Several new faces were in the room. Julie will sendout the agency introduction material that was presented at the 15 Nov 2011 meeting to the newfolks.Follow up from Mar 22 nd Action Items Data collection databaseo Steve has found several forms to submit perishable data online but no databaseexamples. DAS‐GEO or Oregon Explorer (OSU) had the ability and skills to do this work.o Crest gages came up and the Corps and the USGS need to discuss sharing thisinformation since both agencies are interested in this info.o Clackamas County has prepared an active flood warning system application for theSandy River for submission to FEMA under the Hazard Mitigation Grant <strong>Program</strong>(HGMP) using the “5% funds” set aside for projects that are not, strictly speaking,mitigation.o Could there be a High Water Mark (HWM) FIT (Framework Implementation Team) whichhandles things like data standardization? Perhaps it should be labeled “Event Data” so itis appropriately scoped. Ian chairs the Hazards FIT currently.

Jed willcheck.Other non‐project‐specific ideas to improve agency functions City of John Dayo Corps received funding for a Special Study under the <strong>Flood</strong>plain <strong>Management</strong> Services(FPMS) <strong>Program</strong> to remap the City of John Day. Data collection is nearly complete andthe Corps will be making a site visit in June. Is anyone else interested in attending?Chris would like an invite; Glen, too.o There was flooding there in 2011 and there may be antidotal information out there.Dennis will provide some contact information. He specifically mentioned looking at thebridge with the low chord. He commented that raising that bridge chord may qualify asa mitigation project. Updating maps in Eastern Oregono The current FEMA <strong>Risk</strong> Map strategy doesn’t have a plan to update maps in EasternOregon. With the new FEMA watershed approach is difficult to prioritize sparselypopulated regions.o Leveraging Corps funds (Planning Assistance to States (PAS) and FPMS specifically) wasdiscussed and how studies are prioritized. Historically FPMS studies (100% Fed funded)were completed on a first come first served basis, but now the Corps wants to prioritizebased on the State’s recommendations (DLCD would have the lead). PAS (50/50 costshare) would depend on sponsor fund availability.o One thing to consider is that FEMA needs funds to adopt any new maps, so the Corpsneeds to coordinate future work load.o DOGAMI does a lot of FEMA submittals and could complete this step for the Corps.There was a question about the Corps being able to contract with DOGAMI – previouslythe Corps needed to go through BLM to get to DOGAMI. Executive Order 11988 (floodplains) and 11990 (wetlands)o These EO’s require a permit when working in the FP but not all agencies comply.o How can SJ help educate?• Should SJ bring folks together to educate and discuss the requirements?• Could our agencies help disseminate information to the proper groups?o The Regional Interagency Steering Committee (RISC) may be a good group to distributeinfo to. Karen will coordinate with them. Next Steps and next meeting planningo Andy and Glen can do an overview on the NWS and USGS at the next meeting.• NWS – 20 min overview with discussion of assumptions behind forecasts• USGS – 20 min overview including HWM trainingo The next meeting will be held at the NWS’s NW River Forecasting Center in Portland inmid‐July
