Mission Statement<br />
The mission of <strong>Catholic</strong> <strong>Charities</strong> is to provide services<br />
to anyone in need, regardless of race or religion; to<br />
advocate justice, human dignity and quality of life;<br />
and to call all people to join in these efforts; thereby<br />
reflecting the compassion of God in Christ.<br />
Results<br />
The Jacksonville Regional Office of <strong>Catholic</strong> <strong>Charities</strong><br />
provided services through seven major programs to<br />
18,071 people on the First Coast in <strong>2011</strong>–12 under the<br />
guidance and direction of a passionate staff, faithful<br />
volunteers and a dedicated Board of Directors. This<br />
year <strong>Catholic</strong> <strong>Charities</strong> - Jacksonville managed three<br />
new programs, Apostleship of the Sea, Immigration<br />
and Legalization Services and Ministry for Persons<br />
with Disabilities. We also began offering English as a<br />
Second Language Instruction through our Refugee<br />
Resettlement Program.<br />

Our cover was inspired by Mother Teresa’s words “Help one person<br />
at a time, starting with the one next to you,” because we believe this<br />
is the essence of what we do at <strong>Catholic</strong> <strong>Charities</strong>. The person next<br />
to you could be a family member, a neighbor, someone at the grocery<br />
store, or someone you happen to drive past. Her words encourage us to<br />
spread the spirit of compassion as far as we are able, through the diverse<br />
programs that <strong>Catholic</strong> <strong>Charities</strong> provides.<br />
We strive to put that compassion into action by serving people in<br />
different ways, and treating each and every individual with dignity and<br />
respect. We respond to the needs of families who are in crisis and may<br />
lose their homes. We care for persons who come to our shores to escape<br />
persecution and help immigrants who want to become legal citizens of<br />
this great country just as our ancestors have done before us. We offer<br />
life-enriching opportunities to children who live everyday with profound<br />
disabilities and comfort seafarers from around the globe. We counsel<br />
women struggling with unplanned pregnancies and support families in<br />
the adoption process. We provide meals for those who do not have the<br />
means to put food on their table.<br />
Our spirit of compassion is matched only by our commitment to fiscal<br />
accountability. We work hard to ensure that every donated dollar<br />
is accounted for and applied in the most efficient manner. It is with<br />
heartfelt appreciation that we acknowledge the generosity of our donors<br />
and the dedication of our board members, volunteers and staff who<br />
provide the means and the resources to achieve our goals.<br />
The people that we serve and the stories they share inspire us to do<br />
our work each day; to continue to provide our services and also to find<br />
new and better ways to help the most vulnerable among us. It is our<br />
hope that you will read or see something here that inspires you, so that<br />
together we can continue to help Mother Teresa’s words ring true.<br />

<strong>Catholic</strong> <strong>Charities</strong> Bureau, Inc., Diocese of St. Augustine is accredited<br />
by the Council on Accreditation (COA).<br />
The accreditation process involves a detailed review and analysis of an<br />
organization’s administrative operations and its service delivery practices<br />
which are measured against national standards. COA has approved the<br />
accreditation of <strong>Catholic</strong> <strong>Charities</strong> Bureau, Inc. through December, 2015.<br />
COA accreditation establishes credibility that<br />
the organization is effective and professionally<br />
sound. It provides assurance to all of our<br />
stakeholders that <strong>Catholic</strong> <strong>Charities</strong> is<br />
delivering needed services in our community,<br />
conducting its operations successfully, and<br />
managing its funds effectively.

The Agency oversees and safeguards the assets of <strong>Catholic</strong> <strong>Charities</strong> in<br />
adherence with accounting principles, practices and theories. As good<br />
stewards of donations and grants, <strong>Catholic</strong> <strong>Charities</strong> is committed to<br />
providing transparency and accountability to donors and funders. The<br />
Agency’s Fiscal Department provides up-to-date financial recording and<br />
reporting, including departmental and annual budgets, necessary schedules<br />
and financial analysis to management and the Finance Committee. An<br />
independent annual audit is performed and reviewed by the Finance<br />
Committee and Board of Directors.<br />

