Who We Are...<strong>OSFMA</strong> is an organization of School Facilities MaintenanceProfessionals with the common goal of promoting and developingthe highest degree of professionalism in the maintenance,operations, planning, development and construction of schoolfacilities.Our Association is managed by a Board of Directors, composedof a President, Vice President, Secretary/Treasurer, and immediatePast President; and elected by a majority of our voting members.The Board also includes Directors from each of the five geographiczones, who are nominated by the members of said zones and alsoapproved by the voting membership. Energy ConservationMembership…Active Members: Oregon school and community collegeemployees actively employed in a position of program levelauthority and or responsibility for Maintenance Services andOperations in an educational facility.Educational Associate Members: Those persons regularlyemployed in a position of supervisory responsibility in the fieldon maintenance, operations and facility programs related to aneducational institution.Non-Educational Associate Members: Those persons regularlyemployed in a position of administrative, managerial, orsupervisory responsibility in the fields of maintenance, operation,and facility programs not related to an education facility.Educational Partner Membership: Supplier, vendor, contractorrepresentative, or other agency or association who offers orprovides membership, products, goods or “services for a fee” tomaintenance and operations departments in educational facilities.Honorary Members: Honorary membership in this Associationmay be extended to any person whom the Association approves.Retired Members: Members in good standing may retain a nonvotingmembership in the Association upon retirement.<strong>OSFMA</strong> Zone Information<strong>OSFMA</strong> has divided the State of Oregon into zones. Well Loved, Respected School and <strong>OSFMA</strong> LeaderDoug LemleyPasses Away After Long Struggle with CancerWith deep sadness we have learned Doug Lemley passed away on May 29,<strong>2013</strong>. Doug was the Custodial Supervisor in Eugene and a respected leader inschool facility management and in the <strong>OSFMA</strong> organization. He frequently ledclasses in custodial and management-related classes and provided valuableresources to others. Doug’s work while at Eugene School District was usedas a model for many districts in Oregon – including the Custodial StandardsManual.Doug became a member of <strong>OSFMA</strong> in 1986 and was a long-time leaderin the <strong>OSFMA</strong> association; he helped organize the annual conference thatprovided professional development, resources and networking for schoolfacility managers across the State. He served on the conference committee for25 years and was responsible for securing gifts for conference attendees.Doug was well loved, respected and will be deeply missed by the entire <strong>OSFMA</strong>Association. The Lemley family is planning a celebration of Doug’s life. When we knowthe details, they will be emailed to <strong>OSFMA</strong> members. Jim Grossnicklaus Leadership Award RecipientMELINDA SHUMAKERMelinda Shumaker, North Clackamas School DistrictFacilities Manager was the recipient of the Jim GrossnicklausLeadership Award at the annual April conference. While servingas the Maintenance Services Supervisor for the Beaverton SchoolDistrict, Melinda successfully assumed duties and responsibilities ofthe grounds, custodial, courier, mailing and printing departmentsand saved the district $100,000 within the mail budget. Sherestructured grounds work between schools and MaintenanceServices.Melinda has been a member of <strong>OSFMA</strong> since 2003. She wasZone 1 Director from 2006-2008, was elected Vice President in2008, served as President-Elect, and served as President in 2011and Past President in 2012. She has served on the conferencecommittee since 2008 and on the membership recruitmentcommittee. In addition to hercommitment to <strong>OSFMA</strong>, Melindawas also the Facilitator for theBeaverton School District SafetyCommittee.Melinda has earned her Bachelors of Science Degree inMechanical Engineering Technology and her Master’s Degree inBusiness Administration. In 2006, she was awarded the <strong>OSFMA</strong>Professional Growth Facilities Maintenance Manager Certificationand served on the Professional Growth Committee. As President,one of Melinda’s goals was to start the Mini Conferences, and thisOctober with be the third mini conference. In 2007, she chaired theCooperative Public Agencies of Washington County (CPAWC) andassisted with their fall workshops. vJim Grossnicklaus Leadership AwardJim was one of the mostknowledgeable and respectedprofessionals in education and facilityrelated work. Jim began his careeras an Industrial Arts teacher beforetransitioning into facility managementin 1979. As the Physical Plant Directorof the Greater Albany School Districtuntil his retirement in 1993, Jim wasalso a charter member of <strong>OSFMA</strong>.He continued to serve <strong>OSFMA</strong> in hisretirement as the liaison to the OregonLegislature until he passed away in1996. In 1999, the Jim GrossnicklausLeadership Award began, in order toremember Jim and recognize <strong>OSFMA</strong>members who have contributedoutstanding leadership within OFMSA,their school district, their community,and the statewide community of schooldistricts facility managers. This awardis traditionally presented at the <strong>OSFMA</strong>Annual Conference.Award Criteria<strong>OSFMA</strong> wishes to recognize Jim’scontributions to K-12 education andfacility management by presentingthis Leadership Award to one of ourmembers each year at our annualconference.Any member