The study aims to assess the extent to which the two subregionshave utilised third-generation agreements with the European Union.Bolivia. Team leader on three formulation missions in a continuous process to prepare thenew 'Danida Sector Programme in Support of Decentralisation and Indigenous Peoples inBolivia'. The missions focus on indigenous population and the application of the new statereforms.1995: Nicaragua. Consultant to Rambøll on the case study of Nicaragua as part of the thematicevaluation of the impact of the Danida Plan of Action for Environment and Development.Peru. Consultant to Danida on the project review: "PACAYA-SAMIRIA IntegratedProgramme for Development and Conservation". This project works with indigenous peoplesof northern Peru, who inhabit one of the biggest natural reserves in the Amazons.Central America. Invited by the EU Commission (DG-I) to "Perspectivas del Proceso deSan José", a joint Central American and European group of parliamentarians, governmentofficials and experts responsible for drawing up proposals to enhance the dialogue andcooperation programmes between the two regions.Angola. Identification mission to look into the potential for a new programme in Angola,aiming to combine relief aid with development, possibly in a joint programme between theDanish Refugee Council and Ibis (NGO).1994: Peru & Ecuador. Consultant to Danida on the project evaluation: "Inscription and Titling ofNative Communities in Ucayali Region" for indigenous peoples of the Peruvian Amazon. Aproject in Ecuadorian Amazon' near Coco was also appraised.Central America. Leader of a team composed of Danish and Central American consultants,setting out to outline a coherent strategy and programme for Danida's assistance to CentralAmerica's environmental sector. Three issues are highlighted: natural resource management;environmental economics; pollution control and cleaner technology.Central America. Co-leader of a team composed of two desk officers from the EUCommission (DG I) and two independent consultants. First draft proposal elaborated for anoverall EU regional co-operation strategy for Central America (150 million Euro per year).Elements from the report were drawn upon by the Commission proposal presented to the SanJosé XII Ministerial Meeting between EU and Central America in Italy, March 1995.1993-1997: Denmark.
