at Billinghay C of E Primary
School
The Treehouse itself is a purpose built unit where children can experience all six areas of
learning in a warm, safe environment from the age of 3 years to 5 years of age. It provides the
ideal stepping stone for children to start their education and Billinghay is fortunate to have such
a centre and it deserves your support. Part of this early learning process involves activities that
contribute to the social life of our village. Details of some of these are given below:
Billinghay Primary School Harvest Festival
A packed church of parents awaited the children of Billinghay Primary School/Treehouse,
when they performed their Harvest Celebration last month. The school had collected a great
deal of produce which was split between Ringmoor Close and the Community Larder in
Sleaford. The Community Larder is run by the Sleaford New World Church which distributes
produce to people in need in local villages.
The children thoroughly enjoyed themselves and performed perfectly. The celebration was
rounded off by sharing of the bread (made the previous day by ‘Swans’ class) amongst the
congregation.
We would like to thank all donors for their generosity
Billinghay’s Got Talent
Over 140 people gathered in the School Hall to enjoy a full evening’s entertainment provided by
the children. £518 was raised for Children in Need and the School.
Christmas Child
A big THANK YOU to everyone who sent shoe boxes full of lovely things for Operation
Christmas Child.
The Treehouse will also have entertained parents and friends with their production of SHINE
STAR SHINE.
The Chaffinches and Barn Owls will have performed THE GREATEST STORY EVER TOLD
OCTOBER MEETING
PUBLIC DISCUSSION
P.C. Daniels attended the meeting of
Billinghay Parish Council to give an update
on the police response to the Public
Meeting. He explained that there had been
a much increased police presence since,
including a dog team. Alcohol had been
confiscated but although drug searches had
taken place, none had been found.
It was reported that a gang of youths had
been frequenting the Barley Lane area and
disturbing the residents. In addition, the dog
bin had been pulled from the wall nearby. It
had been reported to the police but the
gang had dispersed before the police could
respond. P.C. Daniels said that there had
been no trouble in the Village Hall area
since the meeting. Cllr. Wood agreed and
said that the same applied to in and around
the Cemetery.
Concern was expressed about a resident
taking two dogs for a walk while driving an
`invalid` scooter along Mill Lane as he could
not fully control them. On one occasion, he
was riding with a child in a trailer at the rear
of his scooter. P.C. Daniels thought he knew
the person and said he would speak to him.
The temporary 30m.p.h. speed limit along
Mill Lane which had been imposed after the
Council complained about the dangerous
COUNCIL MEETING REPORTS
state of the road was discussed. P.C. Daniels
queried whether it was legally enforceable or
just a deterrent. The Clerk agreed the check
the legal position.
Cllr. Wilson thanked Constable Daniels for
attending and providing the updates.
MATTERS ARISING FROM THE MINUTES
Cllr. Wilson had collected the new Notice
Boards and she commented favourably on
their quality. Cllr. Harper was ready to erect
them but he did not consider the wooden
poles provided were satisfactory and
suggested that the Council purchase metal
ones. This was agreed. He would also obtain
a metal post for the dog bin that had been
pulled off the wall and place it at the entrance
to the emergency road leading to the Field
Road estate. Cllr. Wood felt that where
Councillors did minor works for the Village
like this, they should be able to receive
nominal amounts for the work. He suggested
the rules be amended accordingly.
PLANNING MATTERS
• Approval has been granted for a
replacement window at 14 Victoria
Street (listed building )
• A retrospective application has been
received for toilets etc. at the Billinghay
Garage on Tattershall Road.
• Cllr. Miller raised a possible `planning`
problem with the new bungalows built
near the Whyche. He felt that the height
of the buildings above ground level
would cause flooding problems
elsewhere and residents in the Whyche
were very concerned. Cllr. Powell
advised him to contact Hugh Johnson
at NKDC Planning if he was worried
about this.
BURIAL GROUND BUSINESS
Cllr. Harper left the meeting whilst quotes for
cutting back and reducing the height of the
trees in the cemetery were discussed.
