GUIDELINES FOR RECRUITMENT OF MANPOWER IN NEW INDUSTRIALUNITS/PRIVATE SECTOR ESTABLISHMENTS IN HIMACHAL PRADESH________________________________________________________________‣ The Department welcomes/congratulates you <strong>for</strong> start<strong>in</strong>g <strong>in</strong>dustrial unit <strong>in</strong>Himachal Pradesh and gett<strong>in</strong>g clearance as an Industrial Unit from the StateLevel S<strong>in</strong>gle W<strong>in</strong>dow Clearance & Monitor<strong>in</strong>g Authority <strong>in</strong> the 30th meet<strong>in</strong>g <strong>of</strong>the State Level S<strong>in</strong>gle W<strong>in</strong>dow and Monitor<strong>in</strong>g Authority, vide letter number Iwish to <strong>in</strong><strong>for</strong>m you that as per the Industrial Policy <strong>of</strong> Himachal Pradesh, allthe Industrial Units are supposed to employ atleast 70% bonafideHimachalis at all levels. All the <strong>in</strong>centives/concessions are subject to thefulfillment <strong>of</strong> the above conditionality <strong>in</strong> addition to adherence to other Laws.‣ The Employment Exchanges (Compulsory Notification <strong>of</strong> Vacancies) Act,1959 and Rules framed thereunder make it mandatory <strong>for</strong> everyEstablishment to notify the vacancies to the Department <strong>of</strong> Labour &Employment be<strong>for</strong>e fill<strong>in</strong>g them up. At present, the Employment W<strong>in</strong>g <strong>of</strong> thisDepartment is do<strong>in</strong>g the job <strong>of</strong> register<strong>in</strong>g the people /youth <strong>for</strong> employmentand also sponsor the registrants to the employers as per their requirement. Atpresent, we have 67 Employment Exchanges throughout Himachal Pradeshwhich are ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the Live Register and also <strong>for</strong>ward the names to theemployer.‣ The Department has its own Job Portal where<strong>in</strong> the data <strong>of</strong> about 7.23 lacpeople is available. Accord<strong>in</strong>gly employer can make request toquarter concerned.‣ I am sure by now you have planned the <strong>recruitment</strong> schedule <strong>of</strong> the required<strong>manpower</strong>. It is, there<strong>for</strong>e, requested that please notify the posts you wish t<strong>of</strong>ill up to your nearest Employment Exchanges/Central Employment Cell asthe case may be. In case, we do not have the specific expertise you wish toemploy <strong>in</strong> our Live Register, we will be issu<strong>in</strong>g you Non-AvailabilityCertificate (NAC). Where after you will be free to recruit that particularexpertise from open market.‣ It has been our experience that many <strong>of</strong> the factories, may be due toignorance, do not get the maps <strong>of</strong> factory’s build<strong>in</strong>g /premises approved fromthe Chief Inspector <strong>of</strong> Factories <strong>for</strong> which they have to face many problem


<strong>in</strong>clud<strong>in</strong>g challan/prosecution <strong>in</strong> the Court <strong>of</strong> Law. It is there<strong>for</strong>e advised thatbe<strong>for</strong>e you start actual construction please get all your maps approved fromChief Inspector <strong>of</strong> Factories-cum-Labour Commissioner and also notify thevacancies you wish to fill up. Factory’s License may be applied <strong>in</strong> due courseso that by the time your build<strong>in</strong>g work is f<strong>in</strong>ished factory license is with you.‣ The Department will always be happy to help you <strong>in</strong> every possible way.Should you need any help or you have any query, please feel free tocorrespond with the undersigned or other Officers <strong>of</strong> this department.
