
destination previously proposed for discontinuation has been restored.<br />
Service Reinstatement Guidelines<br />
As discussed in <strong>GM</strong> <strong>Memo</strong> <strong>09</strong>-217c, the <strong>Board</strong> was provided priorities for reinstatement<br />
<strong>of</strong> service based on the funding shift. These priorities included:<br />
• Coverage – restoration <strong>of</strong> lines that are shown to have disparate impacts under<br />
Title VI, and under the concept <strong>of</strong> “completing the grid” (ensuring adequate route<br />
spacing/coverage),<br />
• Frequency, Transbay Trips and Span – restoration or expansion <strong>of</strong> frequency,<br />
trips and/or span to areas based on demonstrated patron demand and use.<br />
The revisions to the original SAP are predicated on the above guidelines, taking into<br />
account the sub-regional hours split from both the current (Fall 20<strong>09</strong>) and the RevSAP<br />
proposal. More information regarding the results <strong>of</strong> the sub-regional hours split is<br />
discussed below.<br />
Platform Hours Split Analysis<br />
District service has evolved over time, and per policy, has been apportioned based on a<br />
balance between productivity and geography. As this exercise is ultimately considered<br />
a reduction in service, staff attempted to maintain the basic geographic, service day and<br />
service type split established through prior service planning. Existing routes were<br />
apportioned by the actual amount <strong>of</strong> time spent within a particular area to ensure equity.<br />
The table below shows the split by geographic area:<br />
• Western Contra Costa County – including the cities <strong>of</strong> Richmond, San Pablo, El<br />
Cerrito and un-incorporated portions <strong>of</strong> Contra Costa County.<br />
• <strong>No</strong>rthern Alameda County – including the cities <strong>of</strong> Albany, Berkeley, Emeryville,<br />
Oakland, Alameda and Piedmont.<br />
• Central Alameda County – including the cities <strong>of</strong> San Leandro, Castro Valley,<br />
Hayward, and un-incorporated portions <strong>of</strong> Alameda County.<br />
• Southern Alameda County – including the cities <strong>of</strong> Fremont, Newark and Union<br />
City.

Analysis <strong>of</strong> the geographic platform hours split above indicates a minor shift in service in<br />
the West County region, spread across the other three region with the <strong>No</strong>rth area<br />
receiving a minor proportionate increase. It’s important to note that services in West<br />
Contra Costa County were essentially restored to their current conditions, and all <strong>of</strong> the<br />
lines are again at 30 minute frequency. Weekend hours in the <strong>No</strong>rth area have shifted<br />
by almost 3% due to the demonstrated use <strong>of</strong> transit in that area.<br />

Analysis <strong>of</strong> the above shows a minor increase in local service, <strong>of</strong>fset primarily by a<br />
reduction in Transbay services. The reductions proposed for Transbay service<br />
represent a balanced plan between allocation and demonstrated demand. As shown<br />
below, increased trips were added to several Transbay lines; staff will continue to<br />
monitor the operations <strong>of</strong> the lines and adjust trips accordingly.

Service to Oakland Zoo<br />
Currently the lines 56 and 98 provide service to the streets surrounding the Oakland<br />
Zoo, but do not travel directly on Zoo property. Unfortunately, this can result in a<br />
difficult walk for bus patrons desiring service to the Zoo. Appropriate to the<br />
development <strong>of</strong> the SAP, the decision process related to discontinuation <strong>of</strong> service to
<strong>GM</strong> <strong>Memo</strong> <strong>No</strong>. <strong>09</strong>-<strong>217d</strong><br />