Ministry for Persons<br />
with Disabilities<br />
We serve children, teenagers, and young adults with serious<br />
life-long disabilities through summer camp programs: Camp<br />
I Am Special, Camp Care, and Camp Promise. The weeklong<br />
overnight sessions offer typical camp activities modified to<br />
accommodate each Camper’s needs; 24-hour nursing care; and the<br />
companionship of a trained, volunteer high school “Buddy”. For<br />
the parents of our Campers, the program offers a week of respite<br />
knowing their loved ones are in good hands. The program also<br />
offers adaptive equipment exchange and weekend mini-camps<br />
during the year.<br />
Apostleship of the Sea<br />

Apostleship of the Sea<br />
responds to the social and<br />
spiritual needs of seafarers<br />
and those in the maritime<br />
industry. The program<br />
operates two Seafarer Centers<br />
at the Port of Jacksonville;<br />
one at Talleyrand Terminal<br />
and the other at Blount<br />
Island Terminal. In each<br />
center there is a recreational<br />
area with religious reading<br />
materials, high speed Internet,<br />

a television with international<br />
cable programming, telephone<br />
booths for seafarers to call<br />
their families, and a beautiful Chapel. When visiting the ships,<br />
the staff and volunteers also monitor the living conditions of<br />
the seafarers and immediately notify the proper authority if<br />
they see that human rights are being violated.<br />

Immigration Services<br />
<strong>Catholic</strong> <strong>Charities</strong> is recognized and accredited by the Board<br />
of Immigration Appeals (BIA). Affordable immigration-related<br />
services are provided to anyone in need by or under the<br />
supervision of BIA Certified Representatives.<br />
Clients may be assisted with: application preparation for<br />
U.S. Citizenship and Immigration Services; re-unification of<br />
separated family members; renewal or replacement of legal<br />
permanent resident and employment authorization cards;<br />
Cuban adjustment; consular processing; or referrals, as needed.<br />
Services are provided at the Jacksonville office and through<br />
the Farm Workers Ministry in Crescent City and Green Cove<br />
Springs, by appointment.<br />

Refugee Resettlement<br />
<strong>Catholic</strong> <strong>Charities</strong> Refugee Resettlement Department works<br />
with the Bureau of Population, Refugees and Migration (PRM)<br />
of the State Department. The program helps resettle individuals<br />
and reunite families who legally enter the United States. Many<br />
of our refugees are vulnerable with limited English skills and<br />
have experienced emotional trauma or long years in refugee<br />
camps. They have fled their home country because of a well<br />
founded fear of persecution based on race, religion, nationality,<br />
or association with a social or political group.<br />
Our Refugee Resettlement Program provides help in finding and<br />
furnishing housing; acquiring jobs, immigration documentation,<br />
and required health screenings. We assist our refugee children<br />
with school enrollment. We offer beginning levels of English as<br />
a Second Language (ESL) classes to all newly arrived adult<br />
refugees in Duval County; information and referral services;<br />
and orientation to American culture – health, education,<br />
transportation, and banking systems – to help refugees become<br />
self sufficient. Intensive Case Management is also offered, as<br />
needed. The work of the Refugee Resettlement Department is<br />
accomplished by 13 staff, 9 ESL teachers and the help of many<br />
dedicated volunteers.<br />

The Food Program<br />
Food from our Food Pantry is provided to clients receiving<br />
emergency financial assistance. It is also distributed to the<br />
public on Wednesday and Friday afternoons. Enough food for<br />
at least nine meals is provided to each family member. Pantry<br />
shelves are kept stocked with USDA provisions through Second<br />
Harvest Food Bank, in-kind donations and food drives by local<br />
businesses and our <strong>Catholic</strong> Schools and parishes. Purchases<br />
are made possible through grants and individual contributions<br />
such as our Feed a Family appeal. The Food Pantry is run almost<br />
exclusively by volunteers who participate in every aspect of the<br />
program from ordering and delivery to bagging and distribution.<br />

Pregnancy/<br />
Adoption<br />
Services<br />
Counseling and support to<br />
women and their families facing<br />
unplanned pregnancies is provided<br />
through our Pregnancy Program.<br />
Ongoing support is also provided,<br />
through our Adoption Program,<br />
to birth families, adoptive<br />

families and adoptees throughout<br />
their lives. As a licensed Child<br />
Placing Agency by the Florida Department of Children and<br />
Families, services include: home studies, support, guidance,<br />
referrals, placement, post-placement supervision and education.<br />
In addition, <strong>Catholic</strong> <strong>Charities</strong> releases non-identifying information<br />
in accordance with Florida Statutes and acts as an intermediary<br />
in searches for adult adoptees and birth parents.<br />
Anyone in need of pregnancy or adoption services should call 1-866-<br />
901-9647. Services are provided at the <strong>Catholic</strong> <strong>Charities</strong>’ offices<br />
in Jacksonville, Gainesville, and St. Augustine by appointment.<br />

