Compliance with this <strong>Memorandum</strong> is mandatory. To the extentdirections are <strong>in</strong>consistent with other <strong>Air</strong> <strong>Force</strong> publications the <strong>in</strong>formation here<strong>in</strong> prevails, <strong>in</strong>accordance with AFI 33-360, Publications and Forms Management.This policy standardizes pet policies across the <strong>Air</strong> <strong>Force</strong> and is compatible with policiesof other Services. The Installation Commander ensures residents <strong>in</strong> hous<strong>in</strong>g comply withapplicable federal, state, local, and foreign country laws, <strong>in</strong>stallation-specific requirements forpet ownership, registration, control and vacc<strong>in</strong>ation, and adhere to the follow<strong>in</strong>g guidel<strong>in</strong>es.Installation Commander authorities, relat<strong>in</strong>g to the security or mission of the <strong>in</strong>stallation, the health,welfare, safety or security of persons on the <strong>in</strong>stallation or the ma<strong>in</strong>tenance of good order anddiscipl<strong>in</strong>e as established <strong>in</strong> law, regulation or military custom, rema<strong>in</strong> unchanged. Pend<strong>in</strong>g andfuture project solicitations and project documents should require privatized hous<strong>in</strong>g projectowners to support government standards and <strong>in</strong>corporate the standards <strong>in</strong>to tenant leases to theextent consistent with applicable state and local law. For closed projects, the <strong>Air</strong> <strong>Force</strong> shouldcoord<strong>in</strong>ate with project owners <strong>in</strong> an attempt to <strong>in</strong>corporate the standards <strong>in</strong>to project documents.Commanders address local requirements and processes <strong>in</strong> the base supplement and Hous<strong>in</strong>gBrochure.a. Residents may not board dogs of any breed (<strong>in</strong>clud<strong>in</strong>g a mixed breed) that are deemed“aggressive or potentially aggressive,” unless the dog is a certified military work<strong>in</strong>g dog that isbe<strong>in</strong>g boarded by its handler/tra<strong>in</strong>er or approval is obta<strong>in</strong>ed by the Installation Commander <strong>in</strong>writ<strong>in</strong>g. For purposes of this policy, aggressive or potentially aggressive breeds of dogs aredef<strong>in</strong>ed as a Pit Bull (American Staffordshire Bull Terrier or English Staffordshire Bull Terrier),Rottweiler, Doberman P<strong>in</strong>scher, Chow and wolf hybrids. Prohibition also extends to otherbreeds of dogs or <strong>in</strong>dividual dogs that demonstrate or are known to demonstrate a propensity fordom<strong>in</strong>ant or aggressive behavior as <strong>in</strong>dicated by any of the follow<strong>in</strong>g type of behaviors:(1) Unprovoked bark<strong>in</strong>g, growl<strong>in</strong>g or snarl<strong>in</strong>g at people approach<strong>in</strong>g the animal(2) Aggressively runn<strong>in</strong>g along a fence l<strong>in</strong>e when people are present(3) Bit<strong>in</strong>g or scratch<strong>in</strong>g people


(4) Escap<strong>in</strong>g conf<strong>in</strong>ement or restriction to chase peopleb. Residents may not board exotic animals such as, but not limited to, reptiles, rodents(other than hamsters and gu<strong>in</strong>ea pigs), ferrets, hedgehogs, skunks, rats, raccoons, squirrels, potbellied pigs, monkeys, arachnids, or any farm animal.c. <strong>Pets</strong> must be secured with leashes or under positive control while outdoors, except <strong>in</strong>fenced patios and yards. <strong>Pets</strong> must not be left tied or unattended <strong>in</strong> exterior appurtenances orunfenced yards or allowed to run loose outside fenced yard.d. Pet owners must ma<strong>in</strong>ta<strong>in</strong> current immunizations on all pets. Dogs and cats arerequired to wear a collar or harness with current rabies and distemper vacc<strong>in</strong>ation attached.e. Pet areas must be cleaned regularly to control and prevent verm<strong>in</strong> <strong>in</strong>festation. Pet fecesmust be picked up daily or immediately if the pet evacuates outside the patio or yard.f. Operat<strong>in</strong>g a commercial kennel is prohibited.g. For government controlled hous<strong>in</strong>g, the Installation Commander reta<strong>in</strong>s the authorityto determ<strong>in</strong>e the follow<strong>in</strong>g:(1) Number and type of pets allowed per household(2) Term<strong>in</strong>ation of residency for failure to remove aggressive or unruly petsh. Project Owners determ<strong>in</strong>e the follow<strong>in</strong>g <strong>in</strong> privatized hous<strong>in</strong>g:(1) Additional requirements for tenant liability <strong>in</strong>surance(2) Number and type of pets allowed per household(3) Term<strong>in</strong>ation of tenant lease for failure to remove aggressive or unruly pets(4) Charges for pet damagesThis policy is effective immediately. Residents currently board<strong>in</strong>g pets prohibited by thispolicy may cont<strong>in</strong>ue to board the pet until they term<strong>in</strong>ate hous<strong>in</strong>g unless the pet demonstrates apropensity for behavior described <strong>in</strong> paragraph a. or if resident is <strong>in</strong> violation of their current LeaseAgreement.Ensure all records created as a result of processes prescribed <strong>in</strong> this <strong>Memorandum</strong> arema<strong>in</strong>ta<strong>in</strong>ed <strong>in</strong> accordance with AF Manual (AFMAN) 33-363, Management of Records, anddisposed of <strong>in</strong> accordance with the <strong>Air</strong> <strong>Force</strong> Records Disposition Schedule (RDS) located athttps://afrims.amc.af.mil/.


The policy established here<strong>in</strong> becomes void after 180 days have elapsed from the date ofthis <strong>Memorandum</strong>, or when <strong>in</strong>corporated by <strong>in</strong>terim change or revision of AFI 32-6001. Allattached enclosures are previously approved guidance changes that rema<strong>in</strong> <strong>in</strong> effect and will be<strong>in</strong>corporated by <strong>in</strong>terim change or revision of AFI 32-6001.LOREN M.
