• Greg Withey asked what the plans were for future work to refresh and/or build <strong>on</strong> the<br />

informati<strong>on</strong> in the US-09-01a reports. L .Friedl resp<strong>on</strong>ded that the report includes many<br />

recommendati<strong>on</strong>s to improve the process and gather further informati<strong>on</strong> <strong>on</strong> user needs.<br />

There is an assumpti<strong>on</strong> the work will c<strong>on</strong>tinue. He thought a revisi<strong>on</strong> every three years<br />

would be a good frequency.<br />

• Kathy F<strong>on</strong>taine noted that the approach of using available documents since 2000 was<br />

always intended as a starting point that would require follow-up analysis. Gary Foley added<br />

that the User Requirements Registry (URR⎯see below) opens a new dimensi<strong>on</strong> for<br />

obtaining informati<strong>on</strong> <strong>on</strong> user needs. The URR can provide an important supplement to<br />

potential future work under US-09-01a to incorporate needs harvested from future<br />

documents as they are produced.<br />

<str<strong>on</strong>g>GEO</str<strong>on</strong>g> Call for Proposals (CFP)—Lawrence Friedl, NASA, USA<br />

Lawrence Friedl and Masami Onoda presented the status of <str<strong>on</strong>g>GEO</str<strong>on</strong>g>’s Call for Proposals in <strong>Earth</strong><br />

Observati<strong>on</strong>s for Decisi<strong>on</strong> Support, a joint effort of <str<strong>on</strong>g>GEO</str<strong>on</strong>g>’s Capacity-Building <str<strong>on</strong>g>Committee</str<strong>on</strong>g> (CBC)<br />

and the <str<strong>on</strong>g>UIC</str<strong>on</strong>g> (see slides for details). The purpose of the CFP initiative is to showcase the value<br />

and benefits of <strong>Earth</strong> observati<strong>on</strong>s and <str<strong>on</strong>g>GEO</str<strong>on</strong>g>SS through projects in four <str<strong>on</strong>g>GEO</str<strong>on</strong>g> SBAs (agriculture,<br />

water, health, and energy) that dem<strong>on</strong>strate successful applicati<strong>on</strong>s of <strong>Earth</strong> observati<strong>on</strong>s to<br />

improve policy and management decisi<strong>on</strong>s. The initiative relates directly to user needs because<br />

the projects focus <strong>on</strong> practical applicati<strong>on</strong>s of <strong>Earth</strong> observati<strong>on</strong>s to meet specific user needs.<br />

A total of 71 full proposals have been selected (agriculture 25%; water 55%; health 17%; energy<br />

3%). Examples relevant to Asia/Oceania include projects to:<br />

• Facilitate decisi<strong>on</strong> support for mountain development policies and practices by developing a<br />

knowledge base <strong>on</strong> natural resources in the Hindu Kush-Himalayan regi<strong>on</strong>.<br />

• Facilitate m<strong>on</strong>itoring variability and trends in seas<strong>on</strong>al flooding to estimate exposure to<br />

climate-related disasters in the Lower Mek<strong>on</strong>g and Ganges basins.<br />

• Integrate key <strong>Earth</strong> observati<strong>on</strong> data al<strong>on</strong>g with multi-scale, multi- pollutant atmospheric<br />

chemistry-transport model outputs and advanced analysis tools for the Indian sub-<br />

c<strong>on</strong>tinent.<br />

• Create a spatially resolved data set for a l<strong>on</strong>g-term air polluti<strong>on</strong> database by building a<br />

robust associati<strong>on</strong> between satellite data, model simulati<strong>on</strong>s, and available local m<strong>on</strong>itoring<br />

data in the Yangtze River Delta, China.<br />

• Ensure that reduced emissi<strong>on</strong>s from deforestati<strong>on</strong> and forest degradati<strong>on</strong> provide significant<br />

biodiversity and livelihood benefits in Ind<strong>on</strong>esia.<br />

• Encourage l<strong>on</strong>g-term envir<strong>on</strong>mental m<strong>on</strong>itoring to grasp envir<strong>on</strong>mental change and to<br />

mitigate global warming hazards by applying space applicati<strong>on</strong>s, especially remote sensing<br />

technology, in Vietnam/Cambodia.<br />

Work under the CFP initiative is now focusing <strong>on</strong> arranging advisors and funding for projects.<br />

CBC/<str<strong>on</strong>g>UIC</str<strong>on</strong>g> is requesting support (e.g., c<strong>on</strong>tacts, resources) from the <str<strong>on</strong>g>GEO</str<strong>on</strong>g> community to broker 1)<br />

relati<strong>on</strong>ships between projects and <strong>Earth</strong> observati<strong>on</strong> experts, and 2) projects with potential<br />

resource/funding organizati<strong>on</strong>s. CBC/<str<strong>on</strong>g>UIC</str<strong>on</strong>g> also encourages <str<strong>on</strong>g>GEO</str<strong>on</strong>g> organizati<strong>on</strong>s and CoPs to<br />

support or “adopt” projects that align with their objectives and funding criteria; and to provide inkind<br />

and pro b<strong>on</strong>o funding—for example, by providing technical advice and by advising project<br />

teams during the funding process.<br />
