Receive Report and Provide Direction to Staff on Revised Service Proposals
Fiscal Impact:
Implementation of the Draft 2009 Revised Service Adjustments Plan (RevSAP) would result
in an estimated annualized District-wide savings of approximately $9.6 Million, net of
anticipated fare revenues. Final adoption of this plan would result in an overall reduction of
8.4% platform hours, District-wide.
Background/Discussion:
This memorandum will provide a comprehensive overview of the history, process and
service proposals associated with the 2009 Service Adjustments Plan, in its original and
proposed form. The first section details the processes and steps involved in the
development of the Draft 2009 Service Adjustments Plan (SAP). The second section
provides information on the steps and rationale of how the SAP was revised (RevSAP) to reincorporate
approximately 140,000 platform hours of restored service, using the same
routing structure developed during the SAP process.
Background Information and Context
In January 2009 the AC Transit Board of Directors received a report outlining an 18 month
financial projection that indicated a $57 Million deficit by the end of June 2010.
Subsequently, the District Board of Directors declared a Fiscal Emergency on June 24,
2009.
District Budget Process
After a comprehensive review of all aspects of the District’s operations, including support
and other non-core activities, District staff proposed a biennial budget that incorporated
service cuts and a reduction of expenses in FY 2009-10 and FY 2010-11. With the intent
to restore the District’s fiscal balance, staff developed a plan to manage through the
challenging times ahead. There were three parts to the plan: (a) Preserving the budget
base; (b) Protecting new initiatives; and (c) Guiding budget cuts that will occur:
Rev. 6/09

Meeting Date: November 18, 2009
Preserving the Budget Base – After working with all District departments in the budget
development process, total operating expenses on a net proforma basis for FY 2009-10
are projected to be $323.4 million dollars (after service cuts, and including loss of fares
and grant reimbursement of certain project labor). This would represent a $2.7 million
dollar decrease from previously projected FY 2009-10 operating expenses, on a net
proforma basis of $326.1 million dollars.
Preserving the base means controlling costs. When compared to anticipated annual
increases in expenses, staff actually produced $12.9 million dollars in cost savings in FY
2009-10 through service cuts and other operating efficiencies. Also, operating cost
savings projected by staff for FY 2010-11, compared to anticipated annual increases in
baseline operating expenses, are $25.4 million dollars.
Protecting New Initiatives – In order to remain a viable operation, the District must focus
on core transportation and maintenance operations, rather than support business and
services. Staff is committed to identifying more efficient ways to provide service. The
following list of initiatives has been developed and is in the early stages of design and
implementation:
• Developing an indirect cost rate
• Developing a “force” account
• Maximizing the use of Grants
• Using the new FHR system for finance and operational control
• Revenue Service Restructuring
• Tracking on-time service
• Tracking Ridership
• Maintenance cost reduction programs
• Improved work rules utilization
• Compensation and Benefits Restructuring Program
Guiding the Budget Cuts That Will Occur – 1,944 positions are authorized in the FY
2009/10 budget, and 1,921 are authorized FY 2010-11. This does not include Paratransit
staff, reported separately in a budget for that unit, but it does include the Retirement
Department staff. Had the original SAP been approved by the Board, the following
positions would have been subject to layoff by the end of FY 2009-10:
• Management Positions (net) 25
• Drivers 150
• Maintenance mechanics and technical staff 36
• Other ATU/IBEW employees 22
• Total positions eliminated 233
Should the Board adopt the Revised Service Adjustments Plan, it is intended that no bus
drivers will be laid off and that the resulting reduction in maintenance employees will be
limited to approximately 12 temporary service employees and 3 temporary janitors. The
number of positions will be proportionately reduced but the actual layoffs will be primarily
offset by attrition.

On August 26, 2009 the AC Transit Board of Directors approved the Biennial Budget for
the District for Fiscal Years 2009/10 and 2010/11. This was further ratified by Resolution
09-048 passed by the Board on September 9, 2009, which provided the District with a
balanced budget, as required by Board Policy 312. The budget passed was predicated on
savings from service reductions totaling $18 Million, net of fares. Service Development
staff then prepared a series of service reductions, adjustments and re-alignments in
accordance with direction to reduce District services 15% (315,000 Platform Hours).
