The mission of New Jersey Health Information Technology <strong>Extension</strong><strong>Center</strong> is to improve the quality and access of healthcare delivery forthe people of New Jersey by assisting the state’s primary carephysicians (5,000 PCPs within 24 months) achieving meaningful use ofelectronic health care record systems. The <strong>Center</strong>’s assistanceincludes: Outreach & education; Needs Assessment & WorkflowDesign; Vendor Selection; Interoperability & HIE Training &Assistance; Implementation Support; Privacy & Security InformationPrograms; Meaningful Use Training & Achievement Documentation;Workforce Development Training.In its role as a <strong>Regional</strong> <strong>Extension</strong> <strong>Center</strong>, NJ-HITEC will supporthealth care providers in its region with direct, individualized, and onsitetechnical assistance in:• Selecting a certified EHR product that offers best value for theproviders’ needs;• Achieving effective implementation of a certified EHR product;• Enhancing clinical and administrative workflows to optimallyleverage an EHR system’s potential to improve quality andvalue of care, including patient experience as well asoutcome of care.• Observing and complying with applicable legal, regulatory,professional, and ethical requirements to protect the integrity,privacy, and security of patients’ health information.The Health Information Technology <strong>Extension</strong> ProgramThe <strong>Extension</strong> Program established a network of Health InformationTechnology <strong>Regional</strong> <strong>Extension</strong> <strong>Center</strong>s (<strong>Regional</strong> <strong>Extension</strong><strong>Center</strong>s) that will offer technical assistance, guidance, andinformation on best practices to support and accelerate health careproviders’ efforts to become meaningful users of EHRs.The <strong>Regional</strong> <strong>Extension</strong> <strong>Center</strong>s will each serve a definedgeographic area for coverage across the country. In total, the<strong>Regional</strong> <strong>Extension</strong> <strong>Center</strong>s will support at least 100,000 priorityprimary care providers (small practices and those serving safety-netpopulations), through participating non-profit organizations, inachieving meaningful use of EHRs and enabling nationwide healthinformation exchange.The <strong>Extension</strong> Program also established a national HealthInformation Technology Research <strong>Center</strong> (HITRC), fundedseparately, which will gather relevant information on effectivepractices from a wide variety of sources across the country and helpthe <strong>Regional</strong> <strong>Extension</strong> <strong>Center</strong>s collaborate with one another andwith relevant stakeholders to identify and share best practices in EHRadoption, effective use, and provider support. NJ-HITEC : A <strong>Regional</strong> <strong>Extension</strong> <strong>Center</strong>Funding from the Office of the National Coordinator for Health IT, in the form of cooperativeagreements, for this program will be awarded in two cycles. The first cycle of awards, announced onFebruary 12, 2010, provides $375 million to create 32 <strong>Regional</strong> <strong>Extension</strong> <strong>Center</strong>s. The provisions of the HITECH Act are specifically designed to work together toprovide the necessary assistance and technical support to providers, enable coordination andalignment within and among states, establish connectivity to the public health community in case ofemergencies, and assure the workforce is properly trained and equipped to be meaningful users ofEHRs. Combined these programs build the foundation for every American to benefit from an electronichealth record, as part of a modernized, interconnected, and vastly improved system of care delivery.The HITECH Act amends Title XXX of the Public Health Service Act by adding Section 3012, HealthInformation Technology Implementation Assistance. This section provides supportive services for therest of the HITECH Act. Section 3012 (a) establishes the Health Information Technology <strong>Extension</strong>Program (<strong>Extension</strong> Program) which consists of both the Health Information Technology <strong>Regional</strong><strong>Extension</strong> <strong>Center</strong>s (<strong>Regional</strong> <strong>Extension</strong> <strong>Center</strong>s) and the Health Information Technology Research<strong>Center</strong> (HITRC).The HITECH Act also authorizes additional programs, initiatives, and regulations including thoserelated to strengthening health information exchange, health IT innovation, the health IT workforce,Beacon communities, standards and certification, and the Medicare & Medicaid EHR incentiveprograms.
