Creating the Proper Environment for the Program toFlourish. To ensure the success of the program, theSangguniang Bayan (municipal council) enacted severalmunicipal ordinances: Municipal Ordinance Number 32 in 1992 prohibited andpenalized the indiscriminate cutting of trees along roadsand other government-owned areas. Municipal Ordinance Number 43 in 1993 guaranteed theownership of Ylang-Ylang planted along roads. Municipal Ordinance Number 65 in 1998 required amunicipal permit or license or clearance for the purchaseand planting of Ylang-Ylang seedling.Expansion. With the support coming in and thetechnology in place, the municipal government sought toexpand the supply of ylang-ylang flowers. The municipalityencouraged the massive planting of the Ylang-Ylang trees.Various sectors were tapped in these undertakings. Studentsenrolled in the four primary schools and the only secondaryschool in the municipality were required to plant andmaintain at least one tree in their respective barangay duringthe school year. Graduating students were required to plantseedlings in the school grounds, which were monitored by thenametags placed in every Ylang Ylang they had planted.Municipal officials and employees were also involvedincluding the Philippine National Police (PNP) who guardedthe seedlings.In 1996, the local government purchased a 50-kg extractorusing its 20 percent economic development fund. Recently, anewly-fabricated oil extractor prototype especially made for<strong>Anao</strong>’s Ylang-Ylang oil extraction needs was transferred to themunicipality by the DOST.Maintenance. Expansion has made the responsibilities ofthe local government more complex. Realizing the enormousbenefits to be gained if it were to get other parties involved,the LGU caused the formation of the <strong>Anao</strong> Ylang-YlangPrimary Multipurpose Cooperative (AYPMPC) to complement
