Mission Statement
The mission of Catholic Charities is to provide services
to anyone in need, regardless of race or religion; to
advocate justice, human dignity and quality of life;
and to call all people to join in these efforts; thereby
reflecting the compassion of God in Christ.
Results
The Jacksonville Regional Office of Catholic Charities
provided services through seven major programs to
18,071 people on the First Coast in 2011–12 under the
guidance and direction of a passionate staff, faithful
volunteers and a dedicated Board of Directors. This
year Catholic Charities - Jacksonville managed three
new programs, Apostleship of the Sea, Immigration
and Legalization Services and Ministry for Persons
with Disabilities. We also began offering English as a
Second Language Instruction through our Refugee
Resettlement Program.

Inspiration
Our cover was inspired by Mother Teresa’s words “Help one person
at a time, starting with the one next to you,” because we believe this
is the essence of what we do at Catholic Charities. The person next
to you could be a family member, a neighbor, someone at the grocery
store, or someone you happen to drive past. Her words encourage us to
spread the spirit of compassion as far as we are able, through the diverse
programs that Catholic Charities provides.
We strive to put that compassion into action by serving people in
different ways, and treating each and every individual with dignity and
respect. We respond to the needs of families who are in crisis and may
lose their homes. We care for persons who come to our shores to escape
persecution and help immigrants who want to become legal citizens of
this great country just as our ancestors have done before us. We offer
life-enriching opportunities to children who live everyday with profound
disabilities and comfort seafarers from around the globe. We counsel
women struggling with unplanned pregnancies and support families in
the adoption process. We provide meals for those who do not have the
means to put food on their table.
Our spirit of compassion is matched only by our commitment to fiscal
accountability. We work hard to ensure that every donated dollar
is accounted for and applied in the most efficient manner. It is with
heartfelt appreciation that we acknowledge the generosity of our donors
and the dedication of our board members, volunteers and staff who
provide the means and the resources to achieve our goals.
The people that we serve and the stories they share inspire us to do
our work each day; to continue to provide our services and also to find
new and better ways to help the most vulnerable among us. It is our
hope that you will read or see something here that inspires you, so that
together we can continue to help Mother Teresa’s words ring true.

Catholic Charities Bureau, Inc., Diocese of St. Augustine is accredited
by the Council on Accreditation (COA).
The accreditation process involves a detailed review and analysis of an
organization’s administrative operations and its service delivery practices
which are measured against national standards. COA has approved the
accreditation of Catholic Charities Bureau, Inc. through December, 2015.
COA accreditation establishes credibility that
the organization is effective and professionally
sound. It provides assurance to all of our
stakeholders that Catholic Charities is
delivering needed services in our community,
conducting its operations successfully, and
managing its funds effectively.

The Agency oversees and safeguards the assets of Catholic Charities in
adherence with accounting principles, practices and theories. As good
stewards of donations and grants, Catholic Charities is committed to
providing transparency and accountability to donors and funders. The
Agency’s Fiscal Department provides up-to-date financial recording and
reporting, including departmental and annual budgets, necessary schedules
and financial analysis to management and the Finance Committee. An
independent annual audit is performed and reviewed by the Finance
Committee and Board of Directors.

Our Programs
Ministry for Persons
with Disabilities
We serve children, teenagers, and young adults with serious
life-long disabilities through summer camp programs: Camp
I Am Special, Camp Care, and Camp Promise. The weeklong
overnight sessions offer typical camp activities modified to
accommodate each Camper’s needs; 24-hour nursing care; and the
companionship of a trained, volunteer high school “Buddy”. For
the parents of our Campers, the program offers a week of respite
knowing their loved ones are in good hands. The program also
offers adaptive equipment exchange and weekend mini-camps
during the year.
Apostleship of the Sea

booths for seafarers to call
their families, and a beautiful Chapel. When visiting the ships,
the staff and volunteers also monitor the living conditions of
the seafarers and immediately notify the proper authority if
they see that human rights are being violated.

Immigration Services
Catholic Charities is recognized and accredited by the Board
of Immigration Appeals (BIA). Affordable immigration-related
services are provided to anyone in need by or under the
supervision of BIA Certified Representatives.
Clients may be assisted with: application preparation for
U.S. Citizenship and Immigration Services; re-unification of
separated family members; renewal or replacement of legal
permanent resident and employment authorization cards;
Cuban adjustment; consular processing; or referrals, as needed.
Services are provided at the Jacksonville office and through
the Farm Workers Ministry in Crescent City and Green Cove
Springs, by appointment.