the Zoo was exclusively based on demonstrated use (or the lack there<strong>of</strong>). The ridership<br />
analysis <strong>of</strong> lines 56 and 98 showed the following daily boarding activity at all stops<br />
directly adjacent to the Zoo:<br />
• Weekday – 44<br />
• Saturday – 22<br />
• Sunday – 22<br />
Subsequently, due in large part to a successful Zoo patron mobilization campaign, the<br />
District has received well over 250 emails in reference to the SAP proposal <strong>of</strong><br />
discontinuation <strong>of</strong> the lines that provide service to the Oakland Zoo. Zoo management<br />
has requested reconsideration <strong>of</strong> the SAP proposal.<br />
Staff feels strongly that a dedicated route to/from the Zoo would not be a sustainable<br />
line. However, with the RevSAP, staff was able to apportion a small amount <strong>of</strong> hours to<br />
augment the Line 46. This allocation enables the District to provide service to/from the<br />
Oakland Zoo every 30 minutes, Monday through Friday. Under the RevSAP, the Zoo<br />
will be an actual destination <strong>of</strong> the Line 46 and will drop patrons at the lower entrance to<br />
the facility, providing direct service. The Zoo has agreed to allow bus operators use <strong>of</strong><br />
restroom facilities required at the end <strong>of</strong> the lines.<br />
As the Line 46 does not operate during weekends currently, there will be no service to<br />
the Zoo on weekends. Should the Zoo feel that provision <strong>of</strong> service on weekends is<br />
critical to its operation, staff suggests that the District and the Zoo collaborate to find<br />
alternative funding strategies. It’s estimated that weekend service to the Zoo for 12<br />
hours per day would require (net farebox), approximately $175,000 in operating<br />
subsidies on an annual basis.<br />
Service to the City <strong>of</strong> Berkeley<br />
During the public comments process, staff and Director Harper were in attendance at a<br />
meeting <strong>of</strong> the Berkeley Transportation Commission to listen to public comment<br />
regarding the proposed changes. During that meeting, a detailed response to the SAP<br />
was presented to the Commission (at the request <strong>of</strong> Berkeley Councilmembers) that<br />
outlined concerns with the proposed changes and <strong>of</strong>fered different options for continued<br />
service provision to the neighborhoods <strong>of</strong> Berkeley. Additionally, the City Manager<br />
provided a comment letter to the SAP that identified particular concerns and issues with<br />
the proposal.<br />
District staff reviewed their suggestions and elected to change the service platform in<br />
Berkeley based on several <strong>of</strong> the direct recommendations in the City Manager’s letter,<br />
as well as neighborhood line restructuring proposed in the Transportation Commission<br />
report. Changes include: restoration <strong>of</strong> Line 67; restoration <strong>of</strong> Line 4 frequency;<br />
extension <strong>of</strong> Line 25 service to 8pm. Additionally, a new hybrid neighborhood bidirectional<br />
circulator route was created that links the Rockridge BART station to<br />
Downtown Berkeley and West Berkeley (7 th Street) via Dwight and Ashby. This new<br />
circulator partially duplicates service currently provided by the West Berkeley Shuttle.

Staff is in discussions with the city about the future potential to reallocate revenues used<br />
to fund the West Berkeley Shuttle to help support continued service to the west side.<br />
Line 51<br />
As identified in the Line 51 Service and Reliability Report (51 Report), Line 51 is <strong>AC</strong><br />
Transit’s highest ridership line (18,747 passengers per day), has the highest number <strong>of</strong><br />
trips (205) <strong>of</strong> any single line, and currently has the highest productivity ratio (56.15<br />
passengers per platform hour) <strong>of</strong> all lines operated by the District. However, the line<br />
suffers from crippling on-time performance issues that result in serious reliability issues<br />
and an inefficient operations pr<strong>of</strong>ile. Of the six (6) corridor segments along the line,<br />
none were rated above Level <strong>of</strong> Service (LOS) D (“Irregular headways, with some<br />
bunching”), with a preponderance <strong>of</strong> occurrences <strong>of</strong> LOS E (“Frequent bunching”).<br />
The 51 Report provides a series <strong>of</strong> recommendations for changes to various aspects <strong>of</strong><br />
the line, including: bus stops, route alignment, fare payment, scheduling, line<br />
management techniques, etc. The original SAP included the recommendations chapter<br />
<strong>of</strong> the 51 Report for discussion during the public process, but only one recommendation<br />
from the 51 Report was proposed for immediate implementation, splitting the line at<br />
Rockridge BART.<br />
One <strong>of</strong> the main tenets <strong>of</strong> the SAP process was to ensure that District services would be<br />
operated well, and that requires some hard decisions on legacy lines. The Line 51<br />
Report states that the portion <strong>of</strong> the line between Berkeley Amtrak and College/Manila<br />
alone represents 51% <strong>of</strong> the delay northbound, and 45% <strong>of</strong> the delay southbound. This<br />
segment represents 39% <strong>of</strong> the mileage <strong>of</strong> the entire line.<br />
Given the analysis provided, the RevSAP includes the following final recommendation<br />
for service along the Broadway/College/University corridor:<br />
1. Short Term – Continue with proposed split <strong>of</strong> the Line at the Rockridge BART<br />
station. The 51 Report estimates that as much as 13% <strong>of</strong> the ridership will be<br />
affected by this proposal and potentially required to transfer at the Rockridge<br />
BART station.<br />
2. Medium Term – Implement the recommendations identified within the 51 Report.<br />
Staff proposes to return to the <strong>Board</strong> in January 2010 with a final version <strong>of</strong> the<br />
report outlining a plan for implementation <strong>of</strong> all recommendations.<br />
3. Long Term – Implementation <strong>of</strong> an enhanced bus system as envisioned in the<br />
<strong>AC</strong> Transit Strategic Vision.<br />
Line NL<br />
The SAP proposal for the Line NL was not changed as part <strong>of</strong> the restoration process.<br />
The re-introduction <strong>of</strong> Line 58L will provide much needed direct service from the Laurel<br />
neighborhood, connecting that part <strong>of</strong> MacArthur Blvd directly with downtown Oakland.<br />
However, staff has concerns about peak load capacity <strong>of</strong> the NL, particularly in the
<strong>GM</strong> <strong>Memo</strong> <strong>No</strong>. <strong>09</strong>-<strong>217d</strong><br />

