1.0 IntroductionThis report summarizes research evidence on <strong>audit</strong>s of <strong>Occupational</strong> Health<strong>and</strong> Safety (OHS) <strong>management</strong> systems. The focus is on determining what isknown about the reliability <strong>and</strong> validity of these <strong>audit</strong> <strong>instruments</strong>. Besidesreviewing literature in occupational <strong>health</strong> <strong>and</strong> <strong>safety</strong>, the review team alsolooked at findings from the process <strong>safety</strong> field.1.1 BackgroundOHS <strong>audit</strong>ing is a process for assessing the compliance of an OHS programwith legislation <strong>and</strong> regulations <strong>and</strong> verifying that it conforms to establishedguidelines or best practices in occupational <strong>health</strong> <strong>and</strong> <strong>safety</strong>.The growing number of international <strong>and</strong> national st<strong>and</strong>ards <strong>and</strong> agreementsthat incorporate environmental, <strong>health</strong> <strong>and</strong> <strong>safety</strong> aspects of production hasencouraged widespread development <strong>and</strong> use of OHS <strong>audit</strong>s. Auditing isnow seen as an effective method for ensuring compliance <strong>and</strong> improving theperformance of prevention systems.But despite the widespread <strong>and</strong> exp<strong>and</strong>ing use of <strong>audit</strong>s in Canada <strong>and</strong>internationally, there has been no synthesis of the literature on theireffectiveness or on the reliability <strong>and</strong> validity of <strong>audit</strong> <strong>instruments</strong>.Following a feasibility study, IWH researchers decided that a full systematicliterature review on the effectiveness, reliability <strong>and</strong> validity of OHS<strong>audit</strong>ing was not appropriate, because the evidence base was scant <strong>and</strong> manyof the studies were of limited quality. Instead, they carried out a traditional,narrative literature review in order to summarize the available informationfor stakeholders.1.2 What is a narrative review?A narrative review provides a general overview of the research literature in aspecific area. Unlike a systematic review, it does not systematically appraisethe quality of articles nor does it formally synthesize results. Narrativereviews may be more appropriate when research in a particular area is scarceNarrative reviews can also help to provoke thinking on a topic <strong>and</strong> toidentify gaps in the research. However, because they deal mainly withtheory <strong>and</strong> general information, they tend to be less helpful to decisionmakersseeking answers to specific intervention-related questions.1.3 What is an OHS <strong>management</strong> <strong>audit</strong>?An “<strong>audit</strong>” is a detailed examination or analysis of strengths <strong>and</strong>weaknesses.