Our Programs<br />
Emergency Assistance<br />
<strong>Catholic</strong> <strong>Charities</strong> is the largest non government provider of<br />
emergency financial assistance in our community. Our goal is to<br />
prevent homelessness by helping families, who are facing eviction or<br />
loss of utilities due to a recent financial crisis. Short-term assistance<br />
with rent, mortgage, utilities, and food is provided. Other services<br />
may include: school supplies, temporary lodging, Traveler’s Aid,<br />
Angel Kits of basic hygiene or housekeeping essentials, Christmas<br />
gifts, bus tickets or gas cards. We serve all persons regardless of<br />
race or religion; in fact, more than 75% of those who share their<br />
religious affiliation with us are not <strong>Catholic</strong>.<br />
Individual donations, corporate sponsorships, government and<br />
foundation grants, and special events support our Emergency<br />
Assistance program. JEA’s Neighbor to Neighbor program is<br />
another resource. JEA collects donations pledged through customer<br />
bills and forwards every dollar to <strong>Catholic</strong> <strong>Charities</strong> for families<br />
in urgent need of help with their utilities. The federally-funded<br />
Housing Opportunities for Persons with AIDS (HOPWA) program<br />
is also a source of short-term emergency financial assistance.<br />
Persons in crisis are asked to call United Way 2-1-1 at 1-904-<br />
632-0600 (or simply 2-1-1) for a referral. <strong>Catholic</strong> <strong>Charities</strong><br />
maintains a formal partnership with 2-1-1 as our primary<br />
referral source.<br />
Emergency Financial Assistance is provided at the Jacksonville<br />
office, at three satellite sites in Clay County and locations at<br />
our Beaches.<br />

The Donna Foundation<br />
The Donna Foundation, founded by Donna Deegan, raises<br />
money that is used exclusively to help persons living with<br />
breast cancer on the First Coast. <strong>Catholic</strong> <strong>Charities</strong> assists the<br />
Foundation as its fiscal agent. Our staff works directly with<br />
clients who have been referred to us by the Donna Foundation.<br />
Persons with a diagnosis of breast cancer who are currently<br />
in or recently completed treatment and have experienced a<br />
financial hardship related to their diagnosis may be eligible<br />
for assistance. The first step for those needing assistance is to<br />
place a call to the Donna Foundation at 904-242-0034.<br />

Our Clients’ Stories<br />
Never Had to Ask for Help<br />
A single dad and his nine year old daughter returned to <strong>Catholic</strong><br />
<strong>Charities</strong> late in the afternoon to bring back paperwork needed<br />
for utility assistance. The caseworker who had seen them earlier in<br />
the day had gone home so Jeanne Hayes, Director of Emergency<br />
Assistance, asked them to come to her office while she verified<br />
the documentation.<br />
As she reviewed the file, he anxiously began to tell what had brought<br />
him to <strong>Catholic</strong> <strong>Charities</strong>. He stated he couldn’t believe he was in<br />
this situation and had never asked for help before. He had recently<br />
lost his job in the information technology field, due to company<br />
down-sizing, and even with a bachelor’s degree and experience he<br />
was having a difficult time finding another job. To make matters<br />
worse he was without his car because the motor had blown. He had<br />
to borrow a car to come to <strong>Catholic</strong> <strong>Charities</strong>. As a single father<br />
of three elementary school aged daughters his main concern was<br />
finding a way to keep his lights on and his children fed.<br />
Throughout their conversation he kept saying he didn’t know if<br />
he could take anymore. Tears welled up in his eyes as he softly<br />
asked if she had food. As tears rolled down his face, he explained<br />
how hard it was to keep the children fed, especially since it was<br />
summer. That very day there had not been enough food for<br />
everyone to eat, so he fed the girls and went without food himself.<br />
He handed her his resume and asked if she knew of a job. Jeanne<br />
asked another staff member to prepare some bags of food for his<br />
family from our food pantry. Jeanne glanced over his resume and<br />
tried to keep back her own tears.<br />
Camp – A Family Affair<br />
Annette is a single mother of three beautiful daughters. Her nine<br />
year old daughter, Kaci, has Down Syndrome and requires more<br />
care, as do most special needs children. In addition to caring for<br />
her girls, Annette also has a full-time job and although her days<br />
are long and exhausting, she never complains, and says that all of<br />
her girls bring great joy into her life.<br />
She heard about Camp I Am Special at church and thought it<br />
sounded like a wonderful opportunity for her family to volunteer<br />
together. Annette and her daughters helped out in the kitchen,<br />
and when she saw how much the Campers loved being there<br />
and how they received one on one attention because they were<br />
matched up with a trained teenaged Buddy, she wondered if Kaci<br />
would enjoy it. Annette was nervous about leaving Kaci overnight,<br />
so Camp Director, Rebecca<br />
Aleman, said that Kaci<br />
could try it out during the<br />
day for a couple of days. She<br />
loved it and couldn’t wait to<br />
be a Camper!<br />

