IntroductionTopographic/ thematic <strong>mapping</strong> of spatial features orresources on Earth, typically involves: a) project planningincluding choice of standards such as scale, projection,etc.; b) acquiring the imagery of the surface being mapped,c) gathering precise control point positions, d)photogrammetric processing of the remotely sensedimages, e) delineating the features from them, f) visitingthe field for collecting missing information, names offeatures and quality verification, and g) cartographicpresentation of the resulting raster, vector and other textualinformation according to selected referencing schema,map projection & media options.These activities require interactions between differentteams of people from government departments, contractedagencies, geographically separated field parties and endusers. These teams belong to different scientific andengineering disciplines. The interactions among them arebecoming more and more complex due to various reasons,which include a) rapid <strong>technology</strong> development, b) needfor different types of maps with different content options,c) types of media or online delivery. Traditional ways ofpreparing maps by the governmental <strong>mapping</strong> agencieshave become less viable for the required terrestrial andcoastal coverage, and to keep the information current,towards meeting the ever increasing end-userrequirements.This phenomenon has led to the development of a newconcept for the preparation of maps, namely the<strong>collaborative</strong> <strong>mapping</strong>. In this <strong>collaborative</strong> mode of<strong>mapping</strong>, the end users, the <strong>technology</strong> providers, andvarious local bodies work together for the generation anduse of the maps. Collaborative <strong>mapping</strong> is facilitated bythe use of the latest technological services: a) the InternetGIS, b) satellite based instant navigation andcommunication, c) high resolution remote sensing images,etc. These technologies help in specifying therequirements, collecting and processing the images togenerate the maps, updating them with field informationand delivering them in a short time. Simplistic examplesof this mode of <strong>mapping</strong> are provided by Google Earthand Wikimapia.<strong>Space</strong> <strong>technology</strong> is proving to be a natural partner to the<strong>collaborative</strong> <strong>mapping</strong>. Current day <strong>space</strong> <strong>technology</strong> notonly offers remotely sensed images for <strong>mapping</strong> but alsosupports efficient field data collection, integration andquality verification, involving a sizeable number of teams.Current day requirements on <strong>mapping</strong> have becomemultifold. These include variety in information content,scales, extents, multi-temporal data sets from hybridsources, as well as dissemination and practicalnavigational map usage by all end users, through theGPS and satellite communication offerings. Specifically<strong>Space</strong> augmented information and communicationtechnologies enable collaboration by different stakeholdersin the process of initial map generation, keeping themcurrent and updated, and using them for differentapplications on the field, be they static or mobile.Keeping these developments in view it is proposed tohold the 28 th INCA International Congress under theumbrella theme of Collaborative Mapping & <strong>Space</strong>Technology. Seven different themes are proposed to bediscussed each addressing a number of streams withinthem with the objective of providing a common forum tofacilitate interaction among all stakeholders to this issue.Technical ProgrammeThe technical programme consists of the following themes:S1. Chatterjee Memorial LectureAnother important lecture series during INCA congressesis the Prof. S.P. Chatterjee memorial lecture. DistinguishedProfessor A.R. Dasgupta of Bhaskaracharya Institute of<strong>Space</strong> <strong>Applications</strong> and Geoinformatics (BISAG),Gandhinagar has kindly consented to deliver the lecturein this year’s Congress on Ubiquitous Mapping.Panel DiscussionIt is proposed to hold a panel discussion with eminentpersonalities on the main topic of the Congress, precedingthe valedictory session.Call for PapersThe topic of the Congress will be discussed through invitedand contributed papers under the seven themes in plenaryand at most three parallel sessions on each day,addressing the various streams mentioned above.Technical papers are invited on the topic of the Congressunder any of the seven themes on the specified or alliedother streams for oral or poster presentation.Extended abstracts of papers (for oral or poster sessions)of about 750 words should be submitted electronicallythrough the Congress website or through email on orbefore July 31, 2008 (June 30, 2008 for consideration forGrants for Young Researchers). The abstract should clearlystate the purpose, methodology and the findings.Acceptance of abstracts for oral/ poster presentation willbe communicated on or before August 31, 2008. (Forabstracts sent for consideration of Young ResearcherGrant, acceptance will be intimated within July 31, 2008).Guidelines to AuthorsAuthors of accepted abstracts should develop them intofull papers and send them electronically on or beforeSeptember 30, 2008 (on or before September 15, 2008for consideration for Young Researcher Grant) throughthe Congress website or through email. A template forthe Abstract and Full Paper will be available for downloadfrom the Congress website. Length of full papers shouldnot exceed six A4-size (21 cm x 29.7 cm) pages inVerdana 10-size font for contributed papers and ten pagesfor invited papers. A clear margin of 2 cm on top, 2.5 cmat bottom and 1.5 cm on right and left sides should bekept. Authors are advised to provide their full affiliationand contact address including telephone, fax and emailon both abstract and full paper.Oral Presentation of PapersAccepted papers for oral presentation will be given about15 minutes time for both presentation and ensuingdiscussions. Facilities will be provided for MS-Office Powerpointmulti-media application presentations using an MS-Windows operated computer having USB, CD-ROM andDVD interfaces in all the oral presentation venues at theConference site.Poster PresentationDisplay <strong>space</strong> of size 90 cm x 60 cm will be provided foreach paper. Poster script must be selective in salientprint, highlighting the objective, methodology, analysis andfindings. Authors’ names, affiliation and contact detailsshould be added at the bottom of the paper. Posters willbe organised in broad sections as per the Conferencethemes and streams in consultation with the authors.Grants for Young ResearchersGrants ranging from Rs. 5000/- to Rs. 10,000/- each forabout ten persons, are planned for best papers receivedunder this category. To be eligible for this grant, the papershould have been authored either solely by a youngresearcher or he/she being the first author; who is either(a) a post-graduate or (b) a research student or (c) whois in the teaching profession or (d) in a researchorganisation, who is of age less than 35 years. Thosewho are desirous of contesting for these grants shouldsend their abstracts within June 30, 2008 and full paperswithin September 15, 2008 after the abstracts have beenaccepted. Notification of short-listed papers for the grantswill be communicated within September 30, 2008. First
