Affordability5.1 In the case of social rented housing,affordable rents are regulated by the<strong>Housing</strong> Corporation in accordance withnational rent restructuring guidelines.5.2 In the case of intermediate affordablehousing, the <strong>Council</strong>’s definition ofaffordability echoes that of the Governmentas expressed in Strategic <strong>Housing</strong> MarketAssessments practice guidance (CLG -April 2007) and is articulated in PolicyDP15 of the <strong>Council</strong>’s DevelopmentPolicies DPD. This defines an affordablemortgage as no more than 3.5 times theaverage lower quartile single gross income,and 2.9 times the average lower quartilegross dual income of a household.5.3 For shared ownership Policy DP15provides that it is affordable if the total cost(i.e. mortgage payment and rent) is nomore than 30% average lower quartilegross household income.5.4 In practice, this means that developers arerequired to make substantial discounts onthe sale price of homes to ensure that theyare affordable.