afternoon/evening rush. Additionally, during the comment period, the District received<br />
requests for service in the Grand Lake/Lakeshore area, previously supplied by Line 13.<br />
A review <strong>of</strong> ridership statistics shows that <strong>of</strong> the riders who use the NL for Transbay<br />
service:<br />
• Eastbound approximately 85% disembark from the line by the MacArthur and<br />
Lakeshore stop eastbound, and<br />
• Westbound approximately 90% <strong>of</strong> the riders going to the Transbay Terminal<br />
begin boarding at Lake Park/Lakeshore.<br />
Recommendations for the line include:<br />
1. Short Term – Given these statistics, as well as public comments related to the<br />
discontinuation <strong>of</strong> the Line 13, staff proposes the creation <strong>of</strong> a new Transbay<br />
Line (BA) that will provide peak-only service to the Crocker Highlands area <strong>of</strong><br />
Oakland, and operate along Grand Avenue on similar routing to the Line NL.<br />
2. Medium Term – Implement the recommendations identified in the 51 Report.<br />
Staff proposes to return to the <strong>Board</strong> in January 2010 with a final version <strong>of</strong> the<br />
report outlining a plan for implementation <strong>of</strong> all recommendations.<br />
3. Long Term – The MacArthur/Airport corridor is one <strong>of</strong> the 4 corridors within the<br />
District proposed for conversion to Bus Rapid Transit. The District should<br />
continue to support the implementation <strong>of</strong> enhanced bus opportunities, including<br />
Bus Rapid Transit, along this corridor.<br />
Cedar Street Agreement<br />
On June 19, 1991 the District entered into a settlement agreement with the Cedar Street<br />
Neighborhood Association (CSNA) regarding service along Cedar Street. The<br />
agreement stipulates the types <strong>of</strong> vehicles, number <strong>of</strong> trips, as well as hours per day<br />
that District buses may traverse Cedar Street. Specifically:<br />
• Vehicles – The agreement allows for the operation <strong>of</strong> “standard diesel” buses in<br />
the peak periods, and “vans” during midday. This terminology has come to mean<br />
that peak service could be operated by use <strong>of</strong> 40 foot buses, and midday service<br />
by 30 foot buses. Since the initiation <strong>of</strong> the Line 19, <strong>AC</strong> Transit only programs 30<br />
foot buses for service along Cedar Street.<br />
• Service (weekday) – Service from 6am to 10am may range in trips from 22 to 30.<br />
Service from 10am to 4pm carries no trip number specification, but it must be<br />
operated in “vans”. Service from 4pm to 7pm may range in trips from 20 to 26,<br />
and under no circumstance shall the total number <strong>of</strong> daily trips exceed 48<br />
• Service (weekend) – <strong>No</strong> hours delineations, just vehicle type requirements.<br />
It is relevant to note that the Transit Streets Map adopted with City <strong>of</strong> Berkeley’s<br />
General Plan identifies Cedar Street as a “secondary route”. Secondary routes “are<br />
routes that are necessary to provide convenient access to other areas <strong>of</strong> the city and<br />
supplement primary routes.”

