Dr. Jonathan said that‘demonstrable accountabilitymust not only be done but beseen to have been done’ andcharged the Ministers not tosee the assignment of officesas an allocation of privileges.The Acting President, whoreminded the Ministers thatthey were on nationalassignment and could bereassigned with little or nonotice in the national interest,also informed them thatmediocre performance wouldnot be enough to meet thehigh expectations ofNigerians in the varioussectors of the economy. Headded that GovernmentDr. Goodluck Jonathan, GCON,Acting President, Commander-in-Chief of the Armed Forces of theFederal Republic of Nigeriawould, in consultation with the Ministers, determine and agree on ministerial goals andtargets, including milestones that would form the basis for continuous monitoring andevaluation of their performance, noting that it was their responsibility to inform the publicand report on progress.

NUC/AAU Hold Regional Capacity BuildingWorkshopghe Permanent Secretary, FederalMinistry of Education, ProfessorOladapo Afolabi on Wednesday, 7 th<strong>April</strong> <strong>2010</strong>, tasked the Association ofAfrican <strong>Universities</strong> (AAU) toconsolidate on adding value to thesystem rather than seeking to breaknew grounds. The PermanentSecretary made the call whiledeclaring open the NUC/AAURegional Capacity Building Workshopwith the theme “Institutional QualityAssurance, Principles, Problems andProspects” at the NUC Auditorium,Abuja. He advised participants to reexaminethe extent of qualityassurance they had brought into theeducation system and work out meansto make it better.Professor Oladapo AfolabiThe Permanent Secretary, FMEProfessor Afolabi stressed that emphasis should be placed on tackling those issues that erodequality and stated that as academics, they must be in the vanguard of insisting that theirproducts were of good quality and said that it was only when this question was addressed thatit can be proved that the objectives set had been achieved. The Permanent Secretary decriedthe situation where African universities were not listed in the global rankings and added thatAfricans must be concerned with the ability of the institutions to unleash the great potentialsin them. He further said that there wasneed to identify both potential andactual strengths that were available inthe universities, while ensuringemphasis on the actual potentials, andurged the Workshop to provideGovernment with solutions that wouldenable it formulate good policies for theeducation sector.Professor Julius A. OkojieExecutive SecretaryPage 4In his welcome remarks, the ExecutiveSecretary, <strong>National</strong> <strong>Universities</strong><strong>Commission</strong> (NUC), Professor Julius A.Okojie called on AAU to ensure theharmonization of programmes in their<strong>Universities</strong> to provide a common guidefor peer-review of institutionalprogrammes among the various Africanuniversity systems. He said thatuniversity authorities, as stakeholders inthe educational sector, should


emphasize the creation of an enablingenvironment where the critical mass ofknowledgeable individuals could betrained. He also affirmed that merelyengaging in capacity buildingworkshops without providing enablingand conducive environment for thetrained personnel to operate optimallytended to compel such well-trainedpersons to migrate to the developedcountries to the detriment of theuniversities and the developingcountries of the world.The Executive Secretary challenged thedelegates to chart a new course ofaction as they deliberated on thevarious issues during the workshop asit was not possible for AfricanProfessor C.F MafianaDirector, Executive Secretary’s OfficeProfessor Peter OkebukolaFmr. NUC Executive Secretary and Workshop Facilitator<strong>Universities</strong> to attain global standards if those trained could not be retained. Professor Okojiealso emphasized that it was a challenge which Development Partners and university managersneeded to tackle, as experience had shown that Nigerians were not lacking in terms ofindividual quality and expertise, but how to channel the trainings to the overall developmentof the universities and the nation.Professor Okojie lamented that the situation was made more difficult with the culture ofmentoring disappearing in the university system, which hitherto had equipped universitygraduates with the art of learning andadvised younger academics to stayvery close to their mentors to availthemselves of the opportunity of beingtutored. The NUC boss told theparticipants to recognize that capacitybuilding was not an abstract issue, butsomething measurable and that it wasfocused on adding value and advisedthe participating universities inNigeria to take the lessons learned atthe capacity building Workshop home,in order to influence and improveprogrammes in their institutions.In a vote of thanks, the Director,Executive Secretary’s Office,Professor Chiedu F. Mafiana, urgedthe participants to avail themselves ofthe opportunity of the Workshop todiscuss and resolve the topical issuesconfronting the university system in order to make them, and the graduates they produce,globally competitive.Page 5

