-13-3.6.2.2.1 In this part:(a)(b)(c)“Approved fixture” means a fixture for erecting orinstalling banners, attached to a pole or structure onpublic lands in a location and of a constructionapproved by the Director of Municipal Works of theCity within the Designated Area.“BIA Banner” means a banner that complies with theregulations of this by-<strong>law</strong> erected upon an approvedfixture by the Board of Management of a BusinessImprovement Area within the Business ImprovementArea governed by the Board of Management givingthe approval and which relates to events andbusinesses within the BIA.“Community Function” means a performance,content, sale or other similar event that impacts upon,or is of interest to, the entire City of <strong>Niagara</strong> <strong>Falls</strong>.3.6.2.2.2 No permit shall be required to erect a BIA Banner on anapproved fixture.3.6.2.2.3 Contractors erecting or installing BIA banners shall complywith all applicable standards, rules and regulations of the Cityconcerning or related to undertaking work in City streets.3.6.2.2.4 An Approved Fixture may be located on public lands.3.6.2.2.5 An NCCC Banner may be erected or installed on publiclands.3.6.2.2.6 A BIA Banner shall be used solely for advertising orpromoting any event which is related to the BIA or to aCommunity Function.3.6.2.2.7 All other relevant provisions of this by-<strong>law</strong> shall apply to BIAbanners.3.6.2.3 Any banner installed in accordance with subsections 3.6.2.1 and3.6.2.2 above shall comply with the following regulations:3.6.2.3.1 A banner projecting over a sidewalk shall have a minimumvertical clearance of 2.75 m between the grade and the lowestpart of the sign face.