A key component <strong>of</strong> the SAP involved the creation <strong>of</strong> new neighborhood circulators or<br />
shuttles that provide relatively quick trips to/from major centers <strong>of</strong> activity. These trips<br />
would be focused to operate in a particular area <strong>of</strong> the District (region <strong>of</strong> a city) and on a<br />
bi-directional platform.<br />
The SAP proposed the implementation <strong>of</strong> a <strong>No</strong>rth Berkeley Circulator route (Line 25)<br />
that would provide service between neighborhoods in <strong>No</strong>rth Berkeley to downtown. The<br />
service would operate bi-directionally, departing from downtown every 15 minutes in<br />
opposing directions, totaling 4 buses through the area per hour. Based on public<br />
comment received, the RevSAP would augment that service by extending the operating<br />
hours from 6am to 8pm. This would result in 56 trips per day providing service to the<br />
neighborhood.<br />
By operating the service in 30 foot buses, and maintaining the peak maximum trip<br />
allowance (am – 30, pm – 26), staff feels that the spirit <strong>of</strong> the agreement is met. The<br />
General Counsel’s <strong>of</strong>fice will be scheduling a meeting between staff and the CSNA to<br />
review the proposed service and receive feedback.<br />
Title VI Analysis<br />
As stated in <strong>GM</strong> <strong>Memo</strong> <strong>09</strong>-161, a cursory Title VI analysis was completed during the initial<br />
proposal development process for the SAP. Subsequently, the Long Range Planning staff<br />
began work on the formal review <strong>of</strong> the SAP; however, work was temporarily postponed<br />
given the possibility <strong>of</strong> service restorations that would have had definite impacts on the<br />
analysis. Planning staff has resumed that work and will provide the Title VI report to the<br />
<strong>Board</strong> at its meeting on December 16, 20<strong>09</strong> in connection with final consideration <strong>of</strong> the<br />
RevSAP.<br />
In review <strong>of</strong> the Title VI report (<strong>GM</strong> memo 03-199) for the service reductions completed in<br />
2003, staff finds that out <strong>of</strong> the eight (8) routes highlighted during the analysis, the Line 47 –<br />
Maxwell Park is the only service still in operation from that period. The RevSAP<br />
recommendation for the Line 47 includes the restoration <strong>of</strong> peak-only 45 minute frequency<br />
service. The final Title VI report for the RevSAP will assess whether this service is<br />
adequate, or whether a disparate impact remains.<br />
Post Implementation Monitoring Plan<br />
Staff has completed analysis regarding forecasted ridership impacts to service proposals.<br />
Impacts to services that are being discontinued are fairly straightforward to model; however,<br />
changes to frequency on a line represent a forecasting challenge. Unfortunately, most <strong>of</strong> the<br />
modeling and forecasting methods are reliant upon existing data, and information from other<br />
transit properties that have varying land use patterns and operating conditions. In short,<br />
there are no truly accurate models for ridership estimates related to service reductions. That<br />
said, one method for measuring success is to review transit use by geographic area and<br />
compare both raw ridership and productivity. Additionally, a chief tenant <strong>of</strong> the SAP and<br />
RevSAP related to increases in reliability and operations effectiveness. A key indicator <strong>of</strong> a<br />
line’s effectiveness is On-Time-Performance (OTP) by line, by direction and by time-<strong>of</strong>-day.

The District should employ a robust post-implementation monitoring program to help<br />
adequately assess the efficacy <strong>of</strong> service changes. This effort will include the determination<br />
<strong>of</strong> standards and measures for lines to be evaluated and should be tied to requirements for<br />
adjustments, should lines not perform up to standard. There are many methods for<br />
development <strong>of</strong> a monitoring program, and staff proposes to provide a plan to the <strong>Board</strong> for<br />
consideration in February 2010.<br />
Next Steps:<br />
Public Outreach – Staff is preparing information for one final community workshop for the<br />
RevSAP. This meeting is tentatively scheduled to occur on Tuesday, December 1, 20<strong>09</strong> at<br />
the District general <strong>of</strong>fices. Additionally, staff is exploring the possibility <strong>of</strong> using interactive<br />
technologies and conducting a webinar as well.<br />