Nigerian <strong>Universities</strong> Doctoral These Award Scheme(NUDTAS): NUC Honours 14 Ph.D Holderseecognizing the prime place ofresearch in the tripartite mandate ofuniversities and the need to stimulatecutting-edge research by postgraduatestudents in Nigerian <strong>Universities</strong>, the<strong>National</strong> <strong>Universities</strong> <strong>Commission</strong>presented awards to doctoral degreeholders whose Ph.D. theses wereadjudged the best in their respectivedisciplines for the years 2006 and2007. At the opening ceremony of theNigerian <strong>Universities</strong> Doctoral ThesesAward Scheme (NUDTAS) for 2006and 2007, which took place from 6 – 8<strong>April</strong>, <strong>2010</strong> at the Ladoke AkintolaUniversity of Technology(LAUTECH), Ogbomoso, theExecutive Secretary, represented byProfessor Ignatius Uvah, DeputyHRH, Oba Jimoh Oyewunmi Ajagungbade, III,Soun of Ogbomoso LandExecutive Secretary, said that the objectives of the scheme would lead to developing a criticalmass of academics who understand the role of research in facilitating the accomplishment ofthe other mandates of the university i.e. teaching and community service; evolve a workforcethat will employ research for national development; use research as a critical component forthe accomplishment of the government developmental initiatives and the MillenniumDevelopment Goals (MDGs); motivate the academia for cutting edge research in the NigerianUniversity System; and ensure that the products of Nigerian University are comparable to thebest in the world. He extended thesincere appreciation of the <strong>Commission</strong>to the Vice-Chancellor, GoverningCouncil and Management of the LadokeAkintola University of Technology,Ogbomoso for hosting the 2006 and2007 NUDTAS awards.The Executive Secretary congratulatedthe awardees for their outstanding featdespite the difficult environment forconducting research in Nigerian<strong>Universities</strong> and challenged them tosustain the tempo of research inNigerian <strong>Universities</strong>.Professor Julius A. He seized the opportunity to enumerate the achievement of theUniversity that is celebrating its 20 th anniversary.Earlier, the NUC Director, Researchand Innovation, Professor ValEkechukwu, in his address, said that asthe global economy and developmentbecome increasingly knowledgedriven, the role of quality education,particularly research, to nationaldevelopment and internationalcompetitiveness was more crucial. Hesaid that the Nigerian UniversitySystem, and indeed all highereducation institutions and researchinstitutes, had tremendous roles to playin creating a national innovationsystem in manpower development andresearch towards actualizing Vision20- 2020.He briefed the guests on NUDTASand the procedure of selecting theaward winners and concluded that theProfessor B.B. AdelekeVice-Chancellor, LAUTECH<strong>Commission</strong> would soon call for the submission of the best theses in the respective 13disciplines for the 2008 and 2009 awards and enjoined Nigerian <strong>Universities</strong> to act withutmost dispatch in responding to the call.Professor Ignatius I. In his Opening remarks,the Executive Secretary decried thestate of research in Nigerian<strong>Universities</strong> despite the array offunding opportunities available forresearch in recent times. Among theopportunities mentioned by theExecutive Secretary were the FederalGovernment Special Interventionfunds to some federal universities, theWorld Bank STEP-B project, ETFPage 8


esearch grant and research funding opportunities from developing partners. ProfessorOkojie was optimistic of positive changes in university research efforts while congratulatingthe award winners for jobs well done.Prior to the award presentation, theExecutive Secretary, accompanied bythe Vice-Chancellor and PrincipalOfficers of LAUTECH and someNUC Directors, paid a courtesy visiton His Royal Highness, Soun ofOgbomoso Land, Oba JimohOyewunmi Ajagungbade, III, JP. TheExecutive Secretary, who praised theentrepreneurial prowess of the peopleof Ogbomoso, commended the supportof the Soun towards the developmentof LAUTECH. He singled out thepeaceful Ogbomoso environmentbeing enjoyed by the University whosestudents were mostly off-campus. Heexplained that LAUTECH mustreciprocate the kind gesture throughcommunity service to the people ofOgbomoso, particularly the Soun, whoprovided the piece of land on whichProfessor Val EkechukwuDirector, Research and Innovationthe University is located. The role of the traditional rulers, according the ExecutiveSecretary, should not be limited to being Chancellors of <strong>Universities</strong> as they could contributeto effective governance in the system.In his response, Oba Oyewunmi expressed appreciation for the visit and recalled the highlyrespected status of University students in the past, and enjoined all stakeholders to restore thelost glory of university education in Nigeria. The Oba stated that the people of Ogbomosohad been having positive impact onthe students who live among themas they regarded the students astheir own children. He appealed togovernment to intervene on theprolonged closure of the PlateauState University where he isChancellor, so that normalacademic activities could berestored.Dr. Abubakar Muhammad Bello making his presentationThe <strong>National</strong> <strong>Universities</strong><strong>Commission</strong> (NUC) instituted theNigerian <strong>Universities</strong> PostgraduateTheses Award Scheme (NUPTAS)in 2001. Following the inauguralaward, the NUC decided that theaward scheme should be forDoctoral theses only to provide aPage 9