Currently the District operates approximately 2,070,000 annual platform hours. The
implementation of the Service Adjustments Plan would result in operations of 1,755,000
annual platform hours.
2009 Service Adjustments Plan
Staff developed the 2009 Service Adjustments Plan (SAP) in accordance with Boardadopted
principles:
• Allocation of service must reflect some consideration of geographic equity, but
ultimately productivity and usefulness of the service should be given greater weight
– Strategic Plan
• Service must be prioritized to those areas with the greatest potential for transit use,
with good patronage rewarded by better service and shorter waits – Guiding
Principles
• The District should maintain minimum route spacing/coverage – Service
Deployment Policies
On June 24, 2009 the Board received a detailed report (GM Memo 09-161) and
presentation of the SAP that included routing, frequency and span changes. At that time,
staff had estimated that the plan would reduce the daily platform hours to 5,700 per day for
weekdays and just fewer than 2,900 per day for weekends. These targeted savings were
confirmed through a run cut, developed by the Schedules Department. A final set of
proposals was presented to the Board on August 26, 2009 (GM Memo 09-161a), which
included three (3) minor revisions to the original SAP. Information regarding ridership
methodology, preliminary Title VI screening and related matters is available in GM Memo
09-161.
Public Outreach and Public Comments Process
The development of the SAP process involved an extensive and comprehensive public
outreach process. Please refer to Attachment A1 for a brief narrative on the process as
well as Attachment A2 for a complete report detailing the nature and scope of comments
received. Additionally, the Districts External Affairs, Marketing and Media Affairs
Department have provided a report (Attachment B) of the Summary of Publicity and
Outreach for the Community Workshops and Public Hearings on the AC Transit 2009
Service Adjustments Plan.
Transfer Policy – as stated in the public comments report, over half of the comments
received proposed changes to the District’s transfer policy. This issue will be the subject
of a December 2009 Board presentation.

2009 Revised Service Adjustments Plan (RevSAP)
On September 25, 2009 the Board considered a proposal to shift funds from the Bus
Rapid Transit (BRT) Project to the District’s operating budget (GM Memo 09-228).
Subsequently, on October 28, 2009 the Board affirmed its support for the diversion of
Congestion Mitigation Air Quality (CMAQ) funding to operating expenses. If the effort to
divert the funds is successful, it would allow for the reinstatement of 140,000 annual
platform hours of service, bringing the District’s annual platform hours to 1,920,000.
Additionally, staff was able to provide solutions to concerns and issues identified
through the public comments process of the original SAP. The RevSAP is an amalgam
of “restored” service and efficient and creative solutions to identified problems.
Generally, all trunk-line service has been restored to original frequencies and span, and
the span for several lines has been restored. Finally, service to a key regional
destination previously proposed for discontinuation has been restored.
Service Reinstatement Guidelines
As discussed in GM Memo 09-217c, the Board was provided priorities for reinstatement
of service based on the funding shift. These priorities included:
• Coverage – restoration of lines that are shown to have disparate impacts under
Title VI, and under the concept of “completing the grid” (ensuring adequate route
spacing/coverage),
• Frequency, Transbay Trips and Span – restoration or expansion of frequency,
trips and/or span to areas based on demonstrated patron demand and use.
The revisions to the original SAP are predicated on the above guidelines, taking into
account the sub-regional hours split from both the current (Fall 2009) and the RevSAP
proposal. More information regarding the results of the sub-regional hours split is
discussed below.
Platform Hours Split Analysis
District service has evolved over time, and per policy, has been apportioned based on a
balance between productivity and geography. As this exercise is ultimately considered
a reduction in service, staff attempted to maintain the basic geographic, service day and
service type split established through prior service planning. Existing routes were
apportioned by the actual amount of time spent within a particular area to ensure equity.
The table below shows the split by geographic area:
• Western Contra Costa County – including the cities of Richmond, San Pablo, El
Cerrito and un-incorporated portions of Contra Costa County.