The 20<strong>09</strong> Draft Service Adjustments Plan (SAP) was developed in response to the<br />
declaration <strong>of</strong> a Fiscal Emergency by the District on June 24, 20<strong>09</strong>. The SAP proposed<br />
both service adjustments and reductions that would result in the elimination <strong>of</strong> 15% <strong>of</strong><br />
the Districts Platform (gate to gate) hours. Due to the magnitude <strong>of</strong> the reduction, a<br />
robust and comprehensive Public Outreach strategy was developed and implemented.<br />
In additional to other formats to provide comments, the following types <strong>of</strong><br />
meetings/briefings were held:<br />
• Community Workshops (2 rounds)<br />
• Local Elected Officials Briefings<br />
• Individual Director Briefings<br />
• City Staff Briefings<br />
• Funding Agency Briefings<br />
• City Council, Commission and Liaison Committee Briefings<br />
• Public Hearings (3 meetings)<br />

Community Workshops<br />
Two rounds <strong>of</strong> community workshops were held during the SAP process, distinct from<br />
each other based on the timing <strong>of</strong> the overall plan development. There were two main<br />
goals associated with these workshops:<br />
1. Information sharing – Planners/staff were encouraged to spend time with<br />
attendees talking to them about how/why they use the service and what effect<br />
proposed changes would have.<br />
2. Information obtaining – Attendees provided valuable input on behavioral uses <strong>of</strong><br />
the service as well as feedback on the service proposals themselves.<br />
The first series <strong>of</strong> five (5) workshops involved iterative one-on-one discussion between<br />
District Planners/staff and the attendees to assess travel and use patterns. Additionally,<br />
staff led attendees through a series <strong>of</strong> “trade-<strong>of</strong>f” questions/statements. Information<br />
from this exercise was used in the development <strong>of</strong> the service proposals that were<br />
presented during the 2 nd round <strong>of</strong> workshops. For more information on the “trade-<strong>of</strong>f”<br />
exercise, please refer to <strong>AC</strong> Transit <strong>GM</strong> <strong>Memo</strong> <strong>09</strong>-197, presented to the <strong>AC</strong> Transit<br />
<strong>Board</strong> <strong>of</strong> <strong>Directors</strong> on July 29, 20<strong>09</strong>.<br />
The second series <strong>of</strong> eight (8) workshops involved providing a general overview <strong>of</strong> the<br />
process and methodology used for the determination <strong>of</strong> the service proposals.<br />
Attendees were then encouraged to discuss proposed changes with Planners and staff<br />
where their comments/questions and suggestions were taken. Public Comment sheets<br />

that were returned during this process were entered into the formal public record <strong>of</strong> the<br />
SAP and carried the same “weight” as testimony during a public hearing.<br />
Many individuals and organizations availed themselves <strong>of</strong> the multiple opportunities for<br />
comment and input.<br />
Public Hearings<br />
The SAP was first presented to the <strong>AC</strong> Transit <strong>Board</strong> <strong>of</strong> <strong>Directors</strong> on June 24, 20<strong>09</strong>. On<br />
August 26, 20<strong>09</strong> the opened the formal public comments period and established the<br />
dates and locations for public hearings relative to the implementation <strong>of</strong> the SAP:<br />

separate comment “button” for each line, commenting was made easier for the public,<br />
which made final tally <strong>of</strong> comments easier for District staff.<br />
Petitions<br />
14 petitions were received by the District during the comment period. These petitions<br />
related to service proposals for the following lines: 7, 11, 12, 18 (2), 19 (3), 52L, 59 (2),<br />
84, 92, CB, and L. Additionally, a petition from Newark Gardens was received<br />
regarding service proposals in Newark.<br />
Final Comment Tally<br />
The comment period closed on September 30, 20<strong>09</strong> at 8:00pm and thousands <strong>of</strong><br />
comments, both individual and collective were received and entered into the public<br />
record by the District Secretary’s <strong>of</strong>fice.<br />