fair and level playing ground for assessment of theses submitted and most importantlybecause the art of meaningful research often begins at the Doctoral level. Consequently, thesecond edition of the award scheme tagged Nigerian <strong>Universities</strong> Doctoral Theses AwardScheme (NUDTAS), exclusively for Doctoral theses, was held in 2003.The main objective of NUDTASwhich is an annual event is toencourage scholarship for academicexcellence in postgraduate researchin Nigerian universities through:a) Identifying outstandingresearch projects in Nigerian<strong>Universities</strong> doctoral thesesirrespective of discipline;b) Giving formal recognition tothe most deserving of suchproject theses; andc) Awarding prizes to theirrespective authors.A total of 51 and 53 Ph.D. theseswere received for the years 2006 and2007 respectively in 11 disciplineareas of Administration, Agriculture,Dr. Bola Adeniyi of University of Ibadan receiving herplaque from Prof. Okojie as a Co-supervisor ofone of the awardeesArt, Education, Engineering and Technology, Law, Basic Medical Sciences, Pharmacy,Science, Social Science and Veterinary Medicine. For the purpose of the award, the Sciencediscipline was split into Physical andBiological Sciences because of thediversities in the discipline. The teamsof assessors were also constituted alongthe lines of these disciplines. Nosubmission was received fromEnvironmental Sciences and Medicineand Dentistry. NUC Scribe Hosts Immediate Past-President of theMcArthur Foundationghe immediate-past President of the John D and Catherine T. McArthur Foundation, Dr.Jonathan Fanton, paid a courtesy call on the Executive Secretary, Professor Julius A. Okojiein his office.The Executive Secretary, while welcoming Dr Fanton, emphasized the role of McArthurFoundation towards the development of the Nigerian educational system, noting that the storyof the Nigerian UniversitySystem would not be completewithout reference to theFoundation. Professor Okojiesaid that through the McArthurFoundation and the unwaveringsupport of Dr Fanton, a lot ofcapacity building workshops andtraining opportunities had beenmade available to Nigerianuniversities, while equipmentworth several millions of dollarshad been donated to enrich theSystem.Prof. Okojie and Dr. FantonOn the importance of Information and Communications Technology (ICT), the ExecutiveSecretary remarked that it could not be over-emphasized, adding that the education sectordoes not have adequate bandwidth for internet services that would drive research activities inthe various universities.In his response, Dr Fanton thanked the Executive Secretary for his hospitality andcommended the <strong>Commission</strong> for the efforts being made towards improving the delivery ofquality university education in Nigeria. Dr. Fanton, who expressed his emotional attachmentand commitment towards the education system in Nigeria, disclosed that he was recentlyappointed a member of the Advisory Committee on the Millennium Development Goals(MDGs), which would give him the opportunity to still make an impact on the educationalsector of the economy.Dr. Fanton reaffirmed the importance of Higher Education as the critical path for any countrywhich wants to hold its own among the comity of nations, particularly in today’s highlycompetitive, globalized world. He noted that Nigeria was blessed with a lot of talented peopleand that these human resources needed to be harnessed to help drive Nigeria as she seeks tobe among the leading nations. He reiterated that any effort at strengthening Nigeria’s<strong>Universities</strong> was an investment that would yield worthy dividends for the System andcommended all stakeholders and beneficiaries for their commitment to sector despite itsnumerous challenges.Page 16

He made the statement during a courtesy visit tothe Executive Secretary, Professor Julius A. Okojie in his office.Mr. Insausti informed the ExecutiveSecretary that it was an honour for himto be at the <strong>Commission</strong>, adding thatArgentines knew little about NUC or theNigerian University System (NUS) andvice versa. He explained that thepurpose of his visit was in furtheranceof his country’s desire to renew therelationship between Nigeria andArgentina and to find possible areas ofcollaboration/partnership between thetwo countries. Earlier, in his welcome address, the Executive Secretary briefed Mr. Insausti on NUC,chronicling the modest achievements of the <strong>Commission</strong> since it started as a Unit in theCabinet Office of the Presidency in 1962. The Executive Secretary remarked that theNigerian University System presently had 104 universities comprising 27 Federal<strong>Universities</strong>, 36 State <strong>Universities</strong> and 41 private <strong>Universities</strong>. Professor Okojie highlightedthe various functions of the <strong>National</strong> <strong>Universities</strong> <strong>Commission</strong> including the grantingapproval for all degree programmes run in Nigerian universities and other higher educationinstitutions; granting of approval for the establishment of <strong>Universities</strong> in Nigeria; assuring thequality of all academic programmes offered in Nigerian universities; and the channel for allexternal support to Nigerian universities.The Executive Secretary noted that the <strong>Commission</strong>’s core responsibilities had expandedwith the creation of the Department of Students Support Services, which is mandated tofashion out programmes for universities to ensure students welfare and the proper mentoringof students for leadership responsibilities.