Refugee Resettlement
Catholic Charities Refugee Resettlement Department works
with the Bureau of Population, Refugees and Migration (PRM)
of the State Department. The program helps resettle individuals
and reunite families who legally enter the United States. Many
of our refugees are vulnerable with limited English skills and
have experienced emotional trauma or long years in refugee
camps. They have fled their home country because of a well
founded fear of persecution based on race, religion, nationality,
or association with a social or political group.
Our Refugee Resettlement Program provides help in finding and
furnishing housing; acquiring jobs, immigration documentation,
and required health screenings. We assist our refugee children
with school enrollment. We offer beginning levels of English as
a Second Language (ESL) classes to all newly arrived adult
refugees in Duval County; information and referral services;
and orientation to American culture – health, education,
transportation, and banking systems – to help refugees become
self sufficient. Intensive Case Management is also offered, as
needed. The work of the Refugee Resettlement Department is
accomplished by 13 staff, 9 ESL teachers and the help of many
dedicated volunteers.

The Food Program
Food from our Food Pantry is provided to clients receiving
emergency financial assistance. It is also distributed to the
public on Wednesday and Friday afternoons. Enough food for
at least nine meals is provided to each family member. Pantry
shelves are kept stocked with USDA provisions through Second
Harvest Food Bank, in-kind donations and food drives by local
businesses and our Catholic Schools and parishes. Purchases
are made possible through grants and individual contributions
such as our Feed a Family appeal. The Food Pantry is run almost
exclusively by volunteers who participate in every aspect of the
program from ordering and delivery to bagging and distribution.

Pregnancy/
Adoption
Services

their lives. As a licensed Child
Placing Agency by the Florida Department of Children and
Families, services include: home studies, support, guidance,
referrals, placement, post-placement supervision and education.
In addition, Catholic Charities releases non-identifying information
in accordance with Florida Statutes and acts as an intermediary
in searches for adult adoptees and birth parents.
Anyone in need of pregnancy or adoption services should call 1-866-
901-9647. Services are provided at the Catholic Charities’ offices
in Jacksonville, Gainesville, and St. Augustine by appointment.

Our Programs
Emergency Assistance
Catholic Charities is the largest non government provider of
emergency financial assistance in our community. Our goal is to
prevent homelessness by helping families, who are facing eviction or
loss of utilities due to a recent financial crisis. Short-term assistance
with rent, mortgage, utilities, and food is provided. Other services
may include: school supplies, temporary lodging, Traveler’s Aid,
Angel Kits of basic hygiene or housekeeping essentials, Christmas
gifts, bus tickets or gas cards. We serve all persons regardless of
race or religion; in fact, more than 75% of those who share their
religious affiliation with us are not Catholic.
Individual donations, corporate sponsorships, government and
foundation grants, and special events support our Emergency
Assistance program. JEA’s Neighbor to Neighbor program is
another resource. JEA collects donations pledged through customer
bills and forwards every dollar to Catholic Charities for families
in urgent need of help with their utilities. The federally-funded
Housing Opportunities for Persons with AIDS (HOPWA) program
is also a source of short-term emergency financial assistance.
Persons in crisis are asked to call United Way 2-1-1 at 1-904-
632-0600 (or simply 2-1-1) for a referral. Catholic Charities
maintains a formal partnership with 2-1-1 as our primary
referral source.
Emergency Financial Assistance is provided at the Jacksonville
office, at three satellite sites in Clay County and locations at
our Beaches.

The Donna Foundation
The Donna Foundation, founded by Donna Deegan, raises
money that is used exclusively to help persons living with
breast cancer on the First Coast. Catholic Charities assists the
Foundation as its fiscal agent. Our staff works directly with
clients who have been referred to us by the Donna Foundation.
Persons with a diagnosis of breast cancer who are currently
in or recently completed treatment and have experienced a
financial hardship related to their diagnosis may be eligible
for assistance. The first step for those needing assistance is to
place a call to the Donna Foundation at 904-242-0034.

