<strong>Inspection</strong> <strong>Note</strong> <strong>of</strong> <strong>Sh</strong>. <strong>Abhishek</strong> <strong>Jain</strong>, <strong>IAS</strong>, <strong>Director</strong>, <strong>SC</strong>, <strong>OBC</strong> & Minority Affairs <strong>of</strong> Computer CentreDhalpur District Kullu on 18.06.2012 .The computer centre Dhalpur namely Rajntra Tech undertaking the Computer ApplicationsProgram <strong>of</strong> <strong>Director</strong>ate <strong>of</strong> <strong>SC</strong>, <strong>OBC</strong> & Minority Affairs was inspected by the undersigned on 18.06.2012alongwith <strong>Sh</strong>. Pratap Singh Negi, Distt. Welfare Officer, Kullu and <strong>Sh</strong>ri Sameer, Tehsil Welfare Officer,Kullu. The purpose <strong>of</strong> the inspection was to see the working <strong>of</strong> the centre which is providing computertraining sponsored by the <strong>Director</strong>ate for the students belonging to District Kullu and District Lahaul &Spiti. Following are the main points <strong>of</strong> the inspection: ‐1. Institute is being run by <strong>Sh</strong>. Jitender in a building owned by himself. It has two class rooms,one lab and one library. There are around 700 books in the library.2. Institute was started in the year 2000 but, the first batch <strong>of</strong> SJ&E Deptt. Was started in theyear 2007. Batch wise register is being maintained in the institute.3. Current batch started from February 2012. At present there are 35 students sponsored bythe Department out <strong>of</strong> them 27 belongs to Kullu District and 8 from Lahaul & Spiti District.At the time <strong>of</strong> inspection, two students were found absent.4. There are 7 faculty members in the institute, all <strong>of</strong> them are either M.C.A or B. Tech.5. There are 30 computers in the lab. However it was observed that some monitors were oldand obsolete which should be replaced immediately.6. The computer practical is being taken on alternate days.7. The students were asked some oral questions regarding their course which most <strong>of</strong> themreplied.8. It was pointed out that though the stipend paid to the computer trainees belonging toDistrict Kullu have been paid up to date, the stipend to the students <strong>of</strong> District Lahaul & Spitihas not been paid for the last 3 – 4 months. The undersigned spoke to the TWO Lahaul &Spiti to release the same with in a week since this payment <strong>of</strong> stipend has been broughtunder the purview <strong>of</strong> H. P. Public Service Guarantee Act and such stipend is to be paid bythe 15 th <strong>of</strong> every month.(Action by TWO Lahaul & Spiti)9. There is no exhaust fan in lab and class rooms. Owner <strong>of</strong> the institute promised to install thesame in a very short time.10. Programming language C, C++ syllabus should be reduced to one week.11. The students should also be given sessions on basic communication skills during theircourse.12. Since most <strong>of</strong> the trainees get the job as Data Entry Operator, special emphasis should begiven to ensure a minimum typing speed <strong>of</strong> 40‐50 words per minute.13. It was also pointed out that applications <strong>of</strong> 15‐ 20 students who want to do computertraining are pending with the Distt. Welfare Officer since the target given for the District hasbeen exhausted. It was told that since this computer training programme is a demand basedscheme, the remaining applicants should also be provided computer training for which