• Northern Alameda County – including the cities of Albany, Berkeley, Emeryville,
Oakland, Alameda and Piedmont.
• Central Alameda County – including the cities of San Leandro, Castro Valley,
Hayward, and un-incorporated portions of Alameda County.
• Southern Alameda County – including the cities of Fremont, Newark and Union
City.

RevSAP Apportioned Hours Split 9.6% 65.7% 15.3% 9.4%
Difference -1.4% 2.9% -1.2% -0.3%
Analysis of the geographic platform hours split above indicates a minor shift in service in
the West County region, spread across the other three region with the North area
receiving a minor proportionate increase. It’s important to note that services in West
Contra Costa County were essentially restored to their current conditions, and all of the
lines are again at 30 minute frequency. Weekend hours in the North area have shifted
by almost 3% due to the demonstrated use of transit in that area.
Saturday 8.5% 8.7% 0.3%
Sunday 9.5% 9.8% 0.3%
The Service Day Hours split is consistent with expectations that there were some very
deep reductions to weekend service under the SAP, which resulted in a very slight
reallocation of hours from the weekday platform.
Transbay 16.0% 14.1% -1.9%
Analysis of the above shows a minor increase in local service, offset primarily by a
reduction in Transbay services. The reductions proposed for Transbay service
represent a balanced plan between allocation and demonstrated demand. As shown
below, increased trips were added to several Transbay lines; staff will continue to
monitor the operations of the lines and adjust trips accordingly.

RevSAP Final Plan Details
Similar to the SAP, staff has identified service adjustments in five (5) general areas:
• Western Contra Costa County
• Northern Alameda County
• Central Alameda County
• Southern Alameda County (Special District 2)
• Transbay Service
The tables below provide detail on the final staff recommendations and rationale related
to the RevSAP proposal. Changes were made based largely on public comment
received during the SAP process, as well as staff analysis of ridership reductions
completed during the SAP process. As stated above, service restorations were
prioritized on demonstrated demand (ridership), line spacing guidelines (coverage), and
lifeline considerations (span). The information provided below represents a combination
of weekday and weekend changes. A complete table of the RevSAP will be provided at
the Board of Directors meeting.
Service to Oakland Zoo
Currently the lines 56 and 98 provide service to the streets surrounding the Oakland
Zoo, but do not travel directly on Zoo property. Unfortunately, this can result in a
difficult walk for bus patrons desiring service to the Zoo. Appropriate to the
development of the SAP, the decision process related to discontinuation of service to

GM Memo No. 09-217d
Meeting Date: November 18, 2009
the Zoo was exclusively based on demonstrated use (or the lack thereof). The ridership
analysis of lines 56 and 98 showed the following daily boarding activity at all stops
directly adjacent to the Zoo:
• Weekday – 44
• Saturday – 22
• Sunday – 22
Subsequently, due in large part to a successful Zoo patron mobilization campaign, the
District has received well over 250 emails in reference to the SAP proposal of
discontinuation of the lines that provide service to the Oakland Zoo. Zoo management
has requested reconsideration of the SAP proposal.
Staff feels strongly that a dedicated route to/from the Zoo would not be a sustainable
line. However, with the RevSAP, staff was able to apportion a small amount of hours to
augment the Line 46. This allocation enables the District to provide service to/from the
Oakland Zoo every 30 minutes, Monday through Friday. Under the RevSAP, the Zoo
will be an actual destination of the Line 46 and will drop patrons at the lower entrance to
the facility, providing direct service. The Zoo has agreed to allow bus operators use of
restroom facilities required at the end of the lines.
As the Line 46 does not operate during weekends currently, there will be no service to
the Zoo on weekends. Should the Zoo feel that provision of service on weekends is
critical to its operation, staff suggests that the District and the Zoo collaborate to find
alternative funding strategies. It’s estimated that weekend service to the Zoo for 12
hours per day would require (net farebox), approximately $175,000 in operating
subsidies on an annual basis.
