Update <strong>on</strong> US-09-01a: Identifying <strong>Earth</strong> Observati<strong>on</strong> Priorities—Lawrence Friedl, NASA,<br />

USA<br />

Lawrence Friedl noted the increased recogniti<strong>on</strong> of the importance of user engagement to<br />

<str<strong>on</strong>g>GEO</str<strong>on</strong>g>/SS. For example, <str<strong>on</strong>g>GEO</str<strong>on</strong>g>’s 2012-2015 Work Plan states that completing <str<strong>on</strong>g>GEO</str<strong>on</strong>g>’s 10-Year<br />

Implementati<strong>on</strong> Plan will “c<strong>on</strong>note a new phase for <str<strong>on</strong>g>GEO</str<strong>on</strong>g> where user engagement, coordinati<strong>on</strong><br />

and resource mobilizati<strong>on</strong> are taken to unprecedented levels.” At its January 2011 meeting, the<br />

<str<strong>on</strong>g>UIC</str<strong>on</strong>g> will be discussing how to fulfill <str<strong>on</strong>g>GEO</str<strong>on</strong>g> Mid-Term Evaluati<strong>on</strong> Recommendati<strong>on</strong> #6, which<br />

recommends that <str<strong>on</strong>g>GEO</str<strong>on</strong>g> improve its understanding, engagement, and resp<strong>on</strong>siveness to the user<br />

community by characterizing users and increasing opportunities for dialogue with the user<br />

community to provide helpful feedback <strong>on</strong> a timely basis. One idea would be to pursue in-depth<br />

engagement with users in <strong>on</strong>e or two <str<strong>on</strong>g>GEO</str<strong>on</strong>g> SBAs each year (e.g., via meetings and workshops<br />

with other <str<strong>on</strong>g>GEO</str<strong>on</strong>g> committees and groups) to examine user needs across different user types. The<br />

goal would be an SBA-specific report that the <str<strong>on</strong>g>UIC</str<strong>on</strong>g> would deliver to the <str<strong>on</strong>g>GEO</str<strong>on</strong>g> Plenary. Lawrence<br />

Friedl encouraged participants to provide input <strong>on</strong> user engagement and feedback <strong>on</strong> this idea.<br />

He then briefly reviewed the informati<strong>on</strong> <strong>on</strong> US-09-01a status he presented during the first day<br />

of the workshop (see presentati<strong>on</strong> summary above).<br />

Introducti<strong>on</strong> to <str<strong>on</strong>g>GEO</str<strong>on</strong>g> Communities of Practice—Ellsworth LeDrew, University of Waterloo,<br />

Canada, and IEEE<br />

Ellsworth LeDrew presented an overview of the <str<strong>on</strong>g>GEO</str<strong>on</strong>g> CoPs (see slides for details). The <str<strong>on</strong>g>UIC</str<strong>on</strong>g> has<br />

defined a <str<strong>on</strong>g>GEO</str<strong>on</strong>g> CoP as “a self-organized group of people who commit to working together to<br />

apply/foster applicati<strong>on</strong> of <strong>Earth</strong> observati<strong>on</strong>s for societal benefit in their shared field of interest<br />

and expertise.” CoP work is funded by voluntary c<strong>on</strong>tributi<strong>on</strong>s from host organizati<strong>on</strong>s and by inkind<br />

c<strong>on</strong>tributi<strong>on</strong>s of CoP members. <str<strong>on</strong>g>GEO</str<strong>on</strong>g> currently has ten active CoPs and two to three in<br />

development. There can be several CoPs within <strong>on</strong>e <str<strong>on</strong>g>GEO</str<strong>on</strong>g> SBA.<br />

CoPs are not administrative units, but may become involved supporting <str<strong>on</strong>g>GEO</str<strong>on</strong>g> Tasks. CoP<br />

Leaders are resp<strong>on</strong>sible for communicating/liaising with the <str<strong>on</strong>g>UIC</str<strong>on</strong>g>, including preparing quarterly<br />

progress reports for submissi<strong>on</strong> to the <str<strong>on</strong>g>GEO</str<strong>on</strong>g> Secretariat. A co-chair of the <str<strong>on</strong>g>UIC</str<strong>on</strong>g> is assigned as a<br />

point of c<strong>on</strong>tact for each CoP.<br />

The <str<strong>on</strong>g>UIC</str<strong>on</strong>g> has developed guidance (available at http://www.earthobservati<strong>on</strong>s.org/cop.shtml) to<br />

help CoPs understand principles, procedures, and resources for CoP formati<strong>on</strong> and operati<strong>on</strong>.<br />

The guidance provides a template for groups who want to apply to the <str<strong>on</strong>g>UIC</str<strong>on</strong>g> to be recognized as<br />

a <str<strong>on</strong>g>GEO</str<strong>on</strong>g> CoP.<br />

Agriculture CoP and <str<strong>on</strong>g>GEO</str<strong>on</strong>g> TASK AG-07-03a (Global Agricultural M<strong>on</strong>itoring)—Jai Singh<br />

Parihar, Indian Space Research Organisati<strong>on</strong><br />

Jai Parihar described work of the Agriculture CoP, which focuses <strong>on</strong> <str<strong>on</strong>g>GEO</str<strong>on</strong>g> TASK AG-07-03a<br />

(Global Agricultural M<strong>on</strong>itoring) (see slides for details). Work under the Task aims to evolve a<br />

Global Agricultural M<strong>on</strong>itoring System of Systems (GLAMSS) that provides global m<strong>on</strong>itoring of<br />

agricultural producti<strong>on</strong>; timely and accurate nati<strong>on</strong>al (and subnati<strong>on</strong>al) agricultural statistical<br />

reporting; accurate forecasting of shortfalls in crop producti<strong>on</strong> and food supply; effective early<br />

warning of famine; and global mapping, m<strong>on</strong>itoring, and modeling of changes in agricultural land<br />

use, type and distributi<strong>on</strong>, in their social and ecological c<strong>on</strong>text. Work is underway in five areas:<br />