Our Clients’ Stories
Never Had to Ask for Help
A single dad and his nine year old daughter returned to Catholic
Charities late in the afternoon to bring back paperwork needed
for utility assistance. The caseworker who had seen them earlier in
the day had gone home so Jeanne Hayes, Director of Emergency
Assistance, asked them to come to her office while she verified
the documentation.
As she reviewed the file, he anxiously began to tell what had brought
him to Catholic Charities. He stated he couldn’t believe he was in
this situation and had never asked for help before. He had recently
lost his job in the information technology field, due to company
down-sizing, and even with a bachelor’s degree and experience he
was having a difficult time finding another job. To make matters
worse he was without his car because the motor had blown. He had
to borrow a car to come to Catholic Charities. As a single father
of three elementary school aged daughters his main concern was
finding a way to keep his lights on and his children fed.
Throughout their conversation he kept saying he didn’t know if
he could take anymore. Tears welled up in his eyes as he softly
asked if she had food. As tears rolled down his face, he explained
how hard it was to keep the children fed, especially since it was
summer. That very day there had not been enough food for
everyone to eat, so he fed the girls and went without food himself.
He handed her his resume and asked if she knew of a job. Jeanne
asked another staff member to prepare some bags of food for his
family from our food pantry. Jeanne glanced over his resume and
tried to keep back her own tears.
Camp – A Family Affair
Annette is a single mother of three beautiful daughters. Her nine
year old daughter, Kaci, has Down Syndrome and requires more
care, as do most special needs children. In addition to caring for
her girls, Annette also has a full-time job and although her days
are long and exhausting, she never complains, and says that all of
her girls bring great joy into her life.
She heard about Camp I Am Special at church and thought it
sounded like a wonderful opportunity for her family to volunteer
together. Annette and her daughters helped out in the kitchen,
and when she saw how much the Campers loved being there
and how they received one on one attention because they were
matched up with a trained teenaged Buddy, she wondered if Kaci
would enjoy it. Annette was nervous about leaving Kaci overnight,
so Camp Director, Rebecca
Aleman, said that Kaci
could try it out during the
day for a couple of days. She
loved it and couldn’t wait to
be a Camper!

Fortunately, he had brought in the needed documentation and
utility assistance would be provided. Jeanne was also able to give
him information on other resources, our food pantry, and the free
USDA summer food program for children. She gave him her card
and encouraged him to watch Catholic Charities’ website for more
details about the start up of our Workforce Development Program.
As they were handed the bags of food, the young man and his
daughter repeatedly expressed their gratitude. He continued to
tell Jeanne he did not know what he would have done without
Catholic Charities’ help because he was at a point that he could
not handle another negative thing happening. He appreciated
the utility assistance, the resource information, and the words of
encouragement. Jeanne watched as the little girl helped her dad
carry the bags of food to the borrowed car and silently prayed that
things would get better for this family.
daughter Kaitlynn volunteered in the kitchen. It was a real
family affair.
Karli has continued volunteering as a Buddy for the past
two summers and for some of the mini-camps. She will be a
senior in high school this year and is considering going into
physical therapy for special needs patients, because of her camp
experiences. Kaitlynn hasn’t been old enough to be a Buddy but is
looking forward to being one next summer. “I think it is important
to help the kids at camp feel like they can do anything,” said
Kaitlynn when asked why she likes to volunteer.
Close friends of Annette’s encouraged her to take advantage of
the break the camp offers parents of children with disabilities.

go and allow the camp to care for
Kaci. This year I volunteered at
the beginning of Kaci’s week in
camp, but when I gave her a hug
one morning and she said with a
big smile, ‘Hi mommy, going home
now?’ I knew I could leave with
total confidence that she was happy