Service to the City of Berkeley
During the public comments process, staff and Director Harper were in attendance at a
meeting of the Berkeley Transportation Commission to listen to public comment
regarding the proposed changes. During that meeting, a detailed response to the SAP
was presented to the Commission (at the request of Berkeley Councilmembers) that
outlined concerns with the proposed changes and offered different options for continued
service provision to the neighborhoods of Berkeley. Additionally, the City Manager
provided a comment letter to the SAP that identified particular concerns and issues with
the proposal.
District staff reviewed their suggestions and elected to change the service platform in
Berkeley based on several of the direct recommendations in the City Manager’s letter,
as well as neighborhood line restructuring proposed in the Transportation Commission
report. Changes include: restoration of Line 67; restoration of Line 4 frequency;
extension of Line 25 service to 8pm. Additionally, a new hybrid neighborhood bidirectional
circulator route was created that links the Rockridge BART station to
Downtown Berkeley and West Berkeley (7 th Street) via Dwight and Ashby. This new
circulator partially duplicates service currently provided by the West Berkeley Shuttle.

Staff is in discussions with the city about the future potential to reallocate revenues used
to fund the West Berkeley Shuttle to help support continued service to the west side.
Line 51
As identified in the Line 51 Service and Reliability Report (51 Report), Line 51 is AC
Transit’s highest ridership line (18,747 passengers per day), has the highest number of
trips (205) of any single line, and currently has the highest productivity ratio (56.15
passengers per platform hour) of all lines operated by the District. However, the line
suffers from crippling on-time performance issues that result in serious reliability issues
and an inefficient operations profile. Of the six (6) corridor segments along the line,
none were rated above Level of Service (LOS) D (“Irregular headways, with some
bunching”), with a preponderance of occurrences of LOS E (“Frequent bunching”).
The 51 Report provides a series of recommendations for changes to various aspects of
the line, including: bus stops, route alignment, fare payment, scheduling, line
management techniques, etc. The original SAP included the recommendations chapter
of the 51 Report for discussion during the public process, but only one recommendation
from the 51 Report was proposed for immediate implementation, splitting the line at
Rockridge BART.
One of the main tenets of the SAP process was to ensure that District services would be
operated well, and that requires some hard decisions on legacy lines. The Line 51
Report states that the portion of the line between Berkeley Amtrak and College/Manila
alone represents 51% of the delay northbound, and 45% of the delay southbound. This
segment represents 39% of the mileage of the entire line.
Given the analysis provided, the RevSAP includes the following final recommendation
for service along the Broadway/College/University corridor:
1. Short Term – Continue with proposed split of the Line at the Rockridge BART
station. The 51 Report estimates that as much as 13% of the ridership will be
affected by this proposal and potentially required to transfer at the Rockridge
BART station.
2. Medium Term – Implement the recommendations identified within the 51 Report.
Staff proposes to return to the Board in January 2010 with a final version of the
report outlining a plan for implementation of all recommendations.
3. Long Term – Implementation of an enhanced bus system as envisioned in the
AC Transit Strategic Vision.
Line NL
The SAP proposal for the Line NL was not changed as part of the restoration process.
The re-introduction of Line 58L will provide much needed direct service from the Laurel
neighborhood, connecting that part of MacArthur Blvd directly with downtown Oakland.
However, staff has concerns about peak load capacity of the NL, particularly in the

GM Memo No. 09-217d
afternoon/evening rush. Additionally, during the comment period, the District received
requests for service in the Grand Lake/Lakeshore area, previously supplied by Line 13.
A review of ridership statistics shows that of the riders who use the NL for Transbay
service:
• Eastbound approximately 85% disembark from the line by the MacArthur and
Lakeshore stop eastbound, and
• Westbound approximately 90% of the riders going to the Transbay Terminal
begin boarding at Lake Park/Lakeshore.
Recommendations for the line include:
1. Short Term – Given these statistics, as well as public comments related to the
discontinuation of the Line 13, staff proposes the creation of a new Transbay
Line (BA) that will provide peak-only service to the Crocker Highlands area of
Oakland, and operate along Grand Avenue on similar routing to the Line NL.
2. Medium Term – Implement the recommendations identified in the 51 Report.
Staff proposes to return to the Board in January 2010 with a final version of the
report outlining a plan for implementation of all recommendations.
