E. Bid Opening and Evaluation15. Bid Opening<strong>UNFPA</strong> shall open all bids in the presence of two internal witnesses. There shall be separate openingsfor technical and financial bids. The bidders‟ names and submitted documents shall be announced atthe technical bid opening.After the technical evaluation has been made, the financial proposals can be opened. During thefinancial bid opening, the bidders‟ names and the prices stated in the financial bid shall be announced.<strong>No</strong> bids shall be rejected at the bid opening, except for late bids.16. Clarification of BidsTo assist in the examination, evaluation and comparison of bids, <strong>UNFPA</strong> may ask bidders forclarification of their bids. The request for clarification and the response shall be in writing by <strong>UNFPA</strong>and no change in price or substance of the proposal shall be sought, offered or permitted.17. Preliminary Examination of Bids<strong>UNFPA</strong> shall examine the bids to determine whether they are complete, whether any computationalerrors have been made, whether the documents are properly signed and whether the proposals aregenerally in order.Prior to the detailed evaluation, the Buyer will determine the substantial responsiveness of each bid tothe <strong>RFP</strong> in a preliminary examination. For purposes of these clauses, a substantially responsive bid isone that conforms to all the terms and conditions of the <strong>RFP</strong> without material deviations. The Buyer‟sdetermination of a bid‟s responsiveness is based on the contents of the bid itself without recourse toextrinsic evidence.A bid determined as not substantially responsive will be rejected and may not subsequently be maderesponsive by the bidder by correction of the non-conformity.Arithmetical errors shall be rectified on the following basis: If there is a discrepancy between the unitprice and the total price that is obtained by multiplying the unit price and quantity, the unit price shallprevail and the total price shall be corrected. If the Bidder does not accept the correction of errors, itsproposal shall be rejected. If there is a discrepancy between words and figures, the amount in wordsshall prevail.18. Evaluation of BidsA two-stage procedure will be utilized in evaluating the proposals, with evaluation of the technical bidbeing completed prior to any financial bid being opened and compared. The financial bid will beopened only for those bidders whose technical bids reaches 70 points, meeting the requirements forthe <strong>RFP</strong>. The total number of points which a bidder may obtain for technical and financial bids is 100points.19.1. Technical EvaluationThe technical bid is evaluated on the basis of its responsiveness to the Terms of Reference shown inAnnex II and the evaluation criteria.19.2. Financial EvaluationThe financial bid will only be evaluated if the technical bid achieves a minimum of 70 points.Proposals failing to obtain this minimum threshold will not be eligible for further consideration.Page 7 of 31