Seeking a Better Life
Jacinto arrived in Jacksonville in May, 2010 from Cuba,
he was 77 years old. He came with his twin sons,
daughter, and his third son came later. You may wonder
why someone who is up in years would want to leave
their homeland.
From 1965 to 1975 Jacinto was imprisoned in Cuba for
“collaborating against the system.” His land, home and
truck were all taken from him and he was never allowed
to own land again in Cuba. He wanted more for his
family. After a lifetime of persecution he and his family
sought out resettlement and came here as political
refugees for a better chance at life.
The family is taking full advantage of the freedom our
country offers. His children are employed and one son
and his daughter will soon be home owners. When
asked why Jacinto wanted to come to the US his reply
is “¡A trabajar!” which translates to, “we have come to
work.” In his apartment complex he is known fondly as
“El Presidente.” He and his family members can be seen
at any time repairing things for their friends, working on
cars and generally being good neighbors.
Jacinto has been regularly attending ESL (English as
a Second Language) classes since June of 2010, rarely
missing a day. He watches out for his fellow classmates,
especially new students, setting them up with paper,
a perfectly sharpened pencil and paper clips. On any
given day he can be seen speaking to them slowly
in Spanish, riding the bus with a newcomer and
introducing them to case workers.
Wise beyond his now 79 years- Jacinto is a real
testament to “Nunca es tarde cuando la dicha es
buena,” which means it is never too late when the
outcome is good!
KEY ACCOMPLISHMENTS
Accomplishments
Catholic Charities Jacksonville successfully integrated three new programs:
Apostleship of the Sea, Immigration Services, and Ministry for Persons
with Disabilities.
Our Emergency Assistance Program helps families in crisis remain safe in
their homes - 85% percent of the people served this year came to us for
the first time. Of those who received assistance in 2011-12, 95% remained
in their homes for 30 days; 90% for 90 days; and 82% for 180 days. 99%
reported satisfaction with the service they received.
Following months of planning and research, seed funding was awarded by the
Jessie Ball duPont Fund for a new Workforce Development Pilot Program. The
goal of the program will be to help our clients find jobs and financial stability.
Refugee Resettlement, as of January 2012, began providing English instruction
at the first four English skill levels to all newly arrived refugees in Duval
County. More than 200 students from over 16 countries have enrolled in
the program. Classes are offered at multiple sites throughout Jacksonville.
Support from the Warren P. Powers Foundation has been awarded to begin
construction of a fully handicap accessible building for our camps that
serve persons with disabilities.
Volunteers provided 63,758 hours of service which has a value of
$1,361,876 according to the Independent Sector. Buddy and adult
volunteers at Camp I Am Special, Camp Care, and Camp Promise
represented many of these volunteer hours.
Donations to our Christmas Project provided gifts to 425 children.
A new website was launched that better represents the services we provide
and the people we serve.
Generous individuals, parishes, and corporate sponsors helped raise over
$323,240 through our special events: the 2011 Festival d’Vine and the
2012 Gala of Giving. Dollars raised through these events are specifically
used to help families in need in our community through our Emergency
Assistance and Food Programs.
The Agency remains financially stable and has been recognized for our
excellent fiscal practices with no material findings in our 2010-2011 audit.
This year, the Agency was re-accredited by the Council on Accreditation
through December 2015.

How You Can Help
Volunteer Opportunities
Refugee Resettlement
Volunteers help by taking clients to appointments such as
medical, dental, or with the Social Security Office; to complete
job applications; or register children for school. They also help
with airport pick-ups and apartment set-ups.
Volunteers serve as Teacher’s Aides in our ESL classes and as
Ambassadors to help orient our refugee clients to life in their
new community.

Campers. Individuals
and groups donate,
prepare and serve meals to Campers. Musicians, Nurses,
Doctors, Paramedics, Teachers, Kitchen Help and other adult
volunteers are also needed.
Holiday Gift Giving
Every Holiday Season, Catholic Charities helps approximately
100 families to have a better Christmas morning. Gifts are
donated by individuals, businesses and groups. Volunteers are
also needed to help with receiving, sorting and filling wish lists.
Special Events
Catholic Charities hosts two large fund raising events every
year. Opportunities range from acquiring items for the silent
auction, to helping with set-up, clean-up, decorating, or by
being a part of a planning committee.
Women’s Guild
Our Women’s Guild is made up of more than 120 women who
respond to a variety of volunteer opportunities. The Guild has
two meetings per year but members receive emails on a regular
basis about how they can help. Volunteer opportunities range
from donating Christmas gifts for our families to helping with
data entry or special events.
Food Pantry
Volunteers with access to a truck are needed to pick up food
orders. Help is also needed with loading and unloading the
orders, bagging and distributing food.
Apostleship of the Sea
This ministry operates two Seafarer Centers six days a week
from 9 a.m. to 9 p.m. at the Port of Jacksonville. Volunteers
are needed to staff the centers and welcome seafarers.

of funding that help families in our own community who are
