4. What is Affordable Housing?4.1 The Council uses the Government’s owndefinition of affordable housing, as detailedin PPS3:4.2 ‘Social rented and intermediate housing,provided to specified eligible householdswhose needs are not met by the market’Affordable housing should:• Meet the needs of eligible householdsincluding availability at a cost lowenough for them to afford, determinedwith regard to local incomes and localhouse prices.• Include provision for the home to remainat an affordable price for future eligiblehouseholds or, if these restrictions arelifted, for the subsidy to be recycled foralternative affordable housing provision.Social rented housing is:‘Rented housing owned and managed bylocal authorities and registered sociallandlords, for which guideline target rentsare determined through the national rentregime. The proposals set out in the ThreeYear Review of Rent Restructuring (July2004) were implemented as policy in April2006. It may also include rented housingowned or managed by other persons andprovided under equivalent rentalarrangements to the above, as agreed withthe local authority or with the HousingCorporation as a condition of grant.’Intermediate affordable housing is:‘Housing at prices and rents above those ofsocial rent, but below market prices orrents, and which meet the criteria set outabove. 5. Affordability5.1 In the case of social rented housing,affordable rents are regulated by theHousing Corporation in accordance withnational rent restructuring guidelines.5.2 In the case of intermediate affordablehousing, the Council’s definition ofaffordability echoes that of the Governmentas expressed in Strategic Housing MarketAssessments practice guidance (CLG -April 2007) and is articulated in PolicyDP15 of the Council’s DevelopmentPolicies DPD. This defines an affordablemortgage as no more than 3.5 times theaverage lower quartile single gross income,and 2.9 times the average lower quartilegross dual income of a household.5.3 For shared ownership Policy DP15provides that it is affordable if the total cost(i.e. mortgage payment and rent) is nomore than 30% average lower quartilegross household income.5.4 In practice, this means that developers arerequired to make substantial discounts onthe sale price of homes to ensure that theyare affordable.
