Additionalinformation related to county governmentalfunctions was provided. This guide providesdetailed, step-by-step instructions for thebudget preparation process. The guide alsoincludes an appendix of forms which may bereproduced for use in future years.Municipal Government Guideline to BudgetPreparation - Updated in 2009. Additionalinformation related to municipalgovernmental functions was provided. Thisguide provides detailed, step-by-stepinstructions for the budget preparationprocess. The guide also includes an appendixof forms which may be reproduced for use infuture years.Board of Education Guideline for Preparingthe Schedule of Proposed Rates - Updated in2008. This guide provides detailed, step-bystepinstructions for the preparation of theSchedule of Proposed Rates for BudgetPurposes and is a vast improvement fromprior instructions. The guide also includes anappendix of forms which may be reproducedfor use in future years.County and Municipal Budgets - Due to themany requests from various organizations,local officials, legislators and others, thissection has also provided access to municipaland county budget information as well as levyinformation to the general public.Consolidated Budget Report for CoalSeverance Tax Fund, Gas and Oil SeveranceTax and General Funds for County andMunicipal Governments - In accordance withthe provisions set forth in WV Code §11-13A-5a(j) and §11-13A-6(j), this budget report setsforth the proposed revenues andexpenditures for coal severance tax and oilseverance tax funds distributed to county andmunicipal governments. The report alsoprovides budgeted amounts for generaloperating funds.Rates of Levy Report - This report is a guide ofstate, county, municipal, and boards ofeducation property tax levy rates that wereapproved by the entity and the State Auditorfor each fiscal year.Special Excess Levy Guideline - This guideprovides detailed, step-by-step instructionsfor the preparation of the Order/Ordinancecalling for an excess levy election. The guidealso includes sample Orders and an appendixof forms which may be reproduced for the useof the entity.Special Excess Levy Report - This report is asummary of all excess levies in effect in theState. It is organized by county and includesinformation such as the rate of the specialexcess levy, the purpose, the amount to beraised, and the year in which the levy willexpire.2011 ANNUAL REPORT WVSAO.GOV Page 44

Gainer III, West Virginia State AuditorDuring FY 2011, the State Auditor, in accordancewith WV Code §11A-3-34, appointed a specialdeputy commissioner of delinquent andnonentered lands to conduct and transactbusiness in all fifty-five (55) counties.Representatives of the Auditor’s Office conductedland auctions, as required. In addition, sales ofindividual tracts or lots occurred, provided thatthe property involved was offered for salepreviously and received no bid, or that a previouspurchaser did not follow through with therequirements of obtaining a deed.Office, only 1,517, or approximately 0.86%,remains with no action taken on them.To date, 168,317, or approximately 95.16% of thetracts or lots that have been certified for sale bythe State Auditor’s Office, have been redeemed,deeded or dismissed.Of the 176,882 individual tracts or lots that haveever been certified for sale by the Auditor’s2011 ANNUAL REPORT WVSAO.GOV Page 45
