Through imaginativepublic-private partnerships, it has been able to create a new world for itself,generating employment and increasing wealth while providing first-classhospitality and visitor experience.What Dubai has achieved is an example of a profound change in pacein the evolution of society and of the economic context around theworld. <strong>The</strong> rise of new and emerging economies is offering massive newopportunities for buoyant growth, and for wider access to its benefits.<strong>Travel</strong> and tourism is at the forefront of these new possibilities. And, ina changing world, travel and tourism itself is evolving, taking increasing accountof its own responsibilities as an influential world citizen. <strong>The</strong> new maturity ofthe travel and tourism sector and the new maturity of Dubai come togetherover these days of the <strong>Summit</strong>, and we are pleased to play our part in ensuringthe success of this <strong>Summit</strong>.4

This is the beauty of travel and tourism – the opportunity forpeople to explore the unknown, to come together and share experiences, and to gainwider and deeper understanding of one another and of the world around them.Here, of course, we have a very intense business agenda. And the central subject, of howeveryone in the travel and tourism sector can play their role fully as world citizens, isone that we in Dubai fully endorse. We have seen how great the benefits of travel andtourism can be. And in realising these benefits, we have also encountered many of thechallenges that will be discussed during this <strong>Summit</strong>.We are keen to make our contribution to this important debate, because we are veryconscious of the responsibilities that the leaders of the travel and tourism sector carry.It is they who have the duty of ensuring that this sector takes account of the needs ofthe world it operates in. It is more than a professional duty. It is an honour.At this <strong>Summit</strong>, I am sure much will be gained by everyone on the professional level.But I hope too that while you are here, all of you will also enjoy your stay in Dubaiand that you will remember it long after you have returned home.5

And we here in Dubai are modestly but justly proudof what we too have done to put our own vision into practice.<strong>The</strong> sense of commitment is what makes the difference between a dreamerand a visionary. Because getting audacious projects started needs energy, andseeing them through to completion needs consistent attention, dedication,and the capacity to motivate everyone involved. In short, it needs leadership.<strong>The</strong> travel and tourism sector, which thrives on imagination, is fortunatealso in having many such leaders. It is a great satisfaction to welcome somany of them here to Dubai.