3. Long Term – The MacArthur/Airport corridor is one of the 4 corridors within the
District proposed for conversion to Bus Rapid Transit. The District should
continue to support the implementation of enhanced bus opportunities, including
Bus Rapid Transit, along this corridor.
Cedar Street Agreement
On June 19, 1991 the District entered into a settlement agreement with the Cedar Street
Neighborhood Association (CSNA) regarding service along Cedar Street. The
agreement stipulates the types of vehicles, number of trips, as well as hours per day
that District buses may traverse Cedar Street. Specifically:
• Vehicles – The agreement allows for the operation of “standard diesel” buses in
the peak periods, and “vans” during midday. This terminology has come to mean
that peak service could be operated by use of 40 foot buses, and midday service
by 30 foot buses. Since the initiation of the Line 19, AC Transit only programs 30
foot buses for service along Cedar Street.
• Service (weekday) – Service from 6am to 10am may range in trips from 22 to 30.
Service from 10am to 4pm carries no trip number specification, but it must be
operated in “vans”. Service from 4pm to 7pm may range in trips from 20 to 26,
and under no circumstance shall the total number of daily trips exceed 48
• Service (weekend) – No hours delineations, just vehicle type requirements.
It is relevant to note that the Transit Streets Map adopted with City of Berkeley’s
General Plan identifies Cedar Street as a “secondary route”. Secondary routes “are
routes that are necessary to provide convenient access to other areas of the city and
supplement primary routes.”

GM Memo No. 09-217d
Meeting Date: November 18, 2009
A key component of the SAP involved the creation of new neighborhood circulators or
shuttles that provide relatively quick trips to/from major centers of activity. These trips
would be focused to operate in a particular area of the District (region of a city) and on a
bi-directional platform.
The SAP proposed the implementation of a North Berkeley Circulator route (Line 25)
that would provide service between neighborhoods in North Berkeley to downtown. The
service would operate bi-directionally, departing from downtown every 15 minutes in
opposing directions, totaling 4 buses through the area per hour. Based on public
comment received, the RevSAP would augment that service by extending the operating
hours from 6am to 8pm. This would result in 56 trips per day providing service to the
neighborhood.
By operating the service in 30 foot buses, and maintaining the peak maximum trip
allowance (am – 30, pm – 26), staff feels that the spirit of the agreement is met. The
General Counsel’s office will be scheduling a meeting between staff and the CSNA to
review the proposed service and receive feedback.
Title VI Analysis
As stated in GM Memo 09-161, a cursory Title VI analysis was completed during the initial
proposal development process for the SAP. Subsequently, the Long Range Planning staff
began work on the formal review of the SAP; however, work was temporarily postponed
given the possibility of service restorations that would have had definite impacts on the
analysis. Planning staff has resumed that work and will provide the Title VI report to the
Board at its meeting on December 16, 2009 in connection with final consideration of the
RevSAP.
In review of the Title VI report (GM memo 03-199) for the service reductions completed in
2003, staff finds that out of the eight (8) routes highlighted during the analysis, the Line 47 –
Maxwell Park is the only service still in operation from that period. The RevSAP
recommendation for the Line 47 includes the restoration of peak-only 45 minute frequency
service. The final Title VI report for the RevSAP will assess whether this service is
adequate, or whether a disparate impact remains.
Post Implementation Monitoring Plan
Staff has completed analysis regarding forecasted ridership impacts to service proposals.
Impacts to services that are being discontinued are fairly straightforward to model; however,
changes to frequency on a line represent a forecasting challenge. Unfortunately, most of the
modeling and forecasting methods are reliant upon existing data, and information from other
transit properties that have varying land use patterns and operating conditions. In short,
there are no truly accurate models for ridership estimates related to service reductions. That
said, one method for measuring success is to review transit use by geographic area and
compare both raw ridership and productivity. Additionally, a chief tenant of the SAP and
RevSAP related to increases in reliability and operations effectiveness. A key indicator of a
line’s effectiveness is On-Time-Performance (OTP) by line, by direction and by time-of-day.