Three quotes had been received
• Hill Holt Wood £450 +V.A.T.,
• TreeECO £ 450 + V.A.T.
• S. J. Harper Services £300 inc. V.A.T.
It was proposed by Cllr. Long and seconded
by Cllr. Davies that the work be awarded to
S. J. Harper Services.
PARISH PLAN UPDATE
Cllr. Liles informed Councillors that the Draft
Plan had been approved and the estimates
had been received for printing. There will be
50 copies of the full document which will be
made available at specific locations. It will
also be published on the parish website. A
summary of the Parish Plan will be delivered
to every household in the village.
HIGHWAYS MATTERS
Cllr. Wood reported there were still problems
with the Mill Lane/ Walcott Road Junction
sign. He felt urgent action was necessary
and several possibilities were considered.
The Clerk agreed to contact Highways again
to discuss the position.
It had been reported that there were still
problems with lorries turning out of West
Street onto Victoria Street, due to vehicles
parking opposite the junction. It was
suggested that notices be displayed in the
Methodist Schoolroom and Lloyds Bank asking
people to park away from the junction.
Cllr. Long complained about the road surface
on the Old Bridge which needed attention
while District Councillor Powell had received
more complaints regarding the `bumpy` surface
along Mill Lane.
CHRISTMAS TREE/ MARKET PLACE/
FESTIVAL
The new date for switching on the Christmas
tree lights was agreed, this will be 7.00pm,
Wednesday 9th December. Cllr. Wilson
advised that a volunteer had agreed to provide
6ft fencing around the tree and the Brownies,
Rainbows and Guides had volunteered to do
the refreshments.
Cllr. Long suggested that one of the children be
asked to switch on the lights and this was
thought to be a good idea. It was felt that more
lights than last year would be desirable and
Cllr. Powell agreed to donate some. Cllrs. Miller
and Richards agreed to decorate the tree.
Cllr. Richards offered to supply the tree for the
Church Christmas Tree Festival. Several
Councillors put forward suggestion towards the
decorations.
COUNCILLOR REPORTS
Cllr. Harper informed the meeting that a
resident in Bridge Street wished to replace a
conifer hedge with a fence but as it is in the
conservation area, planning permission is
required. He understood this is unlikely to be
given. As this hedge has grown over the
footpath in the past, the Clerk and Cllr.
Wilson are to press for the application to be
granted.
Cllr. Richards ask if the Council wanted a
Poppy Day wreath this year, this was
confirmed.
NOVEMBER MEETING
PLANNING MATTERS
• An application has been received for
the demolition of the existing property
and erection of 5 terraced houses at 23
Walcott Road.
A member of the public expressed his
dismay over this Planning Application.
He did not object to the actual building
plans but felt that the proposed access
could constitute a danger. He informed
the meeting that he had already
protested to NKDC Planning
Department and alerted Highways to a
perceived problem.
Cllr. Liles agreed with the member of
the public, emphasising that the
Whyche had mainly elderly residents.
She doubted the parking area would
prove sufficient and felt that access
could prove a problem. She was also
concerned that the sewage system
may not cope with these extra
dwellings. Cllr. Sharp agreed about the
parking as now most households have
two cars.
Cllr. Forman thought that the
access was in the right place based on
the current application but he thought
that five houses was an over-
development.
• Approval has been granted for
additional units at Haws Poultry Farm.
AFFORDABLE HOUSING
The Clerk reported that NKDC now
considered that the sites on Skirth Road.
They would be too expensive to develop
for Affordable Housing. Consequently the
preferred site now is on Mill Lane, where
the development would consist of
approximately 20 dwellings.
The Council were asked if they wished a
play area to be incorporated on the site.
This caused considerable discussion with
arguments for and against.
Cllr. Davies felt it was essential to have
one on site and he was supported by Cllr.
