Gainer III, <strong>West</strong> <strong>Virginia</strong> <strong>State</strong> AuditorThe Information Systems & Technology Division (IS&T) supports the business processes and functionsof the <strong>West</strong> <strong>Virginia</strong> <strong>State</strong> Auditor’s <strong>Office</strong>. IS&T provides the technical infrastructure to support the<strong>State</strong> Auditor’s mission of improving the efficiency and business practices of state government. IS&Tstrives to not only provide the information needed to run the different operating divisions of the <strong>State</strong>Auditor’s <strong>Office</strong> (e.g., Accounting (FIMS), Payroll (EPICS), Land, Purchasing Card, Securities, etc.), but toalso continually enhance and provide the secure exchange of information between the <strong>State</strong> <strong>Auditor's</strong><strong>Office</strong> and many other entities, including: state agencies, county and local governments, commercialentities, and the public.The areas of responsibility include Data Center Operations, Application Development (EPICS and FIMSSupport, and the development of web applications), as well as Client Services (Desktop, Network, andHelp Desk support).Data Center SectionThe data center consists of four employeeswho operate in two shifts. Data Centerresponsibilities include:Operation of Unisys Enterprise Server andexecution of EPICS Payroll and FIMSAccounting System applicationsSynchronization and transfer of accountingfiles with the <strong>West</strong> <strong>Virginia</strong> <strong>Office</strong> ofTechnologyPrinting of all state warrants including:payroll, direct deposit notices, vendor, Healthand Human Resources, Workers'Compensation, income tax refunds, andW-2 formsMaintain logs of all back-ups which includemainframe files, databases (Oracle, DMSII,and SQL), and server files. There are twocopies of back-up tapes moved off-site nightlyto ensure a copy of the files are available inthe event of a disaster. Additionally, all backupsare replicated to the disaster recoverysite in the <strong>State</strong> Auditor’s <strong>Office</strong> ClarksburglocationMaintain logs for all warrant and controlnumbers, either destroyed or disbursed, anddocument all procedures used daily in ourdata center for the disaster recovery projectOverall, 1.63 million warrants (checks) wereprinted in FY <strong>2011</strong>. Gainer III, <strong>West</strong> <strong>Virginia</strong> <strong>State</strong> AuditorA MICR check printer was installed at the <strong>Office</strong>of Technology’s disaster recovery facility inFlatwoods, WV. This printer is the same typeand function as those currently in production inthe Charleston data center. This will provideseamless integration into our Disaster Recovery(D/R) environment and eliminate retraining ofoperators and any additional work by ourdevelopers. This printer will provide the meansto print checks such as Payroll, Vendor, Welfareand the like in an emergency or D/R situation.In the fall of <strong>2011</strong>, the Data Center upgraded itsmainframe operating systems to the latestsupported release levels. These latest releaselevels allow the Auditor’s office to takeadvantage of newer, more secure FTP (FileTransfer Protocol) technologies as we continueto focus on data protection and security.to replace an aging, more costly mainframe. Thisnew system will provide a significant savings inboth maintenance and power consumption.EMC’s VNX Series disk was purchased andis being installed at both the CharlestonData Center and the Clarksburg D/R site.Similar to the new server in Clarksburg, thenewer “green” technology will havesignificant power savings over its lifetime.This fast, efficient, high-capacity disk willallow the Auditor’s office to reduce itscarbon footprint, as we will eliminate twoolder disk cabinets onto the VNX platform.A significant savings will be achieved as thenewer technology has extended warrantyperiods and reduced maintenance costs.A Unisys Libra 4180 enterprise server wasinstalled at our Clarksburg disaster recovery siteApplication Development SectionThis Section consists of seven developers. Responsibilities include the ongoing support andmaintenance of the EPICS payroll and FIMS accounting systems which process payments for allemployees and vendors of the <strong>State</strong> of <strong>West</strong> <strong>Virginia</strong>.The <strong>State</strong> Auditor’s website is created and maintained by the applications development team. It isthe portal which allows the citizens of <strong>West</strong> <strong>Virginia</strong> to access the Auditor’s <strong>Office</strong> and to have atransparent view of governmental spending. It is also a means by which Auditor’s <strong>Office</strong>employees conduct day-to-day business on various applications built and supported here.Through the utilization of various forms of media, this Section is additionally responsible for thecreation and maintenance of all graphics used on the public-facing website and multiplepublications, brochures, and educational materials used by the <strong>State</strong> Auditor’s <strong>Office</strong>.In cooperation with the Governor’s <strong>Office</strong>, the Auditor’s <strong>Office</strong> took on the initiative to developand support a Transparency website for the <strong>State</strong>. The Application Development Section (ADS) ofthe Auditor’s <strong>Office</strong> provided the resources to develop this new web site,www.transparencywv.org. This site is for the public, policy makers, journalists, and researchersinterested in searching, downloading, sorting, and charting state expenditures.
