CHAPTER 1: INTRODUCTIONBACKGROUNDPrescription Drug ExpendituresThe practice of medicine has changed considerably in the past two decades. Theuse of prescription drugs has become an integral part of healthcare and is the first line oftreatment for most illnesses. Physicians are relying more on prescription drugs sincedrug therapies are considered to be the least invasive treatments. When used properly,prescription drugs can enhance quality of life, improve functional capacity and may evenextend life. 1 Furthermore, prescription drugs are claimed as one method for controllinghealthcare costs. However, it is difficult to evaluate the extent to which prescription drugshelp prevent other forms of treatment and help control healthcare costs. 2Although a very small component of total healthcare expenditures, prescriptiondrug expenditures have been growing at a very rapid rate. In fact, it is one of the fastestgrowing components of healthcare expenditures. Prescription drug expenditures as apercentage of total healthcare expenditures grew more rapidly in the 1990s than the1980s and are projected to grow even more. In 1980, prescription drug expendituresaccounted for 4.9 percent of total healthcare expenditures, but by 2001 it had more than1 Findlay SD.
