Section 1: Introduction1.1 PurposeThe purpose of this document is to communicate OTTO requirements for the structure of fundamentalquality management systems of those companies that supply product and services to OTTO.1.2 Application1.2.1 This manual supplements the requirements stated on OTTO Purchase Orders and applicablecommercial and military standards, (i.e. ISO 9001:2000, AS9100, and ISP/TS 16949:2002).1.2.1.1 If a conflict arises between the requirements of this manual and the OTTO purchaseorder terms and conditions, the requirements defined in the purchase order terms andconditions shall have precedence. Specifically, the order of precedence is purchaseorder, OTTO drawing, and Supplier Quality Manual.1.2.2 Acceptance of the purchase order is considered acceptance of OTTO terms and conditions.1.2.3 OTTO reserves the right to audit its suppliers for compliance with the requirements stated in thisdocument and applicable standards.1.2.4 The acronyms ITAR, ATEX, RoHS, REACH, DFARS and WEEE are regulations defined inAppendix B but otherwise do not appear in this manual per se’. However, it is incumbent uponthe Supplier to be well versed in these regulations when they appear on component drawingsand/or purchase orders.1.2.4.1 All supplied product for RoHS/REACH, as a part of the initial shipment, must have abreakdown of the homogenous material to an elemental level. If any material changesare made they must be approved by OTTO in advance and require a restatement ofhomogeneous materials contained in the product.1.2.4.2 All supplied ATEX product must be shipped with data per drawing requirements.1.3 ImplementationSuppliers are responsible for the development, documentation, implementation, and maintenance of aquality system that complies and/or emulates ISO 9000, AS9100, ISO17025, and ISO/TS 16949 QualitySystem Requirements as they pertain to supplier’s business.Section 2: OTTO Expectations2.1 Consistent QualityOTTO requires 100% defect-free product from suppliers. Any deviation from this may result inrejection and return of defective product to the supplier. Suppliers are responsible for ensuring thatproducts and/or services provided meet all OTTO requirements. Approval and verification by OTTO ofsupplier facilities, systems, records, and product does not relieve the supplier of the responsibility toprovide acceptable product, nor shall it preclude subsequent rejection by OTTO.2.2 On-Time DeliveryOTTO expects all suppliers to provide 100% on-time delivery performance with the exact productand/or services promised and correct quantity and pricing as stipulated in the purchase order and/orcontract.2.3 Cooperative Management Attitude2.3.1 OTTO expects our supplier’s management to share our commitment to meet customer’s qualityexpectations through continuous improvement. It is also expected that they will fully support therelationship between our companies and demonstrate flexibility in assisting OTTO in meeting allof our customer’s requirements.1 of 26
2.3.2 OTTO seeks suppliers with whom it can build a strong business relationship. In thatrelationship, the supplier shall but not be limited to:2.3.2.1 Be involved in product development as required by OTTO.2.3.2.2 Manage their portion of new purchased products, according to OTTO drawingrequirements, and these set fourth in 1.2.1.12.3.2.3 Develop and maintain a long-term relationship with OTTO.2.3.3 In that relationship, OTTO shall:2.3.3.1 Invite supplier involvement in product development at the earliest possible point ofthe process.2.3.3.2 Provide supplier with well-defined requirements and expectations.2.3.3.3 Communicate with supplier on regular basis by providing timely responses to any/allquestions.2.4 Technical Documents2.4.1 The supplier shall have available all design records (drawing, specifications) for the partsmanufactured, including components or details of assemblies and technical standards noted onthe drawing.2.4.2 The supplier is responsible for any product received by OTTO that does not meet the mostcurrent revision (see 1.2.1.1).2.4.3 The supplier will receive a “Statement of Quality” (ref 5.1.3 4QA000104), on an annual basis,before January 31 st . This reaffirmation is to be reviewed, signed, and returned to the OTTOQuality Department. Its purpose to ensure that OTTO’s quality standards and drawingspecifications will be met.Section 3:Procurement Requirements3.1 Supplier Evaluation and Selection3.1.1 OTTO utilizes controlled methods through which suppliers are evaluated, selected, developedand monitored.3.1.2 Criteria for placement and remaining on the OTTO Approved Supplier List is based on thosesuppliers that consistently deliver defect-free products and/or services, meet our deliveryrequirements, be cost competitive, and be responsive to OTTO’s needs.3.1.3 OTTO reserves the right to perform periodic on-site-appraisals of the supplier’s facility, qualitysystem, records, and product ready for shipment (ref.5.1.2 – Supplier Quality System Survey).3.1.3.1 The supplier’s personnel, gauging, and test facilities shall be made available asrequired during surveillance.3.1.4 Suppliers will be required to complete a self-assessment form (ref.5.1.1 PU0000001 – GeneralSupplier Information). Reasonable restrictions imposed by the supplier for proprietaryinformation will be acknowledged.3.1.5 Upon return of the completed survey, the survey is reviewed by OTTO management.3.1.6 An acceptable survey is based on a supplier answering “yes” to all questions on page #2 of thesurvey form and requires no further Otto personnel approval. The survey is retained in theMaterials Department. The supplier is considered eligible for placement of future PurchaseOrders.3.1.7 A conditionally acceptable survey is a survey that has one or more questions on page #2answered “no.” Conditional surveys are forwarded to both the Purchasing Manager andQuality Manager for further review. If, after their review, both managers approve the survey,the survey is signed by both persons and forwarded to the Materials Department for retention.The supplier is considered eligible for placement of future Purchase Orders.2 of 26
