Data from theOklahoma Climatological Survey is presented in Figure 5 below. It shows that Oklahoma hasbeen in a period <strong>of</strong> above average rainfall since about 1983, which may account for the flattening<strong>of</strong> the water use trend. The state average water use is near 180 gpcd, indicating that <strong>Norman</strong> hasalready achieved significant water conservation. Further water conservation will probably bemore difficult, and if Oklahoma enters a dry weather trend the increase may outweigh thesavings that may be achieved.Figure 55.2 <strong>Water</strong> Pricing Structure The water rate structure in <strong>Norman</strong> is established by a majority vote<strong>of</strong> the public. The city charter prohibits increasing water rates by administrative action. Thevoters established the water rates currently in effect in 2006.
