Oregon School Facilities Management Association (<strong>OSFMA</strong>)By-LawsRevised April <strong>2013</strong>ARTICLE IThe name of the organization shall be Oregon School FacilitiesManagement Association (<strong>OSFMA</strong>).ARTICLE II – PURPOSES1. To promote and develop the highest degree of professionalismin the maintenance, operations, planning, development andconstruction of school facilities.2. To assist Association members in dealing with common problemsand promoting the exchange of ideas, technical data, and otherinformation with the purpose of raising the standards of publicschool maintenance and operations throughout Oregon.3. To provide an organization within the State of Oregon whichwill encourage, develop, and promote methods, materials, andprocedures designed to increase the efficiency and effectiveness ofschool maintenance operations.4. To collect, organize, publish and distribute educational material andstatistical data which promotes effective and efficient maintenance,operations, planning, and construction of public schools withinOregon.5. To promote and develop new and innovative procedures andpractices which may be advantageous to the members of theAssociation and/or their respective school districts.6. To encourage and promote passage of legislation deemed beneficialto statewide maintenance and operations programs and/or themembers of the Association.7. To disseminate information to Association members, schooldistrict officials, officials of local, state, and/or federal agencies, andmembers of legislative departments as appropriate.ARTICLE III – AREA INTEREST AND REPRESENTATIONThe Oregon School Facilities Management Association shall consistof those persons who are engaged in the management of schoolmaintenance operations programs and facilities managers/planners.ARTICLE IV – MEMBERSHIP OF THE ORGANIZATIONSection AThose persons who have program management level authorityand /or responsibility for one or more Maintenance, Operationsor Construction programs in any K12 educational facility, and/orcommunity college, within the state of Oregon.Program Management Level Authority and/or Responsibility definition:1. Administrative Oversight of the Program(s)2. Budget Authority3. Exempt from Fair Labor Management RulesSection B1. ACTIVE MEMBERS: Oregon school and community collegeemployees actively employed in a position of program levelauthority and or responsibility for Maintenance Services andOperations in an educational facility. This is a voting membershipand in-state employment is required. Active members have fullbenefits, and may run for Board of Directors or officer positions(reference attachment III).2. EDUCATIONAL ASSOCIATE MEMBER: Those persons regularlyemployed in a position of supervisory responsibility in the fieldof maintenance, operations and facility programs related to aneducational institution, but do not meet the definition of anActive Member. This is a voting membership. State of Oregonemployment is required. An Associate Member has full <strong>OSFMA</strong>benefits but may not hold a Board of Director’s office or aleadership position.Supervisory Responsibility Definition:a. Oversight of staff and operations; OR, Primary oversight ofa substantial facility-related program without direct staffsupervision;AND,b. Subject to Fair Labor Management rules3. NON-EDUCATIONAL ASSOCIATE MEMBER: Those personsregularly employed in a position of administrative, managerial, orsupervisory responsibility in the fields of maintenance, operation,and facility programs not related to an educational facility. This isa non-voting membership and state residency is not required. ANon-Educational member has full <strong>OSFMA</strong> benefits but may nothold a Board of Director’s office or a leadership position.4. EDUCATIONAL PARTNER MEMBER: Supplier, vendor, contractorrepresentative, or other agency or association who offers orprovides membership, products, goods or “services for a fee”to maintenance and operations departments in educationalfacilities. This is a non-voting membership and state residencyis not required.