Fortunately, he had brought in the needed documentation and<br />
utility assistance would be provided. Jeanne was also able to give<br />
him information on other resources, our food pantry, and the free<br />
USDA summer food program for children. She gave him her card<br />
and encouraged him to watch <strong>Catholic</strong> <strong>Charities</strong>’ website for more<br />
details about the start up of our Workforce Development Program.<br />
As they were handed the bags of food, the young man and his<br />
daughter repeatedly expressed their gratitude. He continued to<br />
tell Jeanne he did not know what he would have done without<br />
<strong>Catholic</strong> <strong>Charities</strong>’ help because he was at a point that he could<br />
not handle another negative thing happening. He appreciated<br />
the utility assistance, the resource information, and the words of<br />
encouragement. Jeanne watched as the little girl helped her dad<br />
carry the bags of food to the borrowed car and silently prayed that<br />
things would get better for this family.<br />

family affair.<br />
Karli has continued volunteering as a Buddy for the past<br />
two summers and for some of the mini-camps. She will be a<br />
senior in high school this year and is considering going into<br />
physical therapy for special needs patients, because of her camp<br />
experiences. Kaitlynn hasn’t been old enough to be a Buddy but is<br />
looking forward to being one next summer. “I think it is important<br />
to help the kids at camp feel like they can do anything,” said<br />
Kaitlynn when asked why she likes to volunteer.<br />
Close friends of Annette’s encouraged her to take advantage of<br />
the break the camp offers parents of children with disabilities.<br />
“It was hard for me to give up that<br />
family time together, and to let<br />
go and allow the camp to care for<br />
Kaci. This year I volunteered at<br />
the beginning of Kaci’s week in<br />
camp, but when I gave her a hug<br />
one morning and she said with a<br />
big smile, ‘Hi mommy, going home<br />
now?’ I knew I could leave with<br />
total confidence that she was happy<br />

and secure, and that feeling was<br />
such a blessing.”