Liles as these type of houses would attract
younger families who would appreciate
such an area, Cllr. Wood disagreed, it
sounded a good idea in principle but not in
practise. When the Billinghay Field Estate
was built, we were warned against it;
where open play areas had been left at
Metheringham and Washingborough they
had experienced vandalism and antisocial
behaviour as these areas had attracted
the wrong type of people. It meant that no
one wished to live in houses adjacent to a
play area. He pointed out that there was a
public footpath off Mill Lane, leading to the
Playing Field and, if it was upgraded,
there would be no need to have one on
the development. Both Cllrs. Miller and
Dickinson supported this view.
District Councillor Powell confirmed Cllr.
Wood`s statement, he agreed they had
experienced quite a lot of problems with
play areas elsewhere. Another concern
would be the maintenance which might be
the responsibility of the Parish Council
unless a Housing Association was
involved.
Cllr. Forman commented that there was
plenty of room for the houses and a play
area and it was just a question of
maintenance costs.
Cllr. Dickinson was concerned about the
state of the road along Mill Lane, he
considered it needed considerable
improvement before these houses were
built.
Cllr. Wilson expressed the view that any
children on the development must be
encouraged to attend local schools.
It was agreed that the rules for the allocation
of the Affordable Housing must meet
the requirements of the Parish Council.
ALLOTMENT BUSINESS
Cllr. Miller confirmed that the drainage work
had been completed. The Clerk advised
that all allotment rents had been paid.
BURIAL GROUND BUSINESS
Cllr. Long raised the question of burial fees
for persons living outside the parish due to
the recent publicity given to a burial at
Skellingthorpe. The Clerk confirmed we
also charge double the amount but
consideration is given in certain
circumstances, e.g.a person who had lived
most of their life in the village and had to
move for health reasons.
Cllr. Wood informed the meeting that S. J.
Harper Services had made an excellent
job reducing the height of the trees and
cutting back the sides along the cemetery
roadway. He considered it would be better
to give them an annual trim instead of
leaving them three years, as we have in the
past.
PARISH PLAN UPDATE
Cllr. Liles reported that the Plan had been
approved and was now at the printers. She
hoped to have a display at the Community
Room after the Christmas tree lights had
been switched on.
There will be a meeting early in the New
Year to set up the Action Groups, to
implement the projects outlined in the plans
CHRISTMAS TREE
Cllr. Wilson confirmed that the Church
Organist had agreed to play at the
Christmas Tree Illumination. Carols had
been selected and word sheets produced.
Cllr. Richards reported that the electricity
supply was almost complete. The delay
had been due to the box being changed to
meet regulations. The Methodist Minister
had agreed to bless the tree.
HIGHWAYS
The Clerk informed the meeting that the 30
m.p.h. restrictions along Mill Lane/
Causeway Road were law enforceable. It
was also reported that one parking ticket
had been issued outside the Co-op during
the month.
CONGRATULATIONS
Anniversary
Congratulations to David
and Janet Gent of Field
Road who celebrated their Golden
Wedding (50 years ) on the 12
December. This popular couple
moved to Billinghay a few years
ago, after retiring from their Post
Office in Leeds..
They often say that things come in
threes and this has happened
recently to Janet. Besides
celebrating their Golden Wedding;
she has shared the prize for the
second year, as a winner of the
Village Hall Quiz AND I believe a
little while ago, she celebrated a
`big birthday`. (Please don’t let her
know I have told you ).
Marriage
The wedding has recently taken
place at Lincoln of Pauline Watt
and Clive Willis-Dixon from Barley
Lane, Billinghay. The bride is a
Practice Nurse at Ruskington
Medical Centre while the groom is
a Lorry Driver with Moy Park.
CORRESPONDENCE
In response to the mention of South’s Garage in the last edition of the Newsletter,
we have received the following letter from Billinghay Autos & Catering
Wagon who are conducting their business from the premises.
“Billinghay Autos and Catering Wagon would like to respond to the
write up in the latest parish news.
We would like to point out that we have liaised with the Council(*)
and the Owner’s solicitor over the property. We put it to the solicitor
that we would be willing to come to an agreement, to either leasing
the property or renting. The solicitor told us that she had no
forwarding address for him and everything was going directly
through his mother, but she would put the matter through her.
