8. TenureMix8.1 Core Strategy Policy CP8 provides that:‘Proposals for housing must takeappropriate account of local housing needsin terms of size, type and tenure ofdwellings. These needs will includeappropriate provision for all sectors of thecommunity.’8.2 Analysis of the 2004 <strong>Housing</strong> Needs Studyrecommends that 50% of households inhousing need can only afford subsidisedrented housing provided by a RegisteredSocial Landlord (RSL). For the remaining50%, low cost home ownership is anoption.8.3 The type of affordable housing to beprovided will be determined throughnegotiation with the <strong>Council</strong> and will takeinto account the nature of housing needand the location of the site relative toservices, facilities and the availability ofpublic transport. In some countrysidelocations for example, residents wouldgenerally be at risk of social exclusion werethey not car users and on at least a modestincome; these being prerequisites for ahousehold to maintain reasonable accessto schools, shops, employment, socialactivities etc. On sites in these locations,the most appropriate form of affordablehousing provision is likely to be low costhome ownership, where a qualifyinghousehold has insufficient income to affordmarket housing, yet has sufficient income tomaintain a reasonable and sustainablelifestyle in that location.8.4 Following Policy DP15 from the DevelopmentPolicies DPD the <strong>Council</strong> will initially aim toachieve 50% subsidised rented and 50% lowcost home ownership provision in order toaddress affordable housing need.8.5 The need identified is generally for 2 and3 bed, general needs family housing. It isexpected that all affordable housing willusually be delivered in partnership with aRSL in order to maintain affordability inthe long term. More details of RSLs aregiven at Section 15.<strong>Affordable</strong> <strong>Housing</strong> TypeSocial Rented8.6 A nominated RSL will purchase completedhomes from the developer at specifiedprices. Current prices to developers for arange of standard house types are givenbelow. These will vary according to the sizeof the dwelling. Prices will be revisedannually and latest figures will be posted onthe <strong>Hambleton</strong> <strong>District</strong> <strong>Council</strong> website(www.hambleton.gov.uk). These priceshave been set to allow RSLs to offer a mixof tenures on most sites.8.7 Homes must be constructed to the qualityand design standards applicable to rentedhousing published by the <strong>Housing</strong>Corporation (see www.housingcorp.gov.uk).Intermediate <strong>Affordable</strong> <strong>Housing</strong>8.8 This includes both shared ownership anddiscounted home ownership. Both tenuresare sold on completion to an RSLnominated by the <strong>Council</strong>, at the samecomposite purchase prices as forsubsidised rented dwellings. Newintermediate affordable homes must beconstructed to the <strong>Housing</strong> Corporation’sStandards for intermediate or ‘low costhome ownership’ dwellings.10AFFORDABLE HOUSING SUPPLEMENTARY PLANNING DOCUMENTJune 2008