of <strong>OSFMA</strong> can make anomination for this award by contactingtheir Zone Director or another memberof the Board. <strong>OSFMA</strong> PROFESSIONAL GROWTH APPLICATION GUIDEAPPLICATION GUIDEThe Oregon School Facilities Management Association provides professional certification to qualifying membersbased on education, achievement, and experience. Two certificate programs are available which are designed todemonstrate a high degree of professional competence and growth. Both growth paths, either the Certified SchoolFacilities Manager or the Certified School Facilities Specialist, have three focus areas:1. Participation in <strong>OSFMA</strong>2. Other professional growth activities3. Knowledge and skill gained through experiencesWhile the topics within the areas are different, what is needed to demonstrate proficiency in each area is similar. Sometopics you may have previously completed. There may be others that you will still need to accomplish. There is notime limit to follow for completing your certification program.Part I: Participation in <strong>OSFMA</strong>To be brief, if you want to be certified by <strong>OSFMA</strong> you need to be active in the organization.Required Elements: Provide a page describing your activities in <strong>OSFMA</strong> while you have been a member. Be asspecific as you can on the conferences you have attended and the workshops in which you participated. If youreceived certificates of attendance you may include copies.If you have items in this area yet to complete you can contact the Conference Committee Chair to find out howyou can get involved.Do the same for Zone Meetings and other <strong>OSFMA</strong> activities.Elective Elements: From the list of topics you will need to complete a minimum of two. Provide copies of plans, reports, manuals, written procedures. etc. that demonstrates you developed andimplemented in the administration of items selected.4. Other documentation as may be appropriate.Submitting Your Application for CertificationYour application form and support material should be put together in a portfolio that is sent to the ProfessionalGrowth Committee for <strong>OSFMA</strong>, P.O. Box 1623, Medford, OR 97501. The portfolio can be submitted in either abound or file format. The documents should be organized in the order of the elements as listed in the certificationrequirements and should clearly indicate which element and item they support. Keep your documentation as brief aspossible while still providing enough information for the committee to evaluate whether you have successfullycompleted each item. Members of the Professional Growth Committee win review each application. If areas aredeemed to be lacking you will be informed so that further support material can be provided. The Committee willrecommend successful applicants to the <strong>OSFMA</strong> Board of Directors for approval certification. Review ofapplications could take two or three months and the Board meets on a quarterly basis. Provide ample time for thisprocess. Recognition of completion of certification will be made to each applicant following the Board meeting inwhich approval was granted. Letters of completion will go to the applicant, [he applicant's immediate supervisorand/or the superintendent of the applicant's school district and a news release to their local paper. <strong>2013</strong> Oregon GOSH Conference Honors Safety LeadersSafety and Health Professional AwardPatrick Wolfe, Portland Public SchoolsWith buildings from the 1920s and a tight operating budget,Patrick Wolfe faces countless challenges as the environmentalsafety and health manager at Portland Public Schools.“The size and complexity of the district is my biggest challenge,”Wolfe said of the school district’s 84 buildings and 5,000employees. “These buildings require constant maintenance. Howdoes one remain proactive in the face of such complexity?”Wolfe has figured out a way, earning high praise from fellowmanagers and staff in the facilities department.“In the face of repeated reductions to his department (four staffhave been lost to budget cuts in the last couple years), Patrick haspersonally undertaken field inspections and implemented controland response actions,” said Wolfe’s nominator.Some of the issues Wolfe has managed in the 13 years he’sbeen at the district include education around safe work practices,asbestos in buildings, and monitoring indoor air quality.“We respond to each concern,” he said.Another more timely and poignant issue for Wolfe is workplaceviolence, particularly in light of the recent Sandy Hook Elementaryshooting.“Between our efforts training and drilling, there is hugeawareness about emergency preparedness and security,” Wolfesaid. “We are seeing an increase in not only awareness but an actualresponse from our staff. Theyare asking for us to look at theirschool and see if we can domore.”Wolfe has been instrumental in developing a health and safetyhandbook, a program to track training for maintenance staff, anda flu outbreak procedure for the district. The flu outbreak plan hasalready been used this year and not only helps protect studentsbut also staff.“As soon as we see the number of absences start climbing,communication is key,” Wolfe said.Under Wolfe’s direction, the district’s response to safety andhealth matters has improved thanks to his hands-on approach.