We have kept in contact through NKDC and his solicitor but he has
failed to respond to either. We are still in regular contact with NKDC”
OBITUARY
When Mrs. Bertha Lawson passed away recently, at the age of 89, Billinghay lost a lady
who really loved her own village, as throughout her life she never showed any inclination
to stray far from her native birthplace. Born in West Street, she was one of a family of
five girls and one boy and along with her sisters she attended the local school.
As a young woman she met Bernard and after marrying, the couple made their home in
Skirth Road where in due course they were blessed with three sons, Alan, Keith (who
sadly died some years ago) and Michael. Unfortunately Bernard, who had worked for
most of his life in the building trade, died in 1982 and for the last 27 years of her life she
had lived on her own.
During her working life Bertha worked on the land, mostly for Mr. Gilbert of Walcott Fen.
Those were the days when it was all `hard graft`, potato picking and singling beet, just to
mention two of the back breaking jobs that had to be done.
Bertha loved her garden, especially picking the fruit and vegetables she had grown
herself. Another passion was going to Bingo, in the local village hall and to nearby
towns. She was also a member of the Royal British Legion Ladies Section and for many
years she sold poppies around the village; in fact the she won an award for 25 years
service.
Her greatest love of all was to have her family around her, especially the children and
there was always a box of toys, in the corner, for them when they arrived. She will be
sadly missed by sons Alan and Michael, daughters in law Margaret, Pam and Alison and
her six grandchildren and five great grandchildren.
The funeral service took place at Boston Crematorium conducted by the Reverend
Malcolm Nicholas.
Missing out with one more mistake were
Mrs. V. Thompson and Mr. Eric Gissing,
Special thanks to each of the following for
STRICTLY DANCING
Roxanne Coupland from Field Road
travelled to Dudley in the West Midlands,
with Nichola Holloway’s Dance School, to
compete in a Cheerleading competition.
She did very well, obtaining a 1st in her
group competition with her team `Power
Elite`and another 1st with the whole school
in the chant section. At the end of the day,
this Ruskington based School of Dance
came away with an array of trophies.
Unfortunately, Roxanne was not placed in
the solo section but this was because the
event was held on Billinghay Feast Sunday
and she went on too many rides and
consumed far too many hotdogs the
previous night!!!!!
Roxanne will be travelling to Dudley again
in December, where she will compete in a
solo round, a team round with `Power
Elite` and a whole school group in the
`Chant`. There will be a new category
with a team called `Excite` which will involve
stunts and lifts along with the usual
cheerleading.
BOWLS
The Annual General Meeting of Billinghay Bowls Club was held on the 21st
November when dates for the various competitions were agreed. Weather
permitting the green will open on Saturday 24th April when the Jubilee Cup, a
club competition will take place. Forthcoming Open Competitions planned are
the Sivill Cup on the 22nd May, Howseman Triples 12th June, David Couling Cup 21st
Augest and the Alf South Pairs on the 4th September. These are all Saturday dates. The
outdoor season will close with an Over 60`s Club Competition on the11th September.
Election of Officers: President - Eric South, Chairperson - Val Howseman, Vice
Chairperson - Jenny Blades, Secretary - Derrick Sawyer, Assistant Secretary - Sheila
Sawyer, Treasurer - Jenny Blades, Assistant Treasurer - Janice Keays.
The Club are lucky to have two active members who are fully trained and vetted to work
with young people. Victor and June Poke have very kindly agreed to give monthly bowling
classes, on Saturday mornings, for young people or anyone else looking for instruction.
Juniors to be accompanied by a responsible adult. Bowls will be provided but suitable
shoes must be worn.
If a good response is forthcoming, these sessions could take place more often. Mr. and
Mrs. Poke are keen to attract new members and help to keep the sport alive. Further
information can be obtained by ringing Derrick on 01526 860657.
