14. Planning Procedures14.1 To help developers make informed landpurchase arrangements, the <strong>Council</strong>encourages applicants to engage in preapplicationdiscussions with the <strong>Housing</strong>and Planning teams on the scale and typeof affordable housing provision required.The <strong>Council</strong> wishes to avoid situationswhere developers purchase land withouttaking the requirement to provide affordablehousing into account. Developers shouldnot expect that this requirement will bewaived where this has not been accountedfor in the land purchase price.14.4 The <strong>Council</strong> also has two model Section106 agreements, one for subsidised renteddwellings, one for on-site discounted homeownership dwellings, which will be providedat the pre-application stage. The modelsare also available to download from the<strong>Council</strong>’s website: www.hambleton.gov.uk14.2 In the interests of speeding up theapplication process, where a proposeddevelopment gives rise to a requirement foraffordable housing under Policy CP9, theapplicant is required to complete an‘affordable housing form’ giving detailsabout the affordable housing proposed.Details on the form should be completedin consultation with, and the formcountersigned by, the <strong>Housing</strong> Manager.The form must be submitted to theDevelopment Management Section with therelated planning application. The form isshown at Annex 3 and is also available todownload from the <strong>Council</strong>’s website:www.hambleton.gov.uk14.3 The <strong>Council</strong> will not validate a planningapplication where there is a requirementto provide an element of affordablehousing, unless the application isaccompanied by a completed (andcountersigned) affordable housing form.18AFFORDABLE HOUSING SUPPLEMENTARY PLANNING DOCUMENTJune 2008
