Step 3: Visit the CommunityMeet with Local LeadersIn each context, there will be different protocols of contact<strong>in</strong>g, meet<strong>in</strong>g, and discuss<strong>in</strong>gchild and youth issues that will be guided by the CCF country or programdirector.In areas where CCF (or its partners) has not previously been active and is notknown by the community, the process for beg<strong>in</strong>n<strong>in</strong>g CCSs will <strong>in</strong>volve an <strong>in</strong>itialsite visit by a CCF child protection team to the community leaders. If CCF is wellknown to the community and has current programs go<strong>in</strong>g on already, this maybe a shorter, yet essential, part of sett<strong>in</strong>g up CCS structures. The number of peopleon the team will vary accord<strong>in</strong>g to the context, but <strong>in</strong> many emergency casesa team of at least two people has been effective.Introduce yourself to the community and speak directly to the chief, village leaders,head of the refugee community, parents committee and religious leaders orto whom it is appropriate. If CCF is not known <strong>in</strong> the area, present CCF’s missionand some of the work that it does worldwide. Work<strong>in</strong>g with the community members,beg<strong>in</strong> to identify certa<strong>in</strong> issues that are challeng<strong>in</strong>g children and youth <strong>in</strong>their communities. Po<strong>in</strong>ts to be covered <strong>in</strong> this <strong>in</strong>itial visit with community leaders<strong>in</strong>clude:• CCF is an <strong>in</strong>ternational NGO work<strong>in</strong>g <strong>in</strong> the area for ___ years.• CCF is a child-focused agency. It works together with children andfamilies to create programs that help children grow up well, even <strong>in</strong>difficult circumstances.• If there are other CCF programs ongo<strong>in</strong>g <strong>in</strong> the area, describe them.• In other emergencies (mention ones that are similar to the localemergency), CCF has learned the value of help<strong>in</strong>g communities organizeCCSs to support children who have been affected by the emergency.• CCF is implement<strong>in</strong>g CCSs to help children, youth and mothers withyoung children follow<strong>in</strong>g the emergency.• CCSs are run by the community.• CCF is not a material aid organization. (If CCF has been operat<strong>in</strong>g <strong>in</strong> thearea, this will need to be re<strong>in</strong>forced as many of the CCF projects provideitems such as school books and uniforms.) However, CCF will work withcommunities and other local agencies to provide essential materials forestablish<strong>in</strong>g CCSs and other basic materials, such as school suppliesgames, or soccer balls. CCF will also help the community liaise withother <strong>in</strong>ternational agencies <strong>in</strong> the area for larger items.18