GM Memo No. 09-217d
Meeting Date: November 18, 2009
The District should employ a robust post-implementation monitoring program to help
adequately assess the efficacy of service changes. This effort will include the determination
of standards and measures for lines to be evaluated and should be tied to requirements for
adjustments, should lines not perform up to standard. There are many methods for
development of a monitoring program, and staff proposes to provide a plan to the Board for
consideration in February 2010.
Next Steps:
Public Outreach – Staff is preparing information for one final community workshop for the
RevSAP. This meeting is tentatively scheduled to occur on Tuesday, December 1, 2009 at
the District general offices. Additionally, staff is exploring the possibility of using interactive
technologies and conducting a webinar as well.
2009 Service Adjustments Plan Public Comments
GM Memo 09-217d
Attachment A1
The 2009 Draft Service Adjustments Plan (SAP) was developed in response to the
declaration of a Fiscal Emergency by the District on June 24, 2009. The SAP proposed
both service adjustments and reductions that would result in the elimination of 15% of
the Districts Platform (gate to gate) hours. Due to the magnitude of the reduction, a
robust and comprehensive Public Outreach strategy was developed and implemented.
In additional to other formats to provide comments, the following types of
meetings/briefings were held:
• Community Workshops (2 rounds)
• Local Elected Officials Briefings
• Individual Director Briefings
• City Staff Briefings
• Funding Agency Briefings
• City Council, Commission and Liaison Committee Briefings
• Public Hearings (3 meetings)
For a detailed list of meetings conducted, please refer to Table 1 at the end of this
report.
Community Workshops
Two rounds of community workshops were held during the SAP process, distinct from
each other based on the timing of the overall plan development. There were two main
goals associated with these workshops:
1. Information sharing – Planners/staff were encouraged to spend time with
attendees talking to them about how/why they use the service and what effect
proposed changes would have.
2. Information obtaining – Attendees provided valuable input on behavioral uses of
the service as well as feedback on the service proposals themselves.
The first series of five (5) workshops involved iterative one-on-one discussion between
District Planners/staff and the attendees to assess travel and use patterns. Additionally,
staff led attendees through a series of “trade-off” questions/statements. Information
from this exercise was used in the development of the service proposals that were
presented during the 2 nd round of workshops. For more information on the “trade-off”
exercise, please refer to AC Transit GM Memo 09-197, presented to the AC Transit
Board of Directors on July 29, 2009.
The second series of eight (8) workshops involved providing a general overview of the
process and methodology used for the determination of the service proposals.
Attendees were then encouraged to discuss proposed changes with Planners and staff
where their comments/questions and suggestions were taken. Public Comment sheets
separate comment “button” for each line, commenting was made easier for the public,
which made final tally of comments easier for District staff.
Petitions
14 petitions were received by the District during the comment period. These petitions
related to service proposals for the following lines: 7, 11, 12, 18 (2), 19 (3), 52L, 59 (2),
There is some overlap of categories within the counts listed above, as some comments
were submitted on multiple lines or by multiple mediums. In particular, many individuals
submitted comments at the Public Workshops as well as on the AC Transit Website. As
a result, there may be several hundred overlapped comments appearing in the tallies
listed above. It should also be noted that not all individual comments were regarding a
specific line. Nearly half of all general comments were related to revising the District’s
transfer policy to lengthen the amount of time that the transfer is effective. There were
also several general comments regarding support for the proposed use of Bus Rapid
Transit funds for service preservation and opposition to the District’s use of Van Hool
buses. While not route specific, these changes were submitted in response to the
Service Adjustments Plan, and so are mentioned here.
In an attempt to make the comments as user friendly as possible for Staff, the AC
Transit Board of Directors and the Public, the comments received were indexed, in five
separate binders, in the following way:
• Individual comments were organized by route.
• Workshop comments were grouped by workshop location.
• Petitions and letters from elected officials and community organizations were
separated.
• Specific service changes receiving an unusually large number of comments in
opposition, such as service elimination to the Oakland Zoo, were grouped
together.