“The workforce knows if they write up something that says‘safety,’ it’s a priority,” he said.Leaders in safety and health were honored with awards atthe <strong>2013</strong> Oregon Governor’s Occupational Safety and Health(GOSH) Conference, at a March 6, <strong>2013</strong> ceremony at the OregonConvention Center in Portland. A panel of industry professionalsjudges the awards, which honor extraordinary contributions tothe field of workplace safety and health. Bill Naito Community Trees Award HonorsMark Franklin, Portland Public Schools Landscape ForemanBob Naito (Bill Naito’s son) presented the award to Mark Franklin.Mark Franklin, Landscape Foreman with Portland Public Schools, was honoredon Saturday, April 20, <strong>2013</strong> with the Bill Naito’s Community Trees Award at the City ofPortland’s Arbor Day festival. This is the first time an individual from a school district haswon the award since its inception.The City of Portland’s Urban Forestry Commission created this annual award in honorof the builder and community leader who did so much to beautify Portland with trees.Bill Naito rarely missed meeting of the Urban Forestry Commission, which he founded in1974 and chaired until his death. No one in Portland had been more tenacious than Billat encouraging the planting of trees. Through his humor, persistence and imaginativeapproach to projects, he inspired many individuals to recognize the beauty trees bring toour city. The Bill Naito Community Trees Award is presented to individuals, organizationsor projects that have continued Bill’s work and reflect his dedication. v<strong>OSFMA</strong> <strong>2013</strong> Student Scholarship RecipientsThe Zone 1 Scholarship for Success recipient is Arek Engstrom, a senior atSouthridge High School. Arek maintains a 3.90 grade point average, and he is a memberof National Honor Society, Model United Nations, high school swim and water poloteams, track and golf teams, Science Club, and Student Leadership. He volunteers withthe Oregon Food Bank, Best Friends Animal Sanctuary, SOLVE, Tigard Public Library andPortland Marathon. Arek plans to study engineering at an Oregon university.The Zone 2 Scholarship for Success recipient is Austin Goracke. Austin is a seniorat Newport High School, where he maintains a 3.77 grade point average. Austin is amember of National Honor Society, Student Government and Link Crew. He volunteersin his community through local beach cleanup, prom committee, Young Life, NewportMarathon, basketball tournaments, and with elementary kids through Sam Case. To promote and develop the highest degree of professionalismin the maintenance, operations, planning, development andconstruction of school facilities.2. To assist Association members in dealing with common problemsand promoting the exchange of ideas, technical data, and otherinformation with the purpose of raising the standards of publicschool maintenance and operations throughout Oregon.3. To provide an organization within the State of Oregon whichwill encourage, develop, and promote methods, materials, andprocedures designed to increase the efficiency and effectiveness ofschool maintenance operations.4. To collect, organize, publish and distribute educational material andstatistical data which promotes effective and efficient maintenance,operations, planning, and construction of public schools withinOregon.5. To promote and develop new and innovative procedures andpractices which may be advantageous to the members of theAssociation and/or their respective school districts.6. HONORARY MEMBERS: Honorary membership in the Associationmay be extended to any person whom the Association shall electto honor by majority vote of those members present at a regularare exempt from paying membership dues. RETIRED MEMBER: Members in good standing may retain a nonvotingmembership in the Association upon retirement.against an offending member:(1) Transferring a member from active to associate status.(2) Suspension of membership for specified time period.(3) Expulsion.Section EThe membership of any member shall be terminated by death,Association resignation, or non-payment of dues or by action of theBoard of Directors.Section CApplication for Membership<strong>OSFMA</strong> provides equal membership for all persons regardless ofrace, creed, sex, age, nationality, martial status, or sensory, physical,or mental handicap. Application for active or associate membershipin this Association shall be made by use of the Association’smembership form completed and signed by the applicant. TheMembership Committee may, if the applicant is found to beengaged in the occupation described in Article IV, recommend suchapplicant to membership. The Membership Committee may, inconsidering any application for membership, take into account thedegree to which the applicants past conduct is consistent with theCode of Ethics of the Association and may provide for appropriateprocedures by which interested parties, including the applicant, mayaddress any alleged inconsistencies. The Membership Committeewill present a listing of recommended and non-recommendedapplicants to the Board of Directors at each scheduled Boardmeeting for official action. An applicant may appeal a membershipdenial to the Board of Directors. The vote of the Board of Directors asto the granting or denial of any application shall be final.Section DSuspension or ExpulsionAny member may be suspended or expelled for cause, includingnonpayment of fees or assessments or any other cause, includingbreach of the terms or conditions of these By-Laws, or violations ofa provision of the Code of Ethics of this Association, which code isattached to, and made part of, these By-Laws. Such cause shall bedetermined by a vote of the Board of Directors, such vote beingtaken only pursuant to an investigation and recommendationon such matter by the Ethics Committee of the Association.Such a vote may take place only provided that, in addition to therecommendation of the Ethics Committee, a statement of saidcharges shall have been mailed by certified mail to the membercharged at his/her last recorded address at least thirty (30) daysbefore final action is to be taken thereon. This statement shall beaccompanied by a notice of the time, place, and date when theBoard of Directors is taking action, and the member shall be givenan opportunity to present a defense in person before the Boardof Directors of the Association prior to the taking of said voted.The votes of the Directors shall be final. Once cause is established,the Board of Directors shall consider and impose of three options1. All rights, title and interest in the assets, properties, franchise andprivileges of this Association shall cease upon the terminationof the membership, but any obligation or indebtedness to thisAssociation shall continue until discharged.ARTICLE V – NOMINATIONS AND ELECTIONSSection A1. A Nominations Committee shall be composed of active membersof the Association. Prior to every annual conference, theNominations Committee shall present to all active members alist of two or more nominees for the offices of Vice-President andSecretary/Treasurer. Data Gaps and SolutionsWhat happens when an employee that holds years ofinstitutional knowledge retires or moves on? Over the past30 years, PBS Engineering and Environmental Inc. In recent communications with the EPA,Wallace Reid (Region 10 Asbestos and Lead Team Leader) clarifiedthat, with respect to AHERA, it is “perfectly acceptable not to have aphysical copy of the Management Plan if it is being managed as partof an electronic data system.”Mr. Reid further outlined general guidelines related to electronicfile management:• Although AHERA rules are interpreted to require a physical copy,EPA Region 10 will not enforce this specific requirement withintheir jurisdiction.• Accommodationsfor parents, teachersand others to accessand review to theelectronic systemmust be available.• The Management Planmust also be availableto EPA for inspectionwhen a school districtis presented withan EPA Notice ofInspection.• From a practicalperspective, the EPAmay also need tohave some portionsof an electronicmanagement plan printed for the purposes of performing aninspection or taking notes.It was also confirmed that the EPA will work with school districtsand encourage them to reduce, to the maximum extent practical,the amount of paper used to comply with AHERA requirements.“This shift of acceptance by EPA is a big step in toward pollutionprevention, efficiency and costs savings for schools” says Ron Petti,PBS’ CEO and manager of Verdant.Quick Access to Data Reduces RiskAnother related solution for facility managers is having theability to provide up-to-date electronic records to users, in-housemaintenance staff, contractors and other vendors who need toknow the issues in a particular building. Benchmark It – Now!By Darwin Roy, CEM – President, Clima-Tech CorporationIn 2010, the Idaho Office of Energy Resources contracted with acouple of consulting firms to obtain the Energy Use Index numberfor every school in the State of Idaho. An Energy Use Index numberis the total annual energy use for a facility divided by the squarefootage. All energy forms, gas, electric, propane, etc. are convertedto kBTUs, so the EUI is expressed in annual kBTU per square feet.While reviewing some of the findings, an engineer noted that therewere three middle schools in adjoining school districts that wereessentially identical but that had substantially different energyusage. We’ll call these District X and District Y.The three schools were the same size, same footprint, samemechanical systems, same architect and mechanical engineer.However, both of the schools in District X were using about72 kBTU/sq. ft. while the school in District Y was using about42 kBTU/sq. ft. The question was: “what was the difference?”Eventually District X found that some control routines neededto be modified. However, without the study, and withoutsomething to compare to, District X would have continued to use70% more energy than the neighboring school.A reasonable rule of thumb is that energy cost in theNorthwest is around $1 to $1.25 per 100,000 BTUs. At 120,000 sq.ft. the two schools in District X had each been using $36,000 to$45,000 more per year than District Y. Wow!How important is it to know how much energy your buildingsuse? And how important is it to know how that compares toother buildings? The obvious answer is very important!In the example above, there were identical schools to usefor a comparison. However, this is not a typical situation. EvenDistrict X had another building to compare to, but both buildingsin District X had the same control programming issue. So thequestion is: where do we find information about how muchenergy our building should use?The US Department of Energy’s Energy Star program is theanswer to that question. Energy Star’s Portfolio Manager allowsus to enter energy information, along with some building usageinformation, and run a Benchmark Report telling us how abuilding compares to other buildings with similar characteristics.The database has hundreds of buildings for comparison. Thereport will give you an “Energy Star Rating” which will tell youwhere your building places on a 0 to 100 scale. If a buildingachieves a placement of 75, it will qualify for an Energy StarAward. Not only can you compare to other buildings, you can do“what if” calculations to see how much energy and energy costsavings could be accomplished if you were able to reduce yourEnergy Use Index or improve your Energy Star Rating.When you benchmark all of your buildings, you can rankyour buildings and target where to invest future energy dollars.Obviously you wouldn’t make energy savings investments in aschool that has rating of 80, but a building that has an ES rating of20 would be a prime target for energy investment.It’s time to start the process.