There is some overlap <strong>of</strong> categories within the counts listed above, as some comments<br />
were submitted on multiple lines or by multiple mediums. In particular, many individuals<br />
submitted comments at the Public Workshops as well as on the <strong>AC</strong> Transit Website. As<br />
a result, there may be several hundred overlapped comments appearing in the tallies<br />
listed above. It should also be noted that not all individual comments were regarding a<br />
specific line. Nearly half <strong>of</strong> all general comments were related to revising the District’s<br />
transfer policy to lengthen the amount <strong>of</strong> time that the transfer is effective. There were<br />
also several general comments regarding support for the proposed use <strong>of</strong> Bus Rapid<br />
Transit funds for service preservation and opposition to the District’s use <strong>of</strong> Van Hool<br />
buses. While not route specific, these changes were submitted in response to the<br />
Service Adjustments Plan, and so are mentioned here.<br />
In an attempt to make the comments as user friendly as possible for Staff, the <strong>AC</strong><br />
Transit <strong>Board</strong> <strong>of</strong> <strong>Directors</strong> and the Public, the comments received were indexed, in five<br />
separate binders, in the following way:<br />
• Individual comments were organized by route.<br />
• Workshop comments were grouped by workshop location.<br />
• Petitions and letters from elected <strong>of</strong>ficials and community organizations were<br />
separated.<br />
• Specific service changes receiving an unusually large number <strong>of</strong> comments in<br />
opposition, such as service elimination to the Oakland Zoo, were grouped<br />
together.<br />
After categorizing and filing each Public Comment, Staff began analysis <strong>of</strong> the<br />
comments for trends, and to categorize them as either positive (pro) or negative (con)<br />
by both individuals and organizations. Comments that we deemed most useful to Staff<br />
in planning potential service add-backs were highlighted and entered into a separate<br />
document, the 20<strong>09</strong> Service Adjustments Plan Public Comment Table (Table 2, SAP<br />
Comments).<br />

General, <strong>No</strong>n-Route Specific Comments<br />
Individual tally counts and highlighted comments can be read in the full SAP Database.<br />
However a few summary comments are made here in order to help delineate overarching<br />
themes and items <strong>of</strong> particular interest. The first <strong>of</strong> these topics concerns<br />
suggestions from the Public <strong>of</strong> how the District might operate more efficiently. Since<br />
some <strong>of</strong> these suggestions seem to come up repeatedly, a few <strong>of</strong> them are addressed<br />
here, and individual examples have been quoted as they were received in the Public<br />
Comments.<br />
Comment – “Consider smaller buses rather than reducing frequencies”<br />
Response – When fuel, maintenance, operators’ salaries (operators are paid the<br />
same amount regardless <strong>of</strong> the size <strong>of</strong> bus they are driving), etc., are factored in,<br />
there is actually no significant cost difference between operating a small bus and<br />
larger one. That said, we do use smaller, 30-foot buses whenever we can, most<br />
notably on lines in the hills with narrow, winding streets. Even then, smaller buses<br />
are not always practical, given ridership volume. It’s important to remember that<br />
while you may not see your neighborhood bus full in the middle <strong>of</strong> the day, chances<br />
are that it is well-used during commute times. Likewise, if you see a bus near the<br />
end <strong>of</strong> its line, it will likely have fewer people on it.<br />
Comment – “Employ used and older buses/vehicles”<br />
Response – <strong>AC</strong> Transit employs a rigorous system <strong>of</strong> both preventative and<br />
responsive maintenance and tries to maximize the use that we get out <strong>of</strong> each<br />
vehicle purchased. However, buses, like other vehicles, reach an age where it can<br />
be more costly to keep repairing the vehicle than to replace it. In addition, the<br />
District must adhere to many guidelines for emissions, etc., that older buses may not<br />
meet. There are strict guidelines regarding what type <strong>of</strong> bus may be operated, and<br />
the condition that it must be in, that do not always make it possible to keep older<br />
vehicles in service.<br />
Comment – “Use a Dial-a-Ride type service with vans instead”<br />
Response – Operations costs for demand-responsive services, like Dial-a-Ride, are<br />
more expensive per passenger than running a fixed route on a given line. As<br />
mentioned above, the bulk <strong>of</strong> the costs associated with operations <strong>of</strong> a bus route are<br />
embedded in labor costs. Provision <strong>of</strong> fixed route transit allows operators to spread<br />
administrative costs over more lines due to the relative efficiency <strong>of</strong> fixed route<br />
operations. In contrast, demand-responsive services require substantially more<br />
resources for effective dispatching and are considerably more costly to operate. In<br />
addition, demand responsive services <strong>of</strong> the type described above would hold fewer<br />
passengers per vehicle, with the same fare, resulting in a higher cost per passenger.<br />
Comment - “Why don’t you cut back on salaries, including the General Manager and<br />
drivers, instead <strong>of</strong> cutting bus routes?”<br />
Response – Staff produced $12.9 million dollars in cost savings in Fiscal Year 20<strong>09</strong>-<br />
10. Staff is committed to implementing more efficient ways to provide service. As a<br />

result <strong>of</strong> budget cuts and service reductions, the District plans to eliminate 233<br />
positions from the payroll by the end <strong>of</strong> Fiscal Year 20<strong>09</strong>-10.<br />