Seeking a Better Life<br />
Jacinto arrived in Jacksonville in May, 2010 from Cuba,<br />
he was 77 years old. He came with his twin sons,<br />
daughter, and his third son came later. You may wonder<br />
why someone who is up in years would want to leave<br />
their homeland.<br />
From 1965 to 1975 Jacinto was imprisoned in Cuba for<br />
“collaborating against the system.” His land, home and<br />
truck were all taken from him and he was never allowed<br />
to own land again in Cuba. He wanted more for his<br />
family. After a lifetime of persecution he and his family<br />
sought out resettlement and came here as political<br />
refugees for a better chance at life.<br />
The family is taking full advantage of the freedom our<br />
country offers. His children are employed and one son<br />
and his daughter will soon be home owners. When<br />
asked why Jacinto wanted to come to the US his reply<br />
is “¡A trabajar!” which translates to, “we have come to<br />
work.” In his apartment complex he is known fondly as<br />
“El Presidente.” He and his family members can be seen<br />
at any time repairing things for their friends, working on<br />
cars and generally being good neighbors.<br />
Jacinto has been regularly attending ESL (English as<br />
a Second Language) classes since June of 2010, rarely<br />
missing a day. He watches out for his fellow classmates,<br />
especially new students, setting them up with paper,<br />
a perfectly sharpened pencil and paper clips. On any<br />
given day he can be seen speaking to them slowly<br />
in Spanish, riding the bus with a newcomer and<br />
introducing them to case workers.<br />
Wise beyond his now 79 years- Jacinto is a real<br />
testament to “Nunca es tarde cuando la dicha es<br />
buena,” which means it is never too late when the<br />
outcome is good!<br />
KEY ACCOMPLISHMENTS<br />
Accomplishments<br />
<strong>Catholic</strong> <strong>Charities</strong> Jacksonville successfully integrated three new programs:<br />
Apostleship of the Sea, Immigration Services, and Ministry for Persons<br />
with Disabilities.<br />
Our Emergency Assistance Program helps families in crisis remain safe in<br />
their homes - 85% percent of the people served this year came to us for<br />
the first time. Of those who received assistance in <strong>2011</strong>-12, 95% remained<br />
in their homes for 30 days; 90% for 90 days; and 82% for 180 days. 99%<br />
reported satisfaction with the service they received.<br />
Following months of planning and research, seed funding was awarded by the<br />
Jessie Ball duPont Fund for a new Workforce Development Pilot Program. The<br />
goal of the program will be to help our clients find jobs and financial stability.<br />
Refugee Resettlement, as of January <strong>2012</strong>, began providing English instruction<br />
at the first four English skill levels to all newly arrived refugees in Duval<br />
County. More than 200 students from over 16 countries have enrolled in<br />
the program. Classes are offered at multiple sites throughout Jacksonville.<br />
Support from the Warren P. Powers Foundation has been awarded to begin<br />
construction of a fully handicap accessible building for our camps that<br />
serve persons with disabilities.<br />
Volunteers provided 63,758 hours of service which has a value of<br />
$1,361,876 according to the Independent Sector. Buddy and adult<br />
volunteers at Camp I Am Special, Camp Care, and Camp Promise<br />
represented many of these volunteer hours.<br />
Donations to our Christmas Project provided gifts to 425 children.<br />
A new website was launched that better represents the services we provide<br />
and the people we serve.<br />
Generous individuals, parishes, and corporate sponsors helped raise over<br />
$323,240 through our special events: the <strong>2011</strong> Festival d’Vine and the<br />
<strong>2012</strong> Gala of Giving. Dollars raised through these events are specifically<br />
used to help families in need in our community through our Emergency<br />
Assistance and Food Programs.<br />
The Agency remains financially stable and has been recognized for our<br />
excellent fiscal practices with no material findings in our 2010-<strong>2011</strong> audit.<br />
This year, the Agency was re-accredited by the Council on Accreditation<br />
through December 2015.<br />

How You Can Help<br />
Volunteer Opportunities<br />
Refugee Resettlement<br />
Volunteers help by taking clients to appointments such as<br />
medical, dental, or with the Social Security Office; to complete<br />
job applications; or register children for school. They also help<br />
with airport pick-ups and apartment set-ups.<br />
Volunteers serve as Teacher’s Aides in our ESL classes and as<br />
Ambassadors to help orient our refugee clients to life in their<br />
new community.<br />

Holiday Gift Giving<br />
Every Holiday Season, <strong>Catholic</strong> <strong>Charities</strong> helps approximately<br />
100 families to have a better Christmas morning. Gifts are<br />
donated by individuals, businesses and groups. Volunteers are<br />
also needed to help with receiving, sorting and filling wish lists.<br />
Special Events<br />
<strong>Catholic</strong> <strong>Charities</strong> hosts two large fund raising events every<br />
year. Opportunities range from acquiring items for the silent<br />
auction, to helping with set-up, clean-up, decorating, or by<br />
being a part of a planning committee.<br />
Women’s Guild<br />
Our Women’s Guild is made up of more than 120 women who<br />
respond to a variety of volunteer opportunities. The Guild has<br />
two meetings per year but members receive emails on a regular<br />
basis about how they can help. Volunteer opportunities range<br />
from donating Christmas gifts for our families to helping with<br />
data entry or special events.<br />
Food Pantry<br />
Volunteers with access to a truck are needed to pick up food<br />
orders. Help is also needed with loading and unloading the<br />
orders, bagging and distributing food.<br />
Apostleship of the Sea<br />
This ministry operates two Seafarer Centers six days a week<br />
from 9 a.m. to 9 p.m. at the Port of Jacksonville. Volunteers<br />
are needed to staff the centers and welcome seafarers.<br />