After categorizing and filing each Public Comment, Staff began analysis of the
comments for trends, and to categorize them as either positive (pro) or negative (con)
by both individuals and organizations. Comments that we deemed most useful to Staff
in planning potential service add-backs were highlighted and entered into a separate
document, the 2009 Service Adjustments Plan Public Comment Table (Table 2, SAP
Comments).
General, Non-Route Specific Comments
Individual tally counts and highlighted comments can be read in the full SAP Database.
However a few summary comments are made here in order to help delineate overarching
themes and items of particular interest. The first of these topics concerns
suggestions from the Public of how the District might operate more efficiently. Since
some of these suggestions seem to come up repeatedly, a few of them are addressed
here, and individual examples have been quoted as they were received in the Public
Comments.
Comment – “Consider smaller buses rather than reducing frequencies”
Response – When fuel, maintenance, operators’ salaries (operators are paid the
same amount regardless of the size of bus they are driving), etc., are factored in,
there is actually no significant cost difference between operating a small bus and
larger one. That said, we do use smaller, 30-foot buses whenever we can, most
notably on lines in the hills with narrow, winding streets. Even then, smaller buses
are not always practical, given ridership volume. It’s important to remember that
while you may not see your neighborhood bus full in the middle of the day, chances
are that it is well-used during commute times. Likewise, if you see a bus near the
end of its line, it will likely have fewer people on it.
Comment – “Employ used and older buses/vehicles”
Response – AC Transit employs a rigorous system of both preventative and
responsive maintenance and tries to maximize the use that we get out of each
vehicle purchased. However, buses, like other vehicles, reach an age where it can
be more costly to keep repairing the vehicle than to replace it. In addition, the
District must adhere to many guidelines for emissions, etc., that older buses may not
meet. There are strict guidelines regarding what type of bus may be operated, and
the condition that it must be in, that do not always make it possible to keep older
vehicles in service.
Comment – “Use a Dial-a-Ride type service with vans instead”
Response – Operations costs for demand-responsive services, like Dial-a-Ride, are
more expensive per passenger than running a fixed route on a given line. As
mentioned above, the bulk of the costs associated with operations of a bus route are
embedded in labor costs. Provision of fixed route transit allows operators to spread
administrative costs over more lines due to the relative efficiency of fixed route
operations. In contrast, demand-responsive services require substantially more
resources for effective dispatching and are considerably more costly to operate. In
addition, demand responsive services of the type described above would hold fewer
passengers per vehicle, with the same fare, resulting in a higher cost per passenger.
Comment - “Why don’t you cut back on salaries, including the General Manager and
drivers, instead of cutting bus routes?”
Response – Staff produced $12.9 million dollars in cost savings in Fiscal Year 2009-
10. Staff is committed to implementing more efficient ways to provide service. As a
result of budget cuts and service reductions, the District plans to eliminate 233
positions from the payroll by the end of Fiscal Year 2009-10.
Comment – How did you come up with the Service Adjustments Plan?
Response – The Service Adjustments Plan was the result of detailed analysis by AC
Transit Staff of the following types of data:
Input from Bus Operators and Supervisors
Input from the Public during the first set of Public Workshops
Passenger counts (including Automatic Passenger Data by stop and time of
day)
Demographics (including population density, car ownership, household
income, minority households, etc.)
 Route Operations and Reliability
Landmarks and major destinations (including schools, hospitals, social
services, etc.)
Information regarding planned construction and public works projects in
affected areas that would change routing
Already long on the OX that runs every 10 minutes between 5 and 6 in
the evening from SF to Alameda. Do not reduce the number of buses
during these times: 1
Please don't cut the 3:15 bus leaving San Francisco! I usually take this bus
to pick up my children and 15 minutes later would really be a big
problem. Would it be possible to consider cutting one of the more
frequent buses a little later in the day?: 1
I take the 8:53 am P bus at the Oakland and Grand Avenue stop at least
twice a week. The proposed plan's last morning bus would be at 8 am
which is not a half hour reduction in service but nearly a full hour. This is
not convenient when you need to drop off your children at school which
starts at 8:45 am or if you have appointments and responsibilities in San
