Section 1: Introduction1.1 PurposeThe purpose of this document is to communicate OTTO requirements for the structure of fundamentalquality management systems of those companies that supply product and services to OTTO.1.2 Application1.2.1 This manual supplements the requirements stated on OTTO Purchase Orders and applicablecommercial and military standards, (i.e. ISO 9001:2000, AS9100, and ISP/TS 16949:2002).1.2.1.1 If a conflict arises between the requirements of this manual and the OTTO purchaseorder terms and conditions, the requirements defined in the purchase order terms andconditions shall have precedence. Specifically, the order of precedence is purchaseorder, OTTO drawing, and <strong>Supplier</strong> <strong>Quality</strong> <strong>Manual</strong>.1.2.2 Acceptance of the purchase order is considered acceptance of OTTO terms and conditions.1.2.3 OTTO reserves the right to audit its suppliers for compliance with the requirements stated in thisdocument and applicable standards.1.2.4 The acronyms ITAR, ATEX, RoHS, REACH, DFARS and WEEE are regulations defined inAppendix B but otherwise do not appear in this manual per se’. However, it is incumbent uponthe <strong>Supplier</strong> to be well versed in these regulations when they appear on component drawingsand/or purchase orders.1.2.4.1 All supplied product for RoHS/REACH, as a part of the initial shipment, must have abreakdown of the homogenous material to an elemental level. If any material changesare made they must be approved by OTTO in advance and require a restatement ofhomogeneous materials contained in the product.1.2.4.2 All supplied ATEX product must be shipped with data per drawing requirements.1.3 Implementation<strong>Supplier</strong>s are responsible for the development, documentation, implementation, and maintenance of aquality system that complies and/or emulates ISO 9000, AS9100, ISO17025, and ISO/TS 16949 <strong>Quality</strong>System Requirements as they pertain to supplier’s business.Section 2: OTTO Expectations2.1 Consistent <strong>Quality</strong>OTTO requires 100% defect-free product from suppliers. Any deviation from this may result inrejection and return of defective product to the supplier. <strong>Supplier</strong>s are responsible for ensuring thatproducts and/or services provided meet all OTTO requirements. Approval and verification by OTTO ofsupplier facilities, systems, records, and product does not relieve the supplier of the responsibility toprovide acceptable product, nor shall it preclude subsequent rejection by OTTO.2.2 On-Time DeliveryOTTO expects all suppliers to provide 100% on-time delivery performance with the exact productand/or services promised and correct quantity and pricing as stipulated in the purchase order and/orcontract.2.3 Cooperative Management Attitude2.3.1 OTTO expects our supplier’s management to share our commitment to meet customer’s qualityexpectations through continuous improvement. It is also expected that they will fully support therelationship between our companies and demonstrate flexibility in assisting OTTO in meeting allof our customer’s requirements.1 of 26
