SCHEDULE IIIPROCUREMENT OF EQUIPMENT & SERVICES1. Unless otherwise noted, where the Grant will be utilized to pay for any piece ofequipment amounting to $300,000 or more:(a) Where new equipment or services are to be acquired by Grantfunds the procurement procedure should be submitted to the EFJ.(b) Where used equipment is to be acquired, prior written approvalmust be obtained from the EFJ. This approval will be guided by anindependent assessment of the equipment from a valuator approvedby the EFJ and such factors as the age, expected life, current valueand replacement value of the equipment.2. Where the Grant will be utilized to pay for Services amounting to $1 Million ormore per annum:(a)(b)(c)A transparent recruitment process approved by the EFJ must befollowed.A description, terms of reference and detailed work plan of suchpersons must be submitted to the EFJ for its consideration and priorapproval.A review of the performance of individuals receiving Grant fundswill be conducted by the EFJ on a periodic basis.
