References: AR 600-8-142. Purpose. To define necessary reporting and counseling requirements prior to replacement<strong>of</strong> lost, stolen or altered Government Identification Card/Common Access Card issued toSoldiers, family members, and <strong>Department</strong> <strong>of</strong> <strong>the</strong> <strong>Army</strong> civilian employees.3. General. This policy applies to Soldiers, <strong>the</strong>ir family members, civilian employees, andcontractors assigned or attached to or employed by U.S. <strong>Army</strong> Alaska (<strong>USARAK</strong>), U.S. <strong>Army</strong>Garrison Alaska, and tenant organizations or activities.4. Policy/Procedures.a. All Soldiers, civilian employees, and contractors must immediately report <strong>the</strong> loss or<strong>the</strong>ft<strong>of</strong> <strong>the</strong>ir identification card to <strong>the</strong>ir respective supervisors. Additionally, <strong>the</strong> individual whoseidentification card has been lost or stolen must immediately report <strong>the</strong> matter to <strong>the</strong> DeskSergeant, Provost Marshal Office (PMO). Soldiers are also required to report <strong>the</strong> loss or <strong>the</strong>ft <strong>of</strong><strong>the</strong>ir Family member(s) government identification card to <strong>the</strong> PMO.b. Individuals, when present in Alaska, are not authorized to receive reissue <strong>of</strong> governmentidentification from o<strong>the</strong>r Services’ identification card issuing activities and will receive servicefrom <strong>USARAK</strong> government identification issuing activities at Fort Richardson and FortWainwright.c. Any person possessing more than one ID card or who willfully alters, damages, lends,counterfeits, or uses an ID card in any unauthorized manner is subject to possible adverseadministrative, disciplinary, or UCMJ action.d. Counseling will be completed and documented prior to replacement <strong>of</strong> any lost, altered,or stolen identification cards. <strong>The</strong> counseling should reinforce personal and force protectionresponsibilities necessary to safeguard identification cards. Counseling will be prepared induplicate using <strong>the</strong> enclosed memorandum <strong>of</strong> counseling and <strong>the</strong> original will be filed in <strong>the</strong>