The Village Hall Indoor Bowlers are still looking for new members, so just turn up on
a Monday or Thursday at 2pm, and I can guarantee you will enjoy it.
TENNIS
Billinghay Tennis Club are in the middle of the Boston Mens Winter League
but have been hampered by the weather, yet again, having had two matches
cancelled. Most of the matches are played outdoors so they are at the mercy
of the elements.
The Club have received a very generous donation from Y.O.B.S. which will be used for
Junior Fun Tennis coaching aids and training balls. The Club are hoping to have a LTA
Coach for a few weeks in the Summer for the Juniors. Some of these young players are
very talented and we must make sure we get the best out of them.
FOOTBALL
Billinghay Athletic First Team are having a great winning run in the
Premier Division of the Boston and District League. At the time of writing
these notes, they are lying second in their league, just one point behind
leaders Swineshead Institute. The team seem to improve with every
match, beating Westside Rangers 7--0 away on the last Saturday in November.
If anything, the Reserves, who play in the Boston League Second Division, are doing even
better, although they are also lying second, they have equal points with leaders Boston
Town Old Boys, who are the only side who have beaten the Billinghay team all season.
The Under 18`s, who play in the Lincs. Intermediate League, are holding their own and
are at present lying in mid table, while the Under 16`s are second in their league.
The Under 14`s, who in previous seasons have done very well, are struggling at present
as they are very short of players. Anyone in this age group who would like to
play should contact Dave Smith, on 860159.
The Club organised a Race Night, at the Golden Cross, for Club funds. This proved a very
successful evening financially. The Club Committee would like to thank all those who took
part and also to Trevor for letting them hold it at his hostelry.
FIREWORKS
I doubt if my worst enemy would call me a `miserable killjoy` but I
would like to ask if it is really necessary to frighten most of the dogs
and cats in the village for four consecutive nights around November
5th.
After speaking to several dog and cat owners, it seems that 80% of
the dogs, either bark continuously for three hours or shake with
fright and try to hide and it has a similar frightening effect on cats (except for the barking).
I ventured out of the house on Saturday 7th November around 8pm and it sounded as if
our village were doing a re-enactment of `The Battle of the Somme`.
Wouldn’t it be better to have one big village bonfire and a professional firework display
instead of everyone doing their own thing. Even if a fair charge was made to watch, it
would be cheaper than buying your own fireworks but the best advantage would be that,
we should get it over in one night.
FASHION TREND
In the last Newsletter I informed readers about the `Squirrel Hunting
Lady` chasing the miscreant in her pink pyjamas (how the squirrel got
in her pyjamas I have not been told!). Since then I have noticed a lady
quite close to me, has acquired a similar product. Shall I be
responsible for spreading this fashion trend throughout the village? I
expect it will be taken up mainly, by those who `unfortunately` have
grown past the `Baby Doll` type of night attire. (Oh what beautiful
memories).
DOG FOULING
I didn’t intend to mention this subject, as I usually get into some sort of
trouble when I do, but I was flagged down by a very irate young lady,
from Field Road one morning. She pointed to where a small dog had
fouled the pavement in front of her house. It was understandable that
she was upset as her little boy had trodden in the offending
material, when he was getting into the car to go to school.
As someone who often walks around our square with the dog (a bag at the ready), I have
always thought how good the dog owners on the new estate are, at `picking up`. Once
again it is the 1% who spoil it for everyone. There is certainly no excuse as there is a dog
bin at each entrance to the estate.
A word of warning to whoever was responsible for the above, please don`t let it
happen again along Field Road as I don`t know what the consequences might be,
as the lady and her spies are `waiting` for you.
PLEASE LET ME HAVE YOUR NEXT SPORTS NEWS BY 2nd
BILLINGHAY & DISTRICT TWINNING
ASSOCIATION
(twinned with Ballon, France)
Plans are well under way for our visit to Ballon at the end of May. Any person wishing to
join the Association would be eligible for the trip but we need to know details as soon as
possible so the French can make arrangements at their end. The only cost will be for
the coach as the French do the entertaining!!
