BackgroundIn 2007 the EU adopted the financial framework for the support of asylum, migration, integration and border control policies – the Solidarity andManagement of Migration Flows General Programme later referred as „SOLID Fund“. Although this framework has been operational for several years, technical and operational difficulties are not the only challenges Member States are facing. The application for funding and the legal requirements stillremain obstacle. This funding mechanism contains financial support for Member States of 4.02 bn Euro. The majority of its funding is allocated to Member States undershared management which already have established national programmes along with set up management and control systems. Responsible Authoritiesare managing the day to day business of the programme, when necessary in dialogue with the European Commission, whereas Certifying and AuditAuthorities are exercising their control functions. The management of the application process still remains a difficulty for authorities to receive EU financial resources.