For us the main concern now is to arrange a special program for the French visit in 2011
as this will be the 25th Anniversary of the Twinning. Other milestone anniversaries
have been in France and they have always ensured that the occasion is marked by
appropriate celebrations - we have something to live up to
.
As the likelihood of an EU grant is very low, we will be trying to raise money before the
visit to ensure that the occasion is memorable. All costs for the visit (apart for the travel)
are borne by the members at this end and we already have various fundraising activities
in place or being arranged. These include:
6th February 2010 Countdown Quiz at the Community Rooms - full details are given
in posters distributed around the Village
13th March 2010 Dinner/Dance to be held in Billinghay Village Hall - full details will
be published very shortly
BILLINGHAY METHODIST CHURCH
supporting
The SAMARITANS PURSE APPEAL
For the past three years the Methodist Church has supported the Samaritans
Purse Appeal and filled shoeboxes to go abroad at Christmas.
This year we held our dedication service on the 1st November. Driving rain
and gales greeted our visitors, Keith, Pam and Christina Hands who had
travelled from Immingham to accept our boxes.
We were joined by the Rainbows, Brownies and Cubs who transported them
down to the sanctuary area for dedication.
The colourful display quickly paled as Pam told us about the despair of the
children in the countries that receive these parcels - children having to
forage on rubbish tips amongst rats, for scraps and things that could be
turned into items to be sold in the local town.
That being just one of the tales and it certainly made us thankful for what
we have and no-one failed to be moved as we heard of the joy these boxes
bring to the children.
At the end of the service we counted the number of boxes going back to
Charity Headquarters and the staggering amount was 134 boxes plus a bag
full of soft toys and building bricks.
Furthermore, due to a couple of coffee mornings during the year and part
of the sale proceeds from our Harvest, we were able to donate £328.
This was indeed a community event as many friends from the village
donated items to be included and thanks are extended to everyone involved
in any way towards this excellent effort.
Already we are planning for next year and are
hoping to fill even more boxes!
Anyone interested in filling a box or donating items
to be included, please contact Val Beckett on
01526860614.
TSFR is a national charity dedicated to
supplying hand tools to workers mainly in
African countries.
Where do these tools come from? Well
they are cast offs from our society where
they have been superseded by power
tools and the like. They are usually found
rusting in sheds and garages and are of
little value to their current owners.
TSFR can put them to new work. Their
workers will collect them, sort them and
refurbish them back to clean and bright
condition as appropriate.
From these collections, kits of tools are
made up and directed to partner
organisations in Africa where the need is
known. These kits are assembled to order
based on local knowledge in various
countries. They are despatched
frequently from TSFR HQ in
Southampton.
In this way, local groups, training schools,
villages and individuals in Africa have
practical help put directly into their
hands.
TOOLS
FOR
SELF RELIANCE
HELPING PEOPLE IN AFRICA HELP THEMSELVES
Thus they develop skills, confidence
and self reliance rather than just rely on
money.
Whilst many charities transmit help
through finance, TSFR takes basically
waste and discarded tools, increases
their value and ensures that the tools
get right to the point of need. In one
case, one village had six carpenters and
only one saw between them. TSFR
changed that!
Tools needed are any for hand work in
wood, leather, metal, general
maintenance as well as sewing
machines. Garden tools are NOT
required.
Everyone has old tools that they no
longer use so why not check out your
shed, garage or loft to see if you can
help. Even if you only have a few old
tools, they will contribute to the
assembly of a full kit.
To arrange for these to be collected,
BILLINGHAY IN BYGONE DAYS
One of the most popular features of the Newsletter has been the publishing of old
photographs. The Past Times History Group and the Parish Office are delighted to receive
any old photographs of village events. In the Sep/Oct edition we published a school
photograph supplied by Rodney Underwood. In this issue, we are publishing the
photograph again as a reader of our magazine from far flung Bourne has sent in a lot of
the names. As usual, we would appreciate your help in confirming the details supplied as
well as identifying “missing persons”.